Desired start date: ASAP Duration of the mission: 12 months Location: In remote or in Bangkok SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. SI is currently mainly operating in Rakhine and in Kachin States with outreach emergency capacities through its local partners in Chin, Sagaing and Magway States. The operations are supported by the Coordination team based in Yangon. In 2022, the mission budget will be between 5,5 and 6,5 million euros depending on on-going proposals. ABOUT THE JOB Role The Finance Manager is responsible for the management of the finance department and budget management of the entire base. More specifically: He/she carries out accounting and financial management of his/her base, in compliance with donors and SI’s procedures. He/she supervises accounting operations and cash management and carries out budget follow up in conjunction with the programs, logistic and HR managers. He/she supports, monitors and trains the members of his/her finance team in coordination with the HR manager. Responsibilities Financial and budgetary management: Accounting management Cash Management Administrative follow up Team & people management Reporting/Communication & lessons learnt Budget volume: approx EUR 3 million for the base – multidonor. Management: The finance manager will directly supervise 1 Supervisor. 1 accounting officer is managed by the supervisor and 2 cashiers are managed by the accounting officer. An administrative assistant under management of HR is also supporting finance team. Main challenges Regular capacity building to provide to the teams. Regular training to other departments on finance may need to be carried forward as well. A multi donors base will require a constant attention to budget management. The national banking system is also facing a hard time, resulting sometimes in cash shortage, thus requires monitoring and anticipation. + Depending on internal strategies on new funds, Finance Manager will also participate in budget proposal writing. Priorities for the first months: S/he will assure smooth management of the current cash limitation. S/he will work in collaboration with the managers for budget analysis and adaptation to current context. S/he will follow up the capacity building of the team. S/he will ensure compliance with reporting deadline and guidelines/procedures. S/he will collaborate in the drafting of new proposal. S/he will ensure regular and good archives management Education: University degree in Finance, Management, Economics, Business or a similar field. Experience: Minimum 1 year experience on a similar position and similar volumes in an INGO Experience in complex ethnic and/or religious contexts or sensitive environments essential (conflict, post-conflict, intra-communal tension) Proven experience in managing teams notably in complex ethnic and/or religious contexts or sensitive environments Experience of establishing strong working relationships with colleagues and partners from different functions and cultures Previous experience in South Asia + previous experience with SI are assets. Previous experience in remote management is an asset as well. Technical skills and knowledge: Very good lnowledge about budget analysis and accountability Previous experience in managing several grants Ability to manage and prioritize a high workload and multiple tasks with tight deadlines Ability to write/edit quality reports/budgets/accountancy in English Confident and proficient in the use of MS Office, including EXCEL + Knowledge of SAGA is an asset Transferable skills: Decision-making skills and ability to work in autonomy is essential; Diplomacy, smooth leadership skills; Prioritization and self-organization; rigor. Ability to multitask and delegate; Ability to work in multi-cultural environment; more generally, excellent interpersonal & communication skills; Ability to work under pressure; Languages: Bilingual in English French and Burmese are assets. SI WILL OFFER YOU A salaried position According to experience, starting from EUR 1 960 gross / per month (1 800 base salary + 10% annual leave allowance, paid monthly); and a Per Diem of USD 700 / per month. SI covers both the accommodation costs and travel expenses between the expatriate's residency and the field. Breaks During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. SI provides a USD 850 break allowance. For example, for a one-year assignment, the expatriate will have 7 working days off at 3, 6 and 9 month. In addition to these, SI adds 1 additional monthly rest day / per month of work, i.e. 12 additional days off for a one-year contract. Medical insurances Expatriates benefit from an insurance package, which includes all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.
