    The purpose of the Protection Programme Development Manager is to be responsible to design, develop, and implement CC programmes/projects in a small and medium size Country Operation or a start-up/small CC in a large country.

    The Protection Programme Development Manager will be in charge of opening the protection programme for the North Iraq Area Office (NIAO) including conducting needs assessments, training NRC staff, developing funding proposals, and positioning NRC as a protection actor in Iraq.

    Generic responsibilities:

    • Develop CC strategy, technical Standard Operating Procedures (SOPs) / guidelines and Macro Legal Framework Agreements (LFAs).
    • Compliance and adherence to NRC policies, CC tools, handbooks and guidelines.
    • Responsible for the development and management of funding proposals, project budgets, and donor reports.
    • Overall management of project staff.
    • Coordinate and manage CC (Protection) project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
    • Ensure capacity building of project staff and transfer key skills.
    • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
    • Promote the rights of Internally Displaced People (IDPs)/returnees in line with the advocacy strategy.

    Specific responsibilities:

    • Conduct needs assessment context analysis to identify main protection needs and produce relevant reports/updates on the protection trends.
    • Assess and analyse risks to Safe and Inclusive Programming (SIP), i.e., assess communities’ perceptions and experiences in terms of safety, dignity, access, and participation, and risks of potential harm.
    • Develop/contextualize a package of trainings on SIP and stand-alone protection programming.
    • Conduct training and mentoring for key staff all across.
    • Identify key protection gaps where NRC can add value and support the specialist or regional advisor in proposal development and fundraising discussions.
    • Represent NRC in the relevant clusters.
    • Support Project Managers across NRC in the implementation of safe and Inclusive programming standards and action plans.
    • Budget holder for protection projects.
    • Set up a sustainable internal and external referral system.
    • Support the development of integrated programmes.
    • Act as a Protection and SIP focal point for the mission.
    • Responsible for ensuring programme support to integrated programme, coordination and technical quality in the Area office.
    • Provide area-specific input relevant to NRCand CC strategies.
    • Compliance to donor standards, and grant management and regular reporting to donors in Area, within the NRC grants management structure.
    • Identify funding opportunities and develop funding strategies and forecasts in collaboration with the head of programs.
    • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
    • Closely work with the MERO Protection Advisor as the technical line to align protection work to the regional and global priorities.
    • Any other task in line with the role.

    Job Description

    REQUIREMENTS: A SAQA recognised NQF 7 qualification in Tourism or any related field. Minimum of three years working experience in a management (Assistant Director or equivalent) position. Sound Knowledge of the tourism/ tourist guiding sector. Ability to conduct research, compile reports, analyse information and produce high quality work. Excellent understanding of the legislative environment (tourism and tourist guiding). Understanding of the government environment at all spheres of government. Knowledge of departmental policies and administration processes. Sound knowledge and skills on project management, financial management, people management and empowerment. Excellent organising, communication and presentation skills. Ability to work in a team and to multi-task. A valid driver’s licence and willingness to travel. DUTIES: The successful candidate will be responsible for conducting research on growth on development within the sector, identifying gaps & challenges and proposed areas for improvement; Conceptualising documents on identified gaps and challenges with respect to the growth and development of the guiding sector; developing proposals on possible solutions and/or interventions to address the gaps and challenges; Develop a consultation framework to facilitate consultation processes with key stakeholders to solicit proposed solutions and interventions in addressing the challenges; Collate draft proposals/interventions to address the skills shortages or gaps in the tourist guiding sector; Facilitate implementation of approved projects according to the roles and responsibilities assigned to the project team; ensuring development and management of contracts with key stakeholders/service providers involved in various projects; managing all procurement processes related to growth and development projects in line with Supply Chain Management policies and prescripts; drafting and submitting detailed project reports for all initiatives; developing monitoring tools for all projects prior to the project commencement; identifying key stakeholders to advance development and growth of the guiding sector; developing Memoranda of Agreements (MoAs) or Service Level Agreements (SLAs) to outline the nature of the collaboration with key stakeholders; supervising logistical arrangements and activities in line with the approved stakeholder management plan; providing information to the National and Provincial Registrars on the growth and development of the guiding sector; preparing briefing notes on growth and development of the guiding sector; giving support to Provincial Registrars and implementing interventions to capacitate Provincial Registrars on areas pertaining to growth and development.
