ABOUT THE MISSION…
Mission: SOLIDARITES INTERNATIONAL (SI) has been working in Syria since 2012. The mission employs nearly 300 national staff, and more than 40 expatriates, and has a 25 million EUR budget forecasted for 2021. There are 3 implementing offices in Syria (2 in North East Syria/NES, 1 in North West Syria/NWS) with the coordination based in Amman – Jordan. NorthWest Syria (NWS) programs are remotely managed from Amman
Specific Context of NWS Program:
The management team (5 people including the FC) is based in Amman, and regularly travel to Turkey and NWS, composed of both international staff and National staff (Jordanians).
The field team based in Syria (Suran city) in composed of 51 people approximately and has been working with SI for several years now.
SI is implementing activities in Idlib with a local Syrian NGO “Ihsan”, created in 2013, they have offices in Antakya and Istanbul. They implement WaSH, Health, Shelter and NFI distribution activities in NWS.
Type and content of program: Syria mission is dedicated to work in challenging contexts to provide lifesaving activities to the population affected by the conflict. A turn from lifesaving activities to more post-emergency/development has also been undertaken.

The NWS intervention is targeting northern Aleppo countryside at Azaz, Al Bab and Jarablus (direct implementation) and Idlib through WASH, Shelter, NFI and Winterization support to displaced population and host communities. The main activities are:

Provision of Dignified Shelters to IDPS in Idlib and Aleppo

Provision of safe water: Water trucking, water pumping, water treatment and construction of water networks

Construction and maintenance of sanitation facilities and infrastructures rehabilitation

Waste removal services
-
Hygiene Promotion
-
Distribution of hygiene kits & top ups, kitchen kits, new arrivals Kits and emergency shelter kits and tents.

ABOUT THE JOB
General objective:
The Rapid Response Program Manager is in charge to develop and implement SI Rapid Response/Shelter activites in the North West of Syria, including needs assessments, monitoring and reporting. The overall objective of the position is to ensure that SI humanitarian response in the Northwest Syria is designed on needs-based evidence; safe; rapid; inclusive/accessible; adequate and accountable as well as respectful of SI procedures, clusters recommendations, international standards and the humanitarian principles.
The main challenges:
Security environment in Syria is volatile and dynamic but the intensity depends on the area.
Good relations with local authorities in Turkey/Syria to maintain to ensure a regular access to the field and beneficiaries
Priorities for the 2/3 first months:
- Establish a shelter team in Idlib able to successfully implement this type of activities.
- Maintain the good relation with the local authorities (Turkish and Syrian), to ensure/improve a regular access
- Be able to maintain those objectives from remote management.
Responsibilities and main activities:
- Develop, revise and update needs assessment tools according to the specific context, the evolution of the humanitarian situation and affected people living conditions and threats.
- Ensure planning and implementation of needs assessments and rapid response activities.
- Ensure that needs assessment data collection, treatment and analysis take into high consideration key cross-cutting issues such as Protection Mainstreaming. Gender, People with Specific Needs and Humanitarian Access.
- Ensure that SI rapid response and Shelter activities are tailored on needs-based intervention and the assistance delivered is timely, adequate, safe, and accessible/inclusive and effectiveness in terms of impact on people living conditions.
- Participate in building the SHELTER teams’ abilities with respect to techniques or new methodologies
- Use the capitalization tools proposed by Solidarités International,
- Participate in the centralization and distribution of procedures, guides and tools linked to the RR or Shelter activities
- Participate in validating the hiring of national technical staff for activities.
- Define the prerequisites for opened rapid response or Shelter positions together with the administrative department; adapt existing job descriptions if required.
- Greet and brief the other PM working on the program
- Draft rapid response and shelter activities reports and any annexes relating to specific activities for the financial donor reports and/or amendments.
- Propose a technical approach and a financial, human and logistical scope for the programs to be implemented
- Write the technical annexes and chapters (including the logical framework) for the proposals
YOUR PROFILE
Specific skills and experience:

Minimum 2 years of experience

Strong management skills and Experience in managing emergency response activities

Strong representation and coordination skills
-
Remote management of the projects and security in NWS. Be able to emphasis a strong communication system and information sharing among the team in the field and at the coordination level.

Coordination with other partners in general outside the clusters umbrella.

Engineering background to oversee shelter and wash designs.
-
Able to Follow up and develop strategy for the emergency response in new areas

Experience developing proposals with rigorous requirements and tight deadlines;
-
Experience of working in project implementation with or through partners

Ability and willingness to build up the capacity of the team

Ability to work under pressure

Ability to work independently and meet deadlines with minimal supervision.
Soft skills:
- Excellent organizational skills: the ability to multi-task, learn quickly, and work independently in a fast-paced environment.
- Excellent interpersonal and communication skills: the ability to effectively liaise with a variety of people in a multi-cultural environment and across various time zones
- Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members
- Good stress management
Language:
Excellent English skills (written, spoken and read) is mandatory
To speak Levantine Arabic and/or French would be an asset
SI WILL OFFER YOU
A salaried post: According to experience, starting from 1980 euros gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 785 USD
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).
To these break periods, it is necessary to add the granting of 1 additional rest day per month worked > i.e. 12 days in addition for a 1-year contract**.**
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The position is based in Amman, where living conditions are very good. Office and GHs are high standard.
When traveling to Turkey and NWS, the team is accommodated in hotel (usually in Killis, could also be in Antalya, Gaziantep or Ankara depending on the visit objective). The hotel offers comfortable living and working conditions
Turkey (Gaziantep and Killis) are totally safe without curfew or restriction of movement. Northern Aleppo countryside is volatile and unstable.
