Presentation of TGH "Actor in a sustainable and shared solidarity" Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East. Context On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military. While the eastern part of the country was attacked from the beginning of the invasion with an assault on the main cities of the country, the Russian troops quickly attacked the capital, Kiev, causing the displacement of the diplomatic bodies of the United Nations and the majority of humanitarian actors to the west, particularly to Lviv, which has become a real humanitarian hub. The populations forced to flee for safety are seeking to reach the west of the country, which is, so far, still relatively unaffected by attacks. The Lviv region is home to a large number of displaced persons and is the main transit point for people seeking to reach Poland or other European border countries. On the 20h of July, OCHA revealed that over 6 million people have crossed international borders to seek refuge mainly in Poland while the total number of internally displaced since the beginning of the war is over 6.3 million and women represent at least 60 per cent of those displaced. According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors. The most pressing needs identified include: - cash and access to financial support - psychosocial support for a weakened mental health and limit the risk of irreversible - medicines and medical supplies Presentation of the mission TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows: • Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface • Cash for Work (rehabilitation or social work) • PSS • Documentation support (restoration or obtaining of official/legal documents) • Provision of basic humanitarian assistance: food and hygiene kits, in Donetsk, NGCA In 2020, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene. Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 5 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response. Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office had been recently opened and from where the activities are remotely managed. Given the enormous needs all around Ukraine and the different grants awarded, TGH has opened on operational base in Vinnitsya, where the humanitarian needs are considerable and is currently managing the opening of other sub-office in the other main and most affected cities of Ukraine in order to be closer to the beneficiaries and ensure a proper implementation and follow up. TGH will have operational bases in Cherkassy, Dnipro in addition to Vinnitsya and Lviv. TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster. Job description Under the supervision of the Deputy Country Director for Program (DCD-P), the Senior Program Coordinator leads on the development of high quality, innovative programs based on data and experience gathered mainly from the Monitoring, Evaluation, Accountability and Learning (MEAL) of those programs. The role supports programs in Ukraine, which is implemented via our different area offices. The position ensures that programs are designed in accordance with the country strategy and the values shared between TGH and partners. The position is also responsible for ensuring the quality of programs and providing technical capacity building of partners in sectoral areas. The position also provides management, working closely with the DCD-P in assuring that the TGH program is closely coordinated with the humanitarian community and coordination architectures nationally and regionally, incorporating research and best practices to inform the quality of our work. The Coordinator will be managing four technical staff: Head of Program (HoP) Protection, HoP Cash & Market, HoP Shelter/NFI and HoP WASH. In direct collaboration with the DCD-P and with the technical HoPs, her/his main responsibilities are: Strategic design and delivery - Contribute to the development, maintenance and review of strategy and strategic vision for the Country Office; - Support in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports ; - Ensure the development of standardized programs and sector log-frames aligned with strategy and partnership strategy ; - Works closely with the MEAL Coordinator on needs assessments, program analysis to support annual strategy review and planning process ; - Works closely with the MEAL Team in developing a research program by defining research topics and providing technical oversight to projects; - Responsible that program quality meets TGH objectives and respect humanitarian standards; - Ensure that technical sectorial staff provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant Country Office departments/functions. Line and team management - Ensure that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programs and projects ; - Monitor the recruitment, training and promotion of program technical staff to ensure core functions are filled; - Manage the performance of direct reports using TGH performance management policies and procedures as well as through appropriate coaching, mentoring, training and development. Working group/cluster support and oversight - Engage with UN Agencies on a sectoral or cross-sector basis regarding working group/cluster architecture to manage TGH commitments and effective performance ; - Ensure sufficient technical support to the partner organizations across field offices, in coordination with the Partnership Coordinator; - Support partnership modality by ensuring their participation in the design and implementation of area and sector based plans ; - Ensure the program technical team is adapted to the partnership modality and their service to the modality is done so, it strengthens the model further emergency preparedness and response ; - Lead on developing programs that are adaptive and can respond to humanitarian crisis as and when necessary; - Ensure excellent coordination and cooperation with technical advisors as well as surge teams during emergencies ; - Lead on ensuring the appropriate level of technical input into any emergency response. Cross-cutting - Support the implementation of fully Durable Solutions; - Support the MEAL department in their capacity to strengthen accountability mechanisms throughout the response; - Support Area Offices in meeting their needs for quality programming and developing programs that meet the needs of we serve; External Representation and Networking - Support in establishing, maintaining, and improving active and regular working relationships with: partner agencies including humanitarian and development donors, and local and international NGOs; - Maintain a network with TGH HQ Technical Advisors to secure technical resources to support the strategy and to support in the delivery of TGH strategies; - Respect all TGH values in cluster, field visits or in any relevant external events ; - Liaise with local authorities, communities and other relevant stakeholders on project-related issues when required; - Liaise with relevant consortium members’ focal points. Tasks and responsibilities are subjected to modifications according to the needs. Security, working and living conditions Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants... but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriate are accommodated. Access to good internet connection in the offices. Profile · At least 5 years’ experience in an NGO environment, preferably with solid experience in more than one of human sectors: education, protection, MPC, in emergency context; · Recognized leadership role in relevant technical areas at both field and country level ; · Experience in working with partner organizations in humanitarian settings ; · A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues ; · Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working ; · Demonstrable experience of working and developing key project management tools including work plans, Log-frames, Budgets, HR and Monitoring and Evaluation plans; · Demonstrable ability to manage multiple priorities, deadlines, tasks efficiently in a high-stress, fast-paced environment ; · Demonstrable experience of working in conflict/volatile security contexts ; · Excellent time management skills and resourcefulness with strong attention to detail ; · Excellent interpersonal, communication, public speaking, and strategic planning skill ; · Demonstrable experience in capacity development ; · Strong people management skills; · Ability to produce high quality reports ; · Fluency in written and spoken English and computer literate ; · Russian/Ukrainian language is an asset.
