Context & Mission

The Operational Logistics Referent (RLO) is a logistical referent seconded to operations to assist the Cell in all its activities in support of the Missions. The role is mainly functional, but participates in the management of operations and in the monitoring of security management on missions.

As a member of the Cell, participates in the definition of the objectives and the operational strategy by guaranteeing the technical and logistical feasibility.

The RLO:

  • Is responsible for the smooth running of the supply of the missions under responsibility
  • Supervises technical and logistical activities and ensures the application of logistical fundamentals
  • Anticipates logistical and technical problems that the missions may face
  • Promotes and facilitates the implementation of technical activities to improve the impact of medical program on beneficiaries (EHA, distribution, construction, etc.)
  • Pro-actively promotes and facilitates the implementation of activities having positive impact on MSF environmental footprint.
  • Validates the technical aspects of the risk reduction policy
  • Supervises the Regional Technical Referents based in Amman
  • In collaboration with the other members of the unit and the Logistics Coordinators of the missions, actively participates in the development and implementation of action plans and budgets for the missions
  • Is responsible for the availability, implementation, and management of all the necessary technical and logistical resources and the associated human resources. The RLO guarantees the application of non-medical technical policies and quality standards, the availability and reliability of items and systems.

Your Profile

Education

  • University level degree/tertiary degree or equivalent in in engineering or supply chain management or relevant field.
  • A technical diploma is a plus.

Experiences

  • Experience in technical project management is a strong asset.
  • Minimum 3 years of missions with MSF in logistics management/coordination positions
  • Several experiences in OCG logistics including at least one in emergency and at least one on a regular mission
  • Experience in managing difficult security situations
  • Experience in coaching and team management required

Languages

  • French & English required
  • Arabic is a plus

Professional competencies

  • very good knowledge of technical logistics fundamentals
  • Knowledge of the OCG supply platform
  • Ability to analyse emergency situations and propose logistical strategies
  • Good understanding of the political mechanisms of conflicts and emergencies
  • Good communication skills
  • Ability to plan and implement logistics support.

Terms of Employment

  • Position based in Amman with regular visits to the mission
  • 3-year term renewable once, maximum 6 years
  • Full-time, 100%.
  • Ideal starting date: end June 2022
  • Remuneration: according to the internal regulations and salary grid of MSF in Amman.
