Role Overview The purpose of the role is: •To assist partners/partner led initiatives in analysing the impact of conflict and displacement on women and girls in affected areas, and in undertaking an assessment of protection issues emerging out of the crisis •To assist partners/partner led initiatives in designing and integrating women’s rights in the emergency response and recovery programme using human rights-based approach and building on existing women’s rights work. •To support the partners/partner led initiatives to developing women-led community-based protection programming and to integrate it into the overall emergency response programme •To support the partners/partner led initiatives in strengthening the capacity of staff and partners in implement the emergency response programme with women’s rights and protection perspective The role reports to the regional Senior Emergency Manager in the response and is accountable to the Global Women’s Protection Advisor in ActionAid International. Main Activities To assist ActionAid Spain (Alianza) in analysing the impact of conflict and displacement on women and girls in affected areas and in undertaking a protection assessment, as well as designing and integrating women’s rights in the emergency response programme using a human rights-based approach. •Conduct an assessment on the impact of the humanitarian crisis on women and girls, including pre-existing gender inequalities, and support in its analysis for programme development. •Work with programme and policy teams to ensure that women’s rights and women’s leadership are at the centre of the emergency response and policy work from the onset of the emergency response •Coordinate with UN clusters (particularly protection, gender-based violence and psycho-social) to raise women’s rights and protection issues and support/influence them in taking joint actions on assessment, planning,monitoring and advocacy •Link women’s rights policy work with programme activities to bring coherence between policy and programme work, ensuring a bottom-up approach. •Coordinate with international donor organisations and local government authorities. •Develop the bottom-up transparency and accountability mechanism with active participation of women and young girls from affected communities and partners. •Work with the SHEA and Safeguarding Focal Point to ensure ActionAid’s SHEA and Safeguarding approach is embedded in our protection approach To support ActionAid Spain (Alianza) to develop women-led community-based protection programming and to integrate it into the emergency response programme using a human rights-based approach •Assist the Country Programme, partners, and women community members in conducting a protection assessment in coordination with the UN protection cluster and its members, including mapping protection issues of the affected vulnerable community, particularly affecting women, children, older people and persons with disabilities •Work with local groups of women to map and identify existing community resources, capacities and institutions through participatory approaches and use the analysis to identify the different partners and duty bearers to collaborate with. •Support the development of women-led community-based protection programming to address the practical and strategic protection needs of women and young girls, children, older people and persons with disabilities over the longer term and facilitate to embed this protection approach with partners. •Coordinate with UN clusters (particularly protection, gender-based violence and psycho-social) to raise issues and influence them to support coordinated protection actions across the response and sectoral programmes •Follow the humanitarian principles, standards and guidelines that ActionAid is committed to, and ensure these are adhered to by ActionAid staff, partner staff, deployees and volunteers. •Follow the humanitarian principles, standards and guidelines that ActionAid is committed to. To support ActionAid Spain (Alianza) in strengthening the capacity of staff and partners in implement the emergency response programme with a women’s rights perspective and protection lens •Provide support and guidance to ensure ActionAid’s core signature on women’s leadership in emergencies is operationalised in the response •Support the application and understanding of ActionAid’s SHEA and Safeguarding policies and approach, ensuring that any red flags are noted,referrals made as needed, and relevant actors involved. •Work closely with the SHEA and Safeguarding Focal Point to embed this,particularly on creating complaints mechanisms and referral pathways •Support the country program to conduct a women’s rights/gender analysis at the onset of the emergency response, including examining pre-existing gender inequalities and existing women’s rights programming that can be built upon. •Build capacity of ActionAid staff and partner staff, enabling them to analyse the impact of disasters on women and girls, and protection issues, and to develop appropriate programmes at the onset of the response and long term for resilience building and transformative change in gender relations •Facilitate contextualised training for all emergency team members to understand community-based protection, share learning and continuously assess protection risks across all response and recovery programming •Support thematic teams and project officers in strategizing and operationalising their work from a women’s rights and protection lens. To manage information, communication and monitoring and evaluation requirements relating to the response programme, and to build appropriate networks on women’s rights •Produce a women’s rights/gender analysis of the emergency that informs the response and future programming. •Contribute women’s rights content to support the overall communication and information strategy including case studies – particularly on the role out of the women-led community-based approach. •Ensure effective monitoring and evaluation systems capture key information on women’s rights, leadership and protection. •Network with national and local women’s rights organisations and build alliances on women’s rights issues. •Support ActionAid’s engagement and visibility in the Protection Cluster and GBV Area of Responsibility •Working closely with the in-country team, to support fundraising for your sector, including development of high-quality concept notes and proposals Others •Implementation of the security protocol under the instructions of the safety and security lead and the organizational policies. •Implementation and respect the internal policies of the organization, with particular importance the SHEA and safeguarding policies. •Ensure all staff and partners are inducted on sexual exploitation and abuse and safeguarding standards, including setting up clear reporting channels for feedback and complaints on child protection, safeguarding and PSEA., Location ▪The selected person will perform his/her duties in Ukraine ▪The selected person must make as many temporary transfers and trips as necessary within the response areas for the correct performance of their duties and tasks. Essential Requirements ▪Relevant educational qualification▪Sound knowledge and relevant experience of working on women’s rights in emergencies and protection against gender-based violence, exploitation and abuse, ▪Ability to conduct women’s rights and gender analysis skills during emergencies ▪Demonstrated knowledge of women’s rights policy frameworks both national and international and can create strategic linkages to influence response. ▪Existing skills or an interest in developing skills and capability in protection ▪Ability to work with women from local communities and can engage with women’s rights organisations and communities at national level for consensus building on key advocacy issues ▪Demonstrated facilitation and negotiation skills. ▪Demonstrated hands on experience of programme development, participatory assessments, planning, delivery, monitoring and evaluation and integrating women’s rights in ActionAid programmes▪Excellent writing/ communication and computer skills– writing clearly indifferent ways for different audiences. ▪A self-starter, requiring little supervision to prioritize tasks and produce high-quality work under pressure ▪Experience of working in a diverse team and build good relationships with people at all levels and cross-culturally ▪An ability to absorb and analyse information ▪Excellent inter-personal and problem-solving skills and diplomacy ▪Consultative and empowering working style and willingness to learn from others ▪Proven ability to work with government authorities, UN clusters, NGOs,development agencies and community groups. ▪Fluency in written and spoken English is essential ▪A strong commitment to AA’s vision, mission and values, especially the rights-based approach and the principles of equal opportunity as outlined in ActionAid’s Code of Conduct. ▪A strong commitment to embedding feminist leadership and ActionAid’s humanitarian signature .▪A strong commitment to adhering to and promoting ActionAid’s approach to Sexual Harassment, Exploitation, and Abuse and other Safeguarding concerns (including child abuse and abuse of adults at-risk) ▪Understanding of and commitment to women’s rights and cultural sensitivity. ▪Understanding of and commitment to humanitarian principles and minimum standards for disaster response, including the NGO/Red Cross Code of Conduct, Sphere Standards, Core Humanitarian Standard, ActionAid’s human security in emergencies and conflict strategy and approach, and security and policy procedures. ▪A commitment to the importance of downward accountability to rights-holders and transparency in humanitarian response. ▪Ability to work well under pressure and in response to changing needs and willing to live and work in difficult conditions and travel extensively at the field level.
