Scope of Work (SOW) Training Preparation The consultant will be contracted 1-2 days prior for a preparation session to the commencement of training, to ensure all training requirements have been arranged, agenda finalised and any issues which may affect the smooth delivery of training to be discussed with IMC MHPSS staff. About the PM+ Training PM+ is a scalable psychological intervention for adults impaired by distress in communities who are exposed to adversity. Aspects of Cognitive Behavioural Therapy (CBT) have been changed to make them feasible in communities that do not have many specialists. To ensure maximum use, the intervention is developed in such a way that it can help people with depression, anxiety, and stress, whether or not exposure to adversity has caused these problems. It can be applied to improve aspects of mental health and psychosocial well-being no matter how severe people’s problems are. The training manual used is titled: “Problem Management Plus: Individual Psychological Help for Adults Impaired by Distress in Communities Exposed to Adversity.” The training will include the following topics: Session 1: Overview of Problem Management Plus Session 2: Understanding PM+ and Managing Stress Session 3: Managing Practical Problems Session 4: Get Going and Keep Doing Session 5: Strengthening Social Support Session 6: Staying Well and Looking Forward Session 7: Recap and Role Plays Session 7: Addressing Challenges and Managing Suicidality in Participants Session 8: Plan for Practice, Implementation, Supervision, and the Monitoring and Evaluation Process, including assessments, protocol and supervision plan Supervision Training will be followed by clinical supervision, provided by the consultant for participants. After completing training and satisfactorily attaining the required competency, participants will conduct PM+ training for 16 MHPSS Counsellors. All participants will be Afghani mental health professionals who hold bachelor Psychology degree and have a supervision role of MHPSS Counsellors in Afghanistan. Nature of the consultancy The Consultant’s primary responsibility is to contribute to the Global IOM Shelter and Settlements (S&S) programming by defining a program strategy that reflects the organization’s mandate and priorities, the trends and critical global challenges for the sector, and the most effective ways to provide access to safe and dignified shelter and settlements support. The Consultant will work under the overall direct supervision of the Shelter and Settlements Specialists in coordination with relevant units and under the overall oversight of the head of the Preparedness and Response Division. The selected candidate will be home-based but may be requested to undertake duty travel if required by the supervisor. Objective Develop IOM S&S Strategic plan 2023-2026 and accompanying Capacity-Building Needs Assessment. The strategic plan will have an organization-wide perspective and will include humanitarian, development, and peace operations. Scope The consultancy should include (i) interviewing and coordinating with key IOM staff members from different departments and divisions to clearly understand the institutional goals and strategic objectives relevant to S&S, and how S&S objectives may contribute. (ii) interviewing key Shelter and Settlements actors outside of IOM to determine overall sector global priorities and IOM’s contributions. (iii) identifying and reviewing existing literature within and outside of IOM that must inform the S&S strategy (iv) develop the IOM S&S Strategic Plan 2023-2026 (v) develop a capacity building needs assessment that outlines the knowledge, skills, resources, and tools needed to implement the strategic plan. 2. Tasks to be performed under this contract: a. Prepare and submit a detailed work plan Based on the details outlined in this TOR and additional information to be provided by IOM, the consultant will provide a detailed work plan. b. Interview and coordinate with key IOM and external stakeholders The consultant will develop a Key Informant lists in coordination with the S&S Specialist and carry out individual/group interviews c. Conduct literature and desk review The consultant will collect and carry out a well-structured review of internal and external relevant strategies, objectives, and policies. d. Support in the consolidation of the strategic objectives The consultant will support the consolidation of the strategic objectives, programming principles, and measures of success in coordination with relevant colleagues and will facilitate workshops (at least one in-person, location TBD) with key IOM staff. e. Develop the IOM S&S Strategic Plan and Capacity-Building Needs Assessment Based on the above, the consultant, in coordination with the S&S unit, will draft the Global Strategy 2023-2026. Throughout the process, the consultant will collect information and validate findings to inform the accompanying Capacity-Building Needs Assessment including the prioritization of the knowledge, skills, resources, and tools needed to implement the strategic plan. The needs assessment will be used by the S&S unit to define priority actions for 2023. f. Organize a presentation webinar In coordination with the S&S unit, the consultant will organize a webinar to present the global IOM S&S strategy and the accompanying Capacity-Building Needs assessment to IOM staff members worldwide. 