PSI seeks a Subaward/Grants Manager to join our team for the USAID-funded Countywide Sanitation Activity. The project aims to achieve universal coverage of basic sanitation in five counties of Liberia. This ambitious project seeks equally ambitious staff who bring creativity, energy, and an entrepreneurial spirit to their work.

The Subaward/Grants Manager will be responsible for the overall management and monitoring of PSI/Liberia’s subaward portfolio, including ensuring financial, programmatic, and operational compliance of subawardees. The Subaward/Grants Manager will design and implement a proactive, rigorous, risk-based, and effective subawardee monitoring system and approach, and provide guidance and mentoring to build subrecipient’s capacity.

Your contribution

  • Oversee all subaward management and monitoring activities throughout each phase of the subaward life cycle, with a particular focus on monitoring and closeout.
  • Oversee the completion of PSI’s required subaward management tools including monitoring plans, site visit reports, financial report review checklists, management letters, site visit reports, pre-closeout letters, and closeout amendments.
  • Support DCOP and COP in actively managing and monitoring subawardees to ensure the quality of reporting is maintained and contract deliverables are met in a timely manner.
  • Lead and coordinate on supporting capacity building activities and provide technical assistance to subrecipients to ensure operational excellence.
  • Support development of subaward management trainings for PSI/Liberia operations (e.g., finance, operations) and program staff on the use of subaward management tools.
  • Lead the monitoring of subawardee activities and their expenditures against budgets, ceilings, and obligated amounts, and review and approve budget alignments and obligation increases. Liaise with Program Management team at PSI Washington to confirm reconciliation of subrecipient actual expenditures compared with advance payments and clearing of cash balances.
  • Oversee reporting processes, ensuring that costs incurred are in line with the progress on delivery and implementation, and budget variances explanations are provided.
  • Ensure complete and up to date records for subawardees ensuring easy access to required supporting documentation for authorized staff in a secure and centralized location.
  • Conduct regular subaward site visits to verify adherence to subagreement terms and gauge internal control systems to obtain confidence in the reports submitted to PSI.
  • Prepare responses to audit requests and specific reporting requirements for subawards.
  • Oversee subaward closeout in accordance with PSI/Liberia policies and procedures.
  • Manage the Associate Subaward/Grants Manager and Subaward/Grants Coordinator, coaching, mentoring, strengthening their capacity, and promoting professional growth and development.

What are we looking for?

The basics

  • Master’s Degree in Finance, Nonprofit Management, Business, or a related field of study, preferred.
  • At least 8-10 years of progressive professional experience in Grants Management in similar sized organizations.
  • Good understanding of USAID projects and sub-granting requirement and best practices.
  • Demonstrated knowledge of the subaward life cycle, including selection, assessment, monitoring, capacity building, and close-out.
  • Attention to detail and problem-solving capacity.
  • Proficiency in MS Excel and other MS Office products.
  • Fluency in English
  • Good personal organizational skills including the ability to meet deadlines and work well under pressure
  • Leadership and supervisory skills
  • Strong performance management skills
  • Superb written and verbal communication skills required.
  • Must have work authorization for Liberia, PSI will not sponsor work permits.
