**SayPro Awards Manager – Romania Response
Job Tittle: Awards Manager-Romania ROLE PURPOSE: Following the escalation of the international conflict in Ukraine on February 24,2022, millions of people fled to neighbouring countries including Romania which to date has welcomed more than 1 million refugees. Salvati Copiii or Save the Children Romania has been implementing a response from February 25 through their already existing networks and partnered with Save the Children International to facilitate scale up. Save The Children Romania has been a child rights NGO in Romania for over 30 years and has been working with asylum seekers and children for over 20 years, strongly networked with local civil society organization and government authorities. The Save the Children Ukraine refugee response in Romania has grown to its current shape with a total secured budget of 12m USD for 2022 and can potentially be at the same level in 2023. The Awards Manager is responsible for delivering an efficient and effective award management function in Save the Children's Ukraine Refugee Response in Romania . The postholder will lead award management in the response and ensure that the Awards in the programme are implemented and managed following best practice in Save the Children. KEY AREAS OF ACCOUNTABILITY: Awards Management Coordination Ensure that each Award has quality contract with donors and members, a clear Awards management plan up the closure period, clear mechanisms for monitoring, problem solving, and communications. Coordinate management of specific Awards as agreed with the team Ensure partner and sub-award agreements undergo legal vetting, are inputted into and approved through AMS, and work with relevant staff to ensure relevant donor requirements are understood by implementing partners (this may include capacity building) Ensure that all required support for Awards Management is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office. Work with the Deputy Team Leader for Operations, and with the programme and support function colleagues in defining the strategic direction of the awards management unit. Maintain effective communications with Save the Children Members regarding donor and award related issues Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations throughout the award cycle · Ensure potential issues and amendment requests are flagged promptly to the Head of Award Management, then to donors via the relevant Member. Prepare donor waiver/derogation requests Assume primary responsibility for following and flagging the following: amendment requests needed; contractual/donor compliance adherence; delays in deliverables that need to be communicated to Members (proposals, reports, close out); variances against phased budget; issues regarding audits and evaluations · Responsible to monitor spend across award portfolio Ensure the production of high quality and timely reports that accurately reflect the impact achieved and lessons learnt during the implementation of an award Ensure award management systems and processes are successfully implemented, and key controls are in place to support effective portfolio management and compliance with donor requirements Ensure regular award monitoring across the SC Romania member office and facilitate regular meetings with key stakeholders to ensure individual award performance is being tracked effectively, and that risks and issues are being recognized and action taken. Lead Close Out process with relevant budget holders and across departments and work with Members to ensure awards are closed out on time · Serve as the AMS Champion for the Romania Response Support the development of an organisational culture that reflects our values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors. Lead Close Out process with relevant budget holders and across departments and work with Members to ensure awards are closed out on time · Serve as the AMS Champion for the Romania Response Support the development of an organisational culture that reflects our values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors Systems and Compliance (systems, processes & donor): Engage globally on the development of Save the Children systems and processes and the sharing of best practice Ensure that the Award Management System (AMS) is effectively maintained and up to date for all awards and sub-awards including authorisation and document retention To ensure that key staff in Salvati Copiii and SCI deployed team have a clear understanding of donor compliance requirements throughout the project management cycle and that there is a complete audit trail of the implementation and reporting for all awards Contribute to strengthening internal systems for Awards Management for projects implemented in Salvati Copii Provide support, training, and coaching support to Awards management staff of Salvati Copiii New Business Development Work with TL, DTL-Programme, Salvati Copiii CEO, and Regional NBD in actions related to building new business opportunities Lead Go-No Go processes Support Coordination of New Proposals with DTL Programme Provide advice on donor compliance requirements to ensure high quality proposals QUALIFICATIONS AND EXPERIENCE: Understanding of Awards Management Cycles Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and complex emergency contexts Demonstrated credibility with colleagues and stakeholders at all levels of an organization Excellent oral and written communication skills in English Romanian language skill would be desirable Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems Analytical, decision making and strategic planning skills and the ability to handle multiple priorities Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff Team building skills Competent level skills in core IT applications, particularly MS Office A commitment to the values and principles of Save the Children Experience working to developing countries High level of commitment to the principles of development and to the organizational and programmatic goals of Save the Children Essential Requirement : -Access to a Schengen visa is required The Organisation We employ approximately 25,000 people across the globe and work on the ground in over 100 countries to help children affected by crises, or those that need better healthcare, education and child protection.
