  • SayPro THE ETHICAL REQUIREMENTS FOR CHILD AND YOUTH CARE PRACTICE (CODE OF CONDUCT).

    These principles and standards provide a framework to guide ethical thinking and decision making across the various settings and roles in which Child and Youth Care Professionals serve.

    Professional Child and Youth Care is committed to promoting the well being of children, youth, and families in a context of respect and collaboration. This commitment is carried out in a variety of settings and with a broad range of roles including direct practice, supervision, administration, teaching and training, research, consultation, and advocacy. In the course of practice Child and Youth Care Professionals encounter many situations which have ethical dimensions and implications.

    As Child and Youth Care Professionals we are aware of, and sensitive to, the responsibilities involved in our practice. Each professional has the responsibility to strive for high standards of professional conduct. This includes a commitment to the centrality of ethical concerns for Child and Youth Care practice, concern with one’s own professional conduct, encouraging ethical behavior by others, and consulting with others on ethical issues.

    This ethical statement is a living document, always a work in progress, which will mature and clarify as our understanding and knowledge grow. The principles represent values deeply rooted in our history, to which there is a common commitment. They are intended to serve as guidelines for conduct and to assist in resolving ethical questions. For some dilemmas, the principles provide specific or significant guidance. In other instances, the Child and Youth Care Professional is required to combine the guidance of the principles with sound professional judgment and consultation. In any situation, the course of action chosen is expected to be consistent with the spirit and intent of the principles.

    The Standards for Practice were originally adopted by the Association for Child and Youth Care Practice (ACYCP) in 1995. The standards were revised by an ACYCP ad hoc committee in 2016-2017 and adopted by ACYCP June 2017.

     For our Call for Expression of Interest (CEI EASO/2021/885) for Remunerated External Experts we are looking for Intermediate Reception Child Protection Experts. The CEI aims to establish a List of Experts envisaged to be deployed to EUAA Asylum Support Teams as part of EUAA’s operations in different EU member States. The CEI includes 76 profiles in the field of asylum and reception. The indicative tasks for the Intermediate Reception Child Protection Experts (profile n. 35) are the following: Implement operational matters related to unaccompanied and separated children in the reception system; Support the set-up of cooperation and procedures for an efficient local child protection network that includes all actors involved in the daily care of unaccompanied and separated children; Conduct identification/screening of possible unaccompanied and separated children, and in the provision of first basic information to them; Ensure the establishment and implementation of an individual plan to cover the child’s reception needs, based on an assessment; Support the planning and provision of daily care of unaccompanied and separated children; Carry out the daily operations of safe-areas/sections dedicated to the reception of separated and unaccompanied children, in accordance with the relevant Standard Operating Procedures (SOPs). The candidate will meet the following requirements: Completed post-secondary education of at least two years in a related field (EQF 5 or equivalent); Bachelor’s degree preferably in Political science, Law, Humanitarian studies or Psychology would be considered an advantage (EQF 6 or equivalent); 3 years of proven professional experience in the reception sector related to minors and the tasks described; Proven experience working with minors, preferably in the context of asylum and/or migration; Proven knowledge of the Common European Asylum System through study, training or work experience.     The CP Program Manager is specifically responsible for

    a. Program development

    · In collaboration with the Country Delegate, Head of Programs, and technical staff, develop and implement an appropriate and effective strategy related to the Child Protection Sector, setting clear objectives and indicators

    · Develop new proposals, aligned to the Organization Country Strategy, in collaboration with the Country Delegate, Head of Programs, the Education and Child Protection experts, involving a multisectoral approach

    · Support donor relations by contributing to the production of various communication products and accompanying donors during field visits, in coordination with field office colleagues

    · Provide strategic and technical guidance on key components of the Organization’s work to foster good practices and ensure that minimum standards are met

    b. Strategic partnership and networking/representation

    · Support in developing the country strategy document

    · Submit relevant documentation and data for project proposal development

    · Participate in Cluster/Sector coordination meetings at the National level and other working groups or coordination meetings, as required, representing the organization and feeding back to the Country Delegate, Head of Programs, and technical experts on relevant issues, and following up on relevant action points;

    · Develop and maintain appropriate, regular, transparent, and supportive communication with the assigned staff, technical coordinators as well as other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies, and other NGOs), to ensure good cooperation and partnerships

    · Provide active presence at the donor and other partners’ meetings, representing the progress of activities in field offices (planned, implementation, planned changes, achievements, new funding opportunities)

    c. Program Implementation

    · Coordinate with the senior management team ensuring regular information flows and timely decisions

    · In coordination with the Support Manager, accountable for people management of field staff. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.

    · In coordination with the Support Manager, ensure the overall provision of and adherence to the organization’s policies, procedures, guidelines, systems, and standard practices

    · Closely coordinate with the Delegation management team based in Beirut ensuring regular and timely information flow

    · Revision/evaluation of monthly activities in coordination with the Support Managers

    · Evaluation of field office employees’ performance (quarterly)

    · Provide inputs for adjustment in project activities

    · Responsible for monitoring program progress and guaranteeing the quality of the implemented activities

    · Leading member of overall program evaluations, assessments, baselines

    · Responsible for submission of internal reports to Country Delegate, Head of Programs, and Desk Officer and adjustments of the program if necessary

    · Supervision and approval of MoUs with partners

    d. Admin and Finance

    · Responsible for monitoring the budget and its implementation. Responsible for informing Country delegates of issues with an impact on the budget and suggesting measures to be taken

    · Preparing the budgets for project proposals (with the support of field and admin staff)

    · Consult on the level of expenditure of project budget lines and comparison to actual implementation on the ground at the global level

    · Supervise the preparation of financial Quarterly reporting on projects performance and evaluation, in coordination with the Support Manager and the Finance Manager
