Background Turquoise Mountain was founded in 2006 to preserve and regenerate historic areas and communities with a rich cultural heritage and to revive traditional crafts, to create jobs, skills and a renewed sense of pride. Since 2006, Turquoise Mountain has restored 150 historic buildings, trained over 6,000 artisans, graduated hundreds of talented artisans, and supported and generated over $15m in international sales for artisans. Turquoise Mountain has also curated major international exhibitions around the world, from the Museum of Islamic Art in Doha to the Smithsonian in Washington D.C. Turquoise Mountain has now helped build more than 50 small businesses in Afghanistan, Myanmar, and the Middle East, supporting a new generation of artisan entrepreneurs. Job Description: Turquoise Mountain has consistently grown as an NGO since its formation in 2006, and now operates in Afghanistan, Myanmar, Saudi Arabia and Jordan. This role is designed to strengthen and coordinate the organisation’s MEL capacity, playing a coordinating role across the organisation and supporting country teams. This is a great opportunity for an experienced MEL Manager to lead thinking on and implementation of MEL on the nexus of cultural heritage and development work, and for someone who enjoys training and building the capacity of in-country teams. Roles and Responsibilities - Monitoring, Evaluation, and Learning Global MEL and Impact Develop a Monitoring, Evaluation, and Learning strategy, framework and toolkit that aligns with the overall aims and objectives of the organisation to measure and analyse Turquoise Mountain’s achievements and impact across key areas of work and countries, and to encourage learning and usage of best practices within the organisation. Work with in-country teams and senior management to communicate the framework and toolkit and lead on its implementation. Be ultimately responsible for data-collection, analysis, and evaluation and learning within the context of the framework. Report results and lessons learned to the CEO and COO, and lead on their periodic dissemination to Country Directors, the Global Communications Manager, and relevant senior management. Work with the Global Communications Manager on effective and compelling ways to communicate Turquoise Mountain’s impact and present data. Project Monitoring, Evaluation, and Learning Support country teams in the creation of MEL plans and frameworks for new donor projects as per donor requirements (including proposals), and help update existing MEL plans and frameworks where required. Support country teams across data-collection, monitoring, and evaluation as well as MEL reporting to donors and other stakeholders as required. Lead on capacity-building in MEL with country teams, identifying current gaps and proposing solutions/implementing trainings where relevant. Strategy and Fundraising Lead research efforts in sectors that Turquoise Mountain is active in or would like to be active in, for example, baseline surveys, stakeholder mappings, needs and markets assessments, and so on, in order to support the design of evidence-based strategy, programming, and interventions. Support the COO and Country teams in fundraising efforts by providing relevant data, statistics, and lessons learned, and lead on the development or application of methodologies and approaches, and the creation of log-frames. Qualifications and experience 5+ years field experience of MEL in international or development programmes; Strong interpersonal and team working skills, with proven track record of cross-cultural working Past experience leading and building the capacity of a team, particularly in MEL Excellent (native or near-native) in spoken and written English; Previous experience of working with large institutional donors Willingness to travel to project locations with frequency, including Afghanistan.
