Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since 24th February, and this is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the overall supervision of the Migration Emergency Coordinator Ukraine, the direct supervision of the Regional Migration Data Officer and the technical supervision of the DTM Global Coordinator, the Regional Coordinator (Displacement Tracking Matrix (DTM)) will be responsible for the management, set-up, implementation and coordination of displacement monitoring activities in neighboring and secondary displacement countries affected by the Ukraine crisis.

Core Functions / SayPro:

  1. Conceptualize, support the setup and implementation of displacement monitoring activities in the countries affected by refugee and Third Country Nationals (TCNs) displacement in the context of Ukraine crisis.

  2. Establish, manage and coordinate multi-layered field data collection techniques to gather and analyze timely information on refugees and TCNs displacement patterns (including secondary movements), needs and intentions relevant for humanitarian, programmatic and policy response.

  3. Supervise and coordinate the activities in the countries affected by Ukrainian refugee and TCNs arrivals to ensure interoperability of the collected data across different countries and regions.

  4. Coordinate with Regional Thematic Specialist and relevant International Organization for Migration (IOM) Units and s to ensure that the developed tools and collected data correspond to their information needs and can feed into direct humanitarian and programmatic response and/or policy development.

  5. Develop and produce required reports and information products including, but not limited to, the analytical and statistical reports, dashboards, displacement profiles, maps, and other relevant products for internal and external use.

  6. Manage and take action to improve Information Management operational and technical aspects and ensure proper dissemination of product to internal and external stakeholders.

  7. Represent the IOM in various coordination structures, including UN and inter-agency fora to inform discussions and improve data collection and information management on refugee and TCNs displacement patterns.

  8. Ensure that all data collection and analysis activities performed under the DTM programmes are in line with the IOM Data Protection Principles and Guidelines.

  9. Manage programme staff, participate in recruitment processes, develop and organize training for staff on project and technical activities, set objectives and evaluate performance, and participate in the resolution of staffing issues.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science, or a related field from an accredited academic institution with five years of relevant professional ; or

• University degree in the above fields with seven years of relevant professional .

Experience

• Experience in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix

(DTM) or similar assessment and information management activities;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;

• Experience in the development and implementation of population databases a distinct ;

• Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

Skills

• Statistical analysis (STATA, SPSS, etc);

• Experience working in graphic softwares (e.g. Microsoft PowerPoint, Adobe Illustrator, Adobe

InDesign, PowerBi);

• Experience working in international organizations and the humanitarian community;

• Data collection, research, and report writing;

• Drafting technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;

• Strong computer background, including with relational databases, Microsoft applications, spreadsheets, and word processing.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
