SayPro Chief of Party (DCoP), USAID/PROPEL, Round 3 – Youth (Anticipated Funding)

Amref Health Africa is seeking a qualified Deputy Chief of Party (DCoP) to lead the anticipated USAID-funded activity titled Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Round 3: Youth. The five-year global project with a budget of approximately US$25 million will focus on policy, advocacy, financing, and governance (PAFG) and technical assistance for family planning and reproductive health (FP/RH), and FP/RH integration with maternal health, HIV/AIDs related to youth and adolescents as well as gender equity.

Job Summary

The purpose of the DCoP position is to ensure the technical excellence and impact of the PROPEL Round 3 Activity. The DCoP will ensure that the Activity is in line with the state-of-the-art technical approaches, oversee the development of performance standards to ensure technical excellence of the activity. This position assures technical quality, program integration and learning excellence. ‘The DCoP will report directly to the CoP and will assist in overseeing the Activity technical team and collaboration with the partners. S/he will assume the responsibilities of the CoP in their absence.

Main Responsibilities

Technical Quality Support

  • Provide technical guidance and leadership over the Activity implementation in order to provide integrated, high quality and evidence-based interventions.
  • Manage the activity’s technical team and ensure that technical support is aligned with the work plan;
  • Provide technical backstopping to the technical advisors and the project in general;
  • Ensure implementation of gender sensitive, inclusive and transformative interventions that aligns with positive youth development, and emphasize participatory and youth-led approaches.
  • Work with the MEL Director to conduct quarterly and annual program review meetings; provide quarterly and annual progress reports on technical activities
  • Participate in developing/revising supervision and other quality assurance processes and tools of PROPEL Round

Staff Management

  • Provide regular support and supervision to staff under direct line management. This includes regularly scheduled supervision and performance management meetings to assess progress against agreed outputs
  • Build the technical and managerial capacity of staff under direct line management and delegate tasks for the efficient performance of activities
  • Participate in staff recruitment, take disciplinary measures against employees as per authority limit specified in the HR Manual

Activity Coordination and Communication

  • Assist the Chief of Party (CoP) to compile major technical reports to USAID and other stakeholders, including quarterly narrative, semi-annual and annual progress reports, as well as other reports needed/required by key stakeholders.
  • Liaise with relevant partners and the technical team in the development and implementation of youth related policy, advocacy, financing and governance material, processes and strategies as appropriate
  • Interact with USAID on technical issues affecting the implementation of Activity; Participate in relevant task forces and working group

Representation and Networking

  • At the request of the CoP, represent Amref in meetings with USAID Washington, USAID Missions, Ministries of Health or other key stakeholders
  • Represent the Activity in technical forums, policy dialogue and technical working groups

Qualifications

Education

  • Master’s degree or higher in in public health or another relevant field.

Required Experience

  • Minimum of seven (7) years of relevant experience in leading large and complex partnerships programs focused on youth, adolescents, gender equality programming, FP/RH, maternal health and HIV/AIDS.
  • Experience working on multi-country/global USAID projects.
  • Technical leadership of youth and youth-led organizations, including expertise on youth-adult partnerships and meaningful adolescent and youth engagement (MAYE) approaches

Knowledge and Skills

  • Experience implementing projects on family planning and reproductive health (FP/RH), maternal health and HIV/AIDs
  • Strong understanding of best practices in youth programming, including Positive Youth Development, and familiarity with USAID’s Youth in Development Policy.
  • Experience cultivating and nurturing relationships with a variety of key stakeholders including youth, government ministries and officials, NGOs and the private sector.
  • Excellent communication and interpersonal skills;
  • Ability to analyze, interpret and solve difficult problems; ability to handle multidisciplinary responsibilities and priorities;
  • In addition, successful candidates must be willing to travel 25% of the time.