3. Tangible and measurable output of the work assignment: A detailed workplan within the 1st week of the consultancy; Strategic Plan, and capacity building needs assessment. 4. Realistic delivery dates and details as to how the work must be delivered: The detailed workplan is expected within one (1) week after the start of the contract The interviews are expected to be completed during the first 4 weeks after the start of the contract The literature and desk review can be done simultaneously with the interviews The support in the consolidation of the strategic objectives can be done simultaneously with the interviews and literature and desk review The first draft of the Strategic Plan and Capacity-Building Needs Assessment is expected one (1) month prior to the end of the contract and the revised version two (2) weeks prior to the end of this contract, unless agreed upon differently with the supervisor. The webinar is expected in the final week of the contract Required Qualifications and Experience: Education Master’s degree in Architecture, Urban Planning, Social Sciences, Engineering, or a related field from an accredited academic institution with five (5) years of relevant professional experience; or University degree in the above fields with seven (7) years of relevant professional experience. Experience Proven international work experience in related Shelter and Settlements Interventions Excellent knowledge of S&S across humanitarian, development and peace operations, including migration contexts; Demonstrated experience in capacity-building activities; Proven working experience in strategy development; and Working experience with international organizations and knowledge of the United Nations. SayPro Consultant to develop the Standard of Operations for Sexual and Gender based Violence Case Management in Yemen
Background: Peace Track Initiative (PTI) was founded by Yemeni women inside and outside Yemen who came together in 2015 to support the peace process in Yemen. It was incorporated in Canada as nonprofit incorporation in 2017, hosted at the Human Rights Research and Education Centre, at Ottawa University, and is hosted at To Be Foundation for Rights and Freedom in Aden, Yemen. PTI’s working areas include promoting inclusion of women and marginalized groups in the peace and political processes, as well as promoting the protection of women's rights, and amplifying feminist knowledge and leadership. PTI operations are guided by the CEDAW, UNSCR 1325 resolution, and its subsequent resolutions on Women, Peace, and Security, as well as international human rights frameworks. Peace Track Initiative along with Elbarlament and To Be Foundation for Rights and Freedoms have been awarded funds by the European Union for the project “Towards enhancing the resilience of women human rights defenders in Yemen to advocate for women’s and children’s rights” in Yemen. Description of the Project: The project aims at contributing to enhancing the resilience of women human rights defenders (HRDs) in Yemen to defend human rights, in particular women's and children's rights. To reach this goal, we will work on two parallel lines, namely enhancing female HRDs’ protection and improving their capacity to counter human rights violations and engage in advocacy to achieve more accountability. The overall objective of the project is to contribute to enhancing the resilience of women HRDs in Yemen to defend human rights, in particular women's and children's rights. In order to reach this goal, the project follows two parallel but interrelated strands of work that can be subsumed under two specific objectives. Catering to the immediate needs of the project’s target group (women HRDs), the first specific objective is to enhance the protection of Yemeni women HRDs. The second specific objective is to improve women HRDs’ capacity to counter human rights violations and abuses in particular with regards to women's and children's rights, as well as engage in advocacy for enhanced accountability. Project outputs: One of the outputs of the project includes developing a standard of operation (SoPs) for case management of Sexual and Gender-based Violence in Yemen (SGBV). This terms of reference is seeking the soliciting of service to develop the SoPs on SGBV. Purpose of the SGBV Case Management Standard of Operation: The purpose of this activity is to review and update the SGBV case management and standard operations for organizations working in Yemen. Methodology The consultant will develop the SGBV case management standard of operation based on best practices and lessons learned in Lebanon and/or other countries, and in line with Yemen context, in a participatory manner with women-led organizations in Yemen and relevant agencies working on SGBV protection programmes. The consultant will review SoPs in similar context countries and will review Yemen’s situation in addressing SGBV including any existing practices followed by organizations currently, including the Peace Track Initiative. The consultant will collect feedback from PTI, To Be Foundation for Rights and Freedoms, Elbarlement, women-led organizations, women survivors of SGBV, relevant national counterparts/duty bearers, and UN and INGOs working in Yemen. The consultant will also organize a workshop to further facilitate the collection of feedback. Once finalized, the consultant will present it to PTI, To Be Foundation, Elbaralment, and selected right holders