Focus on our activities in VENEZUELA

PUI has been addressing humanitarian needs in Venezuela since 2019. The organization is framing its intervention through an integrated health, nutrition, MHPSS, protection and WaSH approach. PUI coordinates its programs within the humanitarian cluster system, establishing multi-sectoral partnerships with both national and international NGOs. Projects are implemented in highly populated urban vulnerable areas as well as in hard-to-reach rural and indigenous communities, supporting both fixed and mobile health clinics. The mission is growing, differentiating its donor portfolio, sectors of intervention and areas of implementation, focusing on increasing the quality of its programming.

What about the WASH/Infrastructure Advisor ?

As WaSH/Infrastructure Advisor, you will be responsible for the technical quality of WaSH/Infrastructure programs on the mission and contribute to the mission strategy.

For this purpose, you will be responsible for :

Technical support and oversight : You will provide technical support and guidance to the program implementation team, and ensure the quality of all PUI activities related to WaSH/Infrastructure taking into account national, international, and internal standards.

Strategy : You will support the HoM/DHoMP in the design and inclusion of WaSH activities in PUI programs and strategy.

Human Resources : You will develop PUI internal capacity on WaSH/Infrastructure related matters through standalone training, on-the-job training and mentoring.

Representation : You will liaise with stakeholders working in the WaSH/Infrastructure sector including but not limited to WaSH, Shelter Cluster and its technical working groups, Ministries, and ensure the effective coordination as well as visibility of PUI WaSH/Infrastructure activities.

Logistics/Finances : You will provide technical inputs to Logistics and Finances departments in their activities related to WASH/Infrastructure interventions.

The challenges that await you :

1) Setting-up the WaSH department, following-up on recruitment, procurement 2) Strengthening institutional relationships with local authorities for the activities to be implemented with all due authorizations 3) Positioning PUI within the cluster system as well as networking with other organizations operating in the area 4) WaSH-related Capacity-building of the implementing partner

What you will need to succeed

Training

You hold a Master’s degree or equivalent in civil engineering or architecture, borehole construction, or any water related field.

Experience

You are strengthened by minimum 2 years in engineering and construction practices, particularly in the field of WaSH/Infrastructure. You also have experience in WASH/Infrastructure project management, and in needs assessment. Experience in Wash-in-Health and/or in market-based approaches will be highly appreciated. You already worked with Première Urgence Internationale? It would be a definite asset!

Skills

You demonstrate technical expertise according to the specific context (hydraulics, hydrogeology, IWRM…), and you master the project cycle management. You master GIS softwares and other technical tools (eg. Autocad, Epanet). Good knowledge of procurement and contracts management processes and donors (BHA, ECHO, UN) will be highly appreciated.

You are able to work independently and to take the initiative and the responsibility in a proactive approach. You are self-motivated, flexible and adaptable to the needs of the team and organization in addition to having strong commitments in humanitarian principles. You show diplomacy and open-mindedness, resilience to stress and have good analytical skills. You are organized and able to manage priorities and varied workload. You have problem-solving and leadership skills, and are able to work and manage professionally and maturely. You are able to integrate into the local environment, taking account its political, economic and historical characteristics. You have also a strong resilience to stress.

Languages

English and Spanish have no secrets for you! All the better, both are mandatory for this position. If you speak French, it would be a definite asset.

PUI will offer you

Status : Employé(e) with a Fixed-Term Contract

Monthly Gross Income : 2 340,00 – 2 590,00 EUR depending on your experience in International Solidarity + 50€ per semester of seniority with PUI

Insurance including medical coverage and complementary healthcare, 24/24 assistance and repatriation

Housing in collective accomodation

Daily Living Expenses (“Per Diem”)

Break Policy : 5 working days at 3 and 9 months + break allowance

Paid Leaves Policy : 5 weeks of paid leaves per year + return ticket every 6 months
