GENERALITES DU POSTE The International Rescue Committee (IRC), founded in the United States in 1933, is one of the world’s leading international non-governmental organizations providing relief, rehabilitation, protection, post-conflict development, resettlement and advocacy for people affected by crises. IRC’s mission is to help people whose lives and livelihoods are destroyed by conflict and disaster to survive, recover and take control of their future. In Côte d’Ivoire since 2003, the IRC opened has helped the Ivorian population in the early hours of the political crisis. The IRC carries out its activities in close collaboration with civil society organizations, local authorities and the beneficiary populations. The IRC is present in Côte d’Ivoire to respond to humanitarian and development needs, particularly targeting those most vulnerable. The IRC works to defend and promote essential rights and fundamental freedoms through six outcomes: Health, Gender Inequality Reduction, Security (protection of rights), Power (of decision), Education and Economic Well-being. To this end, the IRC has developed in Côte d’Ivoire, within the framework of its 2015-2020 strategic plan, multisectoral community-based activities in the following areas: economic recovery and development; primary health, including child and obstetric health; access to water, hygiene and sanitation; the fight against infectious diseases, including HIV/AIDS; the protection of girls, women and the fight against gender-based violence (GBV); and education and child protection; the promotion of human rights and social cohesion; good governance and strengthening of civil society. The IRC is recognized for its work in the humanitarian-development nexus, and for its collaboration with the U.S. Agency for International Development (USAID). The IRC has been selected as the implementing agency for several USAID projects – including Nigeria Opportunities to Learn (OTL) – a $17m education activity, USAID research and education (RETO) activity for the Norther triangle in Central America, and a $32 million community health project in Liberia. As part of these governance and civil society strengthening interventions, the IRC is planning to implement a project called « Ensemble Soutenons la Paix et Œuvrons pour l’Inclusion et la Réconciliation (ESPOIR) », to be funded by USAID. This project aims to reduce the likelihood of inter-communal violence by building trust between groups and strengthening the resilience of women and youth in localities in the south (Dabou, Bonoua), centre (Daoukro, Toumodi, Botro, Sikensi) and east (Bongouanou, M’batto, Bocanda, Prikro and M’bahiakro). This project will be implemented over a period of 4 years with an expected start in December 2022. SCOPE OF WORK The Deputy Chief of Party (DCOP) will assist the Chief of Party in managing the project. The DCOP must have the necessary skills to serve as interim project Chief of Party if required. He/she will have the skills to provide technical and managerial guidance and leadership, including technical expertise and supervision, overseeing complex monitoring and evaluation (CAMEL) and CLA functions, financial management and administration and grants management. He/she should have a strong background in peacebuilding. Experience in Côte d’Ivoire is strongly encouraged. He/she will be responsible for the administration of the project supporting the efforts of the UCC. The Deputy CoP must also have other core technical expertise in addition to the peacebuilding mentioned in this programme description that would allow him/her to provide back-up support, for example in the areas of communication, media or other discipline necessary for the success of this activity. RESPONSIBILITIES Ensure project delivery meets best practice standard operational policies and procedures for impact and compliance. Provide financial and operational management that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor. Oversee development, delivery, capacity building, and monitoring of subgrants. Oversee management of all procurement activities to ensure smooth and efficient implementation of project activities. Provide oversight of administrative teams. Manage consortium partnerships and maintain collaborative partner relations. Support reporting to USAID through formal and informal debriefings, annual and semi-annual reports, etc. Assist the COP in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions. Represent the project and the organization in the public and ensuring the distribution of information about project achievements and lesson learned. Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility. EXPERIENCES AND REQUIRED QUALIFICATIONS At least eight years of experience in the management of international development programmes in the public or private sector in conflict management and peacebuilding, media, peacebuilding, countering violent extremism, conflict mitigation or governance-related programmes, preferably with prior experience in Francophone Africa. At least eight years as a project manager or deputy project manager or in a project management position demonstrating the project planning, high-level liaison and partnership building, team leadership, administrative management and financial oversight skills required for this activity. At least five years of expertise in traditional and new media programming or another area relevant to this tender that does not overlap with other key staff positions. At least one postgraduate degree in a relevant social, technical or political science (e.g. communications, public administration, business administration, international relations, political science, etc.) Demonstrated experience in applying new media solutions to challenging problems and/or new environments. Must demonstrate significant expertise in governance and conflict issues. Strong experience on CAMEL and CLA as this activity will require flexibility and adaptation in a changing environment. Must have proven experience of managing programs that effectively address gender issues and advance women’s empowerment. Professional experience and preferably experience in peacebuilding in the Sahel or Francophone West Africa. Previous experience in USAID-funded program management, preferably in the implementation of a People-to-People approach. Professional speaking, reading and writing skills in English, professional French.