to be familiarised with it and will train them on using it through using different scenarios of case management. The SoPs must provide a description of guiding principles, procedures, roles, and responsibilities for actors involved in the prevention of and response to SGBV in Yemen within the existing national frameworks. They should be developed to guide the implementation of the prevention and response interventions to support individual SGBV survivors and communities. The SOPs should provide basic information on what services are available and how services are delivered, including how partners coordinate with each other to provide quality and holistic care to SGBV survivors. The content of the SOPs should be driven from best practices from the region and countries of similar context and global guidelines on SGBV in emergencies and in the national legal framework, including: GBV In Emergencies Guidelines, (IASC, 2005) Caring for Child Survivors of Sexual Violence in Emergencies (UNICEF/IRC, 2012) Ethical and Safety Guidelines on documenting and researching sexual violence in conflict (WHO, 2008) Handbook for Coordinating GBV in Emergencies (GBV AoR 2010) Practical Guidance for Child Protection Case Management Services In the Emergency Response in Yemen. National laws and strategies in Yemen on women, children, and youth and the NDC outcomes related to protection. The Yemen National Action Plan for Women, Peace, and Security. The SoPs should define how the term Sexual and Gender-based Violence is used in equivalence of Gender-based Violence (GBV) ‘an umbrella term for any harmful act that is perpetrated against a person’s will, and that is based on socially ascribed (gender) differences between males and females. The SoPs should also highlight the gaps in preventative and responsive services in Yemen to guide the national authorities and donors to improve the SGBV response. Time frame: The development of the SoPs shall be conducted in 15 full working days to be delivered within a period of four months. Deadline The Consultant is expected to submit the first draft of SoPs by 15th December 2022 and final draft by 15th January 2023. Main deliverables: Final Draft of the SGBV standard operation contextualised to Yemen. One workshop with relevant stakeholders to validate the SoPs. 10 Key informant interviews with national and international SGBV experts working in Yemen and 4 focus groups (one with the project team and partner organizations, one with the UN/INGOs, one with the right holders, and one with duty bearers). Presentation and participation in the launching event, ensuring a self assessment is administered to measure awareness of participants. Final narrative report highlighting challenges and recommendations encountered during developing the SoPs, and including quotes, photos, and feedback from participants. Requirements and Qualifications: Postgraduate education in gender, law, public health, social sciences, or related field. Minimum 10 years’ experience working on GBV with demonstrable experience working to strengthen case management systems, including the development of standard operating procedures, referrals mechanisms, policy documents, and/or case management tools. Demonstrable understanding of survivor-centred principles and trauma-informed approaches to in GBV service delivery. Minimum 5 years’ experience working with civil society organizations delivering GBV services. Demonstrable experience in research and analytical work. Experience working on GBV in the Middle East and North Africa required. Experience in Yemen is preferred. Fluent in Arabic and English, both written and spoken is essential. About the role Fixed Term Contract - This role is a 12-month maternity leave cover Technical delivery Provide high quality advice and support to live programmes on MEL tools and approaches, including theories of change, results frameworks (incl. indicator development), MEL plans and MEL resourcing requirements. Ensure that MEL approaches designed for programmes are context appropriate, build in learning & adaptation, assess value for money (where applicable), and reflect best practice. Advice on technology for data management systems and real-time data flow, using appropriate software platforms As required, manage MEL assignments and programmes undertaken by Crown Agents. This will involve project management responsibilities, client liaison, and support to and technical leadership of delivery teams. Business development Work closely with the business winning team and programme teams by providing technical MEL input for bids, including; Provide high quality advice and support to bids on MEL approaches and design, including theories of change, results frameworks (incl. indicator development), MEL plans and MEL resourcing requirements. Ensure that MEL approaches designed for programmes are context appropriate, build in learning & adaptation, assess value for money (where applicable), and reflect best practice. Identify opportunities to ‘build-out’ from live programmes you manage. Support the Head of MEL to deliver the following; Input into the development of MEL tools and processes that can be adapted across programmes and that can be used to develop corporate MEL dashboards to track corporate level indicators. Provide technical support and mentoring in MEL to in-house programme/project staff and consultants and to ensure they have the skills, tools and