PROJECT BACKGROUND:
The Critical Infrastructure Digitalization and Resilience (CIDR) program is a five-year program funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI). The CIDR program will support the governments of countries within USAID’s Europe and Eurasia (E&E) portfolio in assisting critical infrastructure entities to: incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program will target sectors such as energy, water, transport, healthcare, finance, and telecommunications to improve their cybersecurity protection and response capabilities.
ROLE’S PURPOSE:
The Senior Finance & Operations Manager will ensure efficient management of the operational and financial aspects of the project, as well as overall compliance with contractual requirements, DAI policies, USAID regulations and local law. S/he will oversee finance, procurement, partner management, grants and record management for activities and operations in the U.S. and across multiple countries in the E&E region and will supervise the day-to-day work of operations, finance, and partnership staff.
This is a full-time project position based in Washington, DC. The Senior Finance & Operations Manager will report directly to the Program Director. This position may involve travel to the E&E region.
Other responsibilities include:
· Manage the start-up and daily administrative operations of the project, including overseeing human resources, facilities, procurement, IT, and record and file management. This includes oversight of the DC-based office as well as operational hubs or satellite offices the project may establish in the E&E region
· Work with the Program Director on the review and analysis of budget estimates for allowability, allocability, reasonableness and consistency as well as oversee preparation and submission of the monthly financial reports, buy-in cost allocations, supporting documentation, and field cash reconciliation as needed
· Oversee buy-in budgets and tracking of buy-in ceilings, expenditures, billing, and funding.
· Maintain proper internal controls over the receipt, disbursement, and administration of all financial resources
· Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
· Manage recruitment, salary negotiations, hiring, evaluation, and termination of employees, in consultation with the Program Director.
· Ensure that administrative records, and project personnel documentation, are well-organized, maintained and updated.
· Manage the program’s Partnership Manager, Finance & Operations Manager, and Procurement Manager. Provide day-to-day guidance to the part-time Program Associate.
· Ensure procurement files are properly documented and closed upon completion of an activity.
· Ensure that all new and current staff are trained on personnel policies, administrative procedures and procurement.
· Review payroll and tax payments in accordance with USAID and DAI regulations as well as local laws as applicable.
· Maintain communication with DAI’s home office staff on financial and operational aspects of the project.
Qualifications
· BA/BS in finance, business administration, public administration, economics, or other relevant field is required.
· Minimum of five years of experience providing financial and operational support to donor-funded projects or in a related role.
· Three years of supervisory experience desired.
· Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
· Experience leading and managing the financial aspects of USAID projects; experience working on a USAID-funded cooperative agreement preferred.
· Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.).
· Working knowledge of USAID operations, policies, and procedures, and DAI operations policies and procedures (e.g. procurement, local subcontract agreements, etc.) preferred.
· Experience in program operations, including procurement of goods and equipment, facilities management, travel and logistics, and/or subcontracting required.
· Regional experience in the Western Balkans, Black Sea Region, or South Caucasus is desirable.
· Fluency in English is required. Proficiency in Russian or another regional language is desirable.
· Ability to travel to project’s countries of operation.
