SayPro Chief of Party/USAID/Benin/Upcoming Integrated Health Services Project (Proposal)

OVERVIEW: Are you looking for your next challenge within the public health sector? Management Sciences for Health (MSH) is seeking a Chief of Party for an upcoming five-year Integrated Health Services project in Benin. The purpose of the program is to strengthen the delivery high-impact malaria, family planning, maternal and child health, and gender-based violence (GBV) services in the public sector in four departments in Benin. Building on the achievements of current and past USAID-supported activities, the overall purpose of the activity is to contribute to the reduction of maternal, newborn, child and adolescent girls’ mortality and morbidity, with strong government and citizen engagement in the health sector. This position is subject to project award and funding. OVERALL RESPONSIBILITIES: The Project Director leads and manages the project and is accountable for the project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects. SPECIFIC RESPONSIBILITIES: 1. Oversee implementation of project activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the project. 2. Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services are maintained at the highest standard, and that all project objectives and deliverables are met. 3. Adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement, ensuring sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to the donor. 4. Ensure positive relationships between the team and the multi-lateral and bi-lateral partners in Benin. 5. Mentor, support, manage and supervise a team of highly qualified staff with a particular focus on the achievement of key tasks and project deliverables. 6. Communicate, implement, and ensure adherence to MSH and project policies, guidelines and values; develop staff skills and knowledge; and facilitate supervise success and professional development whenever possible. 7. Cultivate strategic relationships with the donor, US Government representatives, partners, civil society organizations, appropriate officials from local governments and municipalities and representatives from other donor and development agencies; to ensure smooth implementation of activities. 8. Meet regularly with USAID/Benin FHT leader and attend meetings as requested. 9. Ensure that project activities are technically sound, evidence-based, and responsive to the needs of the country and USAID. 10. Facilitate the development of annual work plans and budgets. Review work plans, financial reports, cost share and performance monitoring plans. 11. Directly supervise the key technical team members, including the Maternal and Child Health Advisor, the Private Sector Advisor, and the Community Health Systems Advisor. Qualifications: MPH, PhD, DrPH or equivalent combination of training and experience. Ten plus (10+) years of progressively responsible, direct experience in MNCH/FP policy development, program planning, implementation and/or evaluation in a developing country setting. Demonstrated ability to manage complex, multi-intervention health development programs in collaboration with national health ministries and international partners. Previous experience as Chief of Party preferred. Familiarity with the following three technical areas: MNCH/FP interventions that will be the focus of this project; health management information systems; and supply chain management, commodities and logistics. Prior experience working with Benin or other West African public health system is preferable. Proven ability to develop highly effective teams of public health professionals and a supportive and empowering management style. Excellent interpersonal and communication skills, including the ability to work effectively with culturally and linguistically diverse teams of staff, consultants and counterparts. Prior experience and success directing similar or larger international donor-funded projects. Demonstrated strategic planning and visioning skills. Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects is preferred. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit. Demonstrated written and oral communication, including substantial presentation experience to high-level audiences (policymakers, program managers, donors), as well as experience in facilitation and small group process. Fluency in French and fluency in English required.