capacities to integrate MEL effectively in their design and delivery of programmes. Contribute to the development & maintenance of a network of MEL experts which can be called upon to support the design and implementation of programmes. Contribute to the MEL Community of Practice and share learning with other teams and technical leads across Crown Agents. Stay informed on global best practices and trends in MEL to ensure that they are incorporated into the development of priorities and innovations. Collaborate with communications colleagues to share impact, success stories and lessons learned with external stakeholders in appropriate formats (e.g. publications, reports, blogs, video etc). To do this, we deliver integrated programming to strengthen resilience, market and governance systems, address the root causes of conflict, and equip vulnerable populations- in particular youth, women, adolescents and marginalized social groups- with the skills, opportunities and resources they need to be healthy, productive, and drive the development of their communities. Mercy Corps Kenya also collaborates with Mercy Corps teams and partners in neighboring countries to implement a number of multi-country and cross-border programs. Purpose / Project Description: Mercy Corps and its consortium partners are implementing a five-year USAID/Bureau of Humanitarian Assistance (BHA)-funded program entitled USAID Nawiri in Turkana and Samburu Counties of Kenya focused on nutrition resilience. The program aims to sustainably reduce persistent acute malnutrition in the two counties over a five-year period using a multi-sectoral program approach that integrates resilient livelihoods, access to improved water, health and sanitation services, and strengthening enabling systems for nutrition from household to national level. USAID Nawiri dedicated the first two years (Phase 1) to implementing an action research agenda to inform the program design to achieve the program’s goal in the remaining three years (Phase 2). The program is currently embarking on an ambitious implementation plan to layer and integrate a series of interventions that address both immediate and systemic drivers of acute malnutrition, while addressing the effects of extreme drought and the global food crisis in implementation areas. Throughout all stages, the program is working closely with government, community, and private sector partners. USAID Nawiri's implementation started in the midst of one of the most severe drought crises in 40 years, causing catastrophic humanitarian needs in the Horn of Africa. The program is implementing an emergency response (Drought Emergency Response - DER) that includes cash transfers to ultra-poor households in Turkana and Samburu Counties. At the same time, the program is launching activities designed to support and strengthen resilient livelihood systems and sustainable livelihood pathways. A resilient livelihood draft strategy was designed based on research and analysis including Household Economic analysis (HEA), Cost Of Diet (COD) Study and other food and labor markets studies. These highlighted how livelihood strategies not only need to be specifically tailored to livelihood zones and contexts but need to be intentional about how they contribute to nutrition outcomes beyond increased income, production and general market systems strengthening. They need to consider social behavioral change strategies that increase willingness and ability to pay for nutritious diets and associated nutrition services (water/health/education/natural resources), and ensure production, income strengthening, livelihood diversification and market connections. Resilient Livelihoods interventions must then support households to maintain a sufficient level of cash flow achieved with the cash transfers in this emergency phase that stimulates demand for nutritious food items and associated commodities, and that the market continues to be able to respond with sufficient supply. The program is recruiting a consultant for 3 months, with possible extension if needed, to work with the Resilient Livelihoods teams to assess and refine a coherent strategy for supporting and strengthening resilient livelihood systems and sustainable livelihoods pathways that contribute to sustainable reductions in persistent acute malnutrition and broader goals of nutrition security. This strategy must be informed by evidence and learning, tailored to context, and translated into a detailed implementation plan, inclusive of results chains, population segmentation and detailed targeting plan. It should also inform a learning agenda to frame and focus adaptive learning. This person will ensure that the strategy and resulting plan are grounded in principles and practices of poverty economics (including graduation) and market systems development that address the economic feasibility, value for money, and sustainability of different livelihood approaches to shocks and stresses. S/he should have excellent knowledge of macro and micro-economics, market systems applied to agriculture and food and how to strengthen them in arid land contexts. In close collaboration with the Chief of Party (CoP), the Technical Director, the Strategic Learning Lead, the Nutrition Resilience Advisor, the DER Coordinator, the Climate Smart Agriculture Advisor and the Alternative Livelihoods & Market Advisor, and in communication with the Monitoring & Evaluation Lead, the Poverty Economics & Market System Senior Specialist will facilitate the review and ground testing of a robust Resilient Livelihoods for Nutrition Security strategy. A key focus of the role will be to support the project’s team members in understanding, applying, and assessing market-based approaches that are sustainable, build livelihoods and directly contribute to nutrition security. S/he will guide, and mentor program leads and staff to strategize and apply poverty economics and systems thinking to diagnose challenges and opportunities for supporting and strengthening livelihood systems to deliver sustainable results for nutrition security at scale. Consultant Activities: The SCC Senior Resilience Curriculum Consultant will: PROGRAM APPROACH DESIGN AND STRATEGY (75% of consultancy efforts) Facilitate the team to review and own USAID Nawiri’s operational definition for “Resilient Livelihoods” and related conceptual framework that articulates the relationship between resilient livelihoods and nutrition security. Use those as tools to facilitate joint planning and decision-making across USAID Nawiri sectors and disciplines. Review market systems, labor market, household economy diagnostics and other research conducted during Phase 1 of the program and support the team to assess current implementation progress including relevance, effectiveness of interventions, efficiency of implementation strategies and sustainability of interventions based on prevailing economic, social, environmental and political conditions. Based on the “Niaseku diagram”--a program diagram that utilizes the socio-ecological framework for behavior change to illustrate the multi-dimensional package of assets and services an individual and her household require for nutrition security-- facilitate team thinking and joint planning processes on capacities households and communities need to develop resilient livelihoods and draw linkages with market actions to be undertaken by the program. This will lead to designing the strategy with its package of interventions for households and Wards. Use analysis to provide comprehensive recommendations and set the vision for systemic change within selected market and labor sectors that will contribute to household nutrition outcomes. This vision and its translation into a written Resilient Livelihoods strategy and implementation plans must ensure continuity between life-saving short-term interventions and longer-term resilience building interventions. The strategy will also include a scaling plan for the interventions. Support the team in developing zone-based work plans with packages of interventions relevant to households needs. Support intervention leads in defining partnership strategies (internal, with other program’s components, and external), including an advocacy and influence plan for strengthening the capacity of local systems and institutions Design tools and questions for USAID Nawiri teams to liaise with county officials and Ward Development Committees to ensure strategy is co-designed and relevant to context and scenario (failed rains, floods). Facilitate relationships with market actors (including government, other NGOs, private sector, and community partners) to revise plans and promote partner acceptance/buy-in. Upon request, support developing concept notes for shock-responsive economic interventions for USAID Nawiri to pivot as the context evolves. MENTORSHIP AND CAPACITY STRENGTHENING (25% of consultancy efforts) Provide training and on-going coaching to Resilient Livelihoods team members in resilient livelihoods foundations and MSD/poverty economics approaches. Provide guidance on applying market and economy driven-thinking and systems based approaches within and across sectors and other technical areas. Liaise with Resilience Advisors on Humanitarian - Development - Peacebuilding coherence, and Mercy Corps’ resilience program practices to ensure the strategy targets critical resilience capacities. KNOWLEDGE MANAGEMENT AND LEARNING (5% of consultancy efforts) Under the lead of the Strategic Learning Lead, provide strategic input into the development of the USAID Nawiri Learning Agenda related to Resilient Livelihoods for Nutrition. Identify key learning needs and scope for case studies and learning documents. In close collaboration with the Monitoring & Evaluation Lead, provide strategic input into the Monitoring & Evaluation Plan to ensure it aligns with the strategy. Role Overview IPPF Humanitarian Team is seeking a consultant to review, strengthen and simplify the team’s Monitoring, Evaluation, Accountability and Learning (MEAL) approaches and systems across its portfolio (focusing particularly on restricted projects and internal emergency respond fund). Role Objectives The consultant will review existing M&E processes of the Humanitarian team’s portfolio (including the SPRINT project, the Ukraine response, Stream3 responses and other humanitarian projects) and work to tailor these processes to meet the needs of the humanitarian team, the Member Associations (MAs) as well as the broader IPPF M&E (Secretariat Impact and Evidence) requirements (in line with the new IPPF 2023-2028 strategy and the results framework) and the requirements of donors. The consultant will support the humanitarian team to review existing and/or develop new tools (and/or templates) for data collection, compilation, visualisation, analysis, reporting and feedback.
