SayPro GRANT OFFICER
Reporting Line The Grant Officer reports to the Director of Operations. S/he also works in close coordination with the Strategic Planning and Technical Director on specific topics under his/her responsibility. Primary Location S/he is based in RET Americas Bureau located in Panama City, with frequent missions to the field. General Responsibilities Oversee the compliance and requirement of implementing grants funded by USAID/BHA and quality reporting in time. Identify areas where support and improvement are required and ensure follow up mechanism is in the place to meet and maintain the standard and operational efficiency of specific grants. Develop performance measures, evaluating applicants, monitoring grant spending and performance compliance, preparing analyses and reports, and working with Staff and Field teams and community groups, and organizations throughout the lifetime of the grant. Support summarizing USAID/BHA compliance requirements of grants issued by RET and communicating these requirements to Staff and Field teams. Support in prepare modification requests to the USAID/BHA awards in Venezuela. Provide mentoring, monitoring and supervision for Staff and Field teams during implementation and support grant closeout processes in line with RET and donor regulations. Make frequent field visits to ensure Staff and field-based staff have adequate support to meet and maintain compliance requirement. Specific Responsibilities Understand the terms of the USAID grants, specifically the expected results of the project, and ensure compliance with the requirements. Responsible to monitor and review compliances of all applicable regulations, status and rules of USAID and maintain minimum operating standard in regard to grant management operation. Support to senior to prepare different periodical and analytical report for respective Grants. Contribute actively to internal discussions on programmatic strategy and activity ideas. Contribute lessons learned to help shape best practice observed in country offices and analysis of tools and systems shortcoming Support the line Managers to design and implement appropriate monitoring and supervision mechanisms for grants management purpose. Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among other team members. Proactively identify compliance risks throughout the portfolio and advise programs, operations and finance teams. Conducts briefing sessions on donor requirements and templates with staff and partners, in coordination with relevant staff and field-based staff, when necessary. Prepare Monthly Grants Financial Monitoring reports and highlight any spending abnormalities (over/under spending). Co-Facilitate Grants Review Meetings, record and share action points agreed during the meeting. Follow up with relevant focal points on pending issues and action points related to grants and project closure Follow up on the preparation and submission of internal and external reporting (programs and finance), ensuring high-quality, well-written and timely reports meeting donor and RET requirements. Ensure quality information management related to grants by overseeing the regular maintenance of reporting calendars. Contribute to identification of new funding opportunities for multi-country initiatives, and provide support to development of funding proposals, working collaboratively with Staff and field-based staff. Work with the relevant COs to ensure Grant Opening Meetings are arranged and all mandatory documents are in place (internal log frame, internal budget, procurement plan, work-plan and M&E matrix). Working with communications staff to collect lessons learned from RET work and draft case studies from programs. Secondary Responsibilities Participate in the elaboration of USAID proposals to ensure the programme and financial coherence and an effective logistic and security approaches, analysis and plans; If requested by the Director of Operations, participate to coordination meetings with the authorities, donors and/or partners; Complete any additional task, as requested by the Director of Operations. In addition, like all RET Staff Comply with internal policies, ensuring that activities and their performance comply with what is established in RET's Code of Conduct, PSEA and other policies; Work as a team member to achieve RET’s goals; Manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted; Propose, constructively, alternative solutions to problems that arise in the work area. Qualifications and Requirements Bachelor degree preferably in accounting, management, finance, public policy, political science, or a related field. MBA or Master degree in Project Management. At least 5 years’ experience supporting NGOs grants management, compliance or equivalent; prior USAID grant management experience required. Good understanding of rules, standards and regulations of USAID and other key donors e.g., SDC and UN Agencies, et al. Ability to use Work Plan, Procurement Plan and Budget as a tool in project/program planning and follow-up. Attention to detail, a good understanding of processes, and the ability to follow instructions. Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure; Staff capacity-building experience; Willingness to travel to field offices and work in difficult environment according to travel requirements. Excellent word processing and IT skills, including knowledge of a range of software packages and comprehensive capabilities in Microsoft Office (Word, advanced Excel, PowerPoint, Project); Flexibility to manage different tasks effectively and willingness to put in extra hours when required. SayPro COLOMBIA – GRANT COORDINATOR (H/F) – BOGOTA
Desired start date: ASAP Duration of the mission: 4 mois (and more depending on fundings) Location: Bogotà In Venezuela, people are faced with hyperinflation, struggle to find necessities, lack of medicines and access to medical services in addition to a rise in crime rates. Many Colombians, formerly settled in Venezuela have decided to go back home while many Venezuelans chose to migrate to major cities in Colombia or to transit through them during their journey to other countries in the region. They walk along the roads, often with no means or possessions. One of the main routes for those travelling to Bogotá or Medellín goes through Bucaramanga. Walkers called the Caminantes use this road every day. SOLIDARITÉS INTERNATIONAL (SI) is operational in Colombia since October 2019. The mission is currently working on reinforcing WASH, Shelter, NFI, humanitarian transport in the shelters (refugios) and points of attention along the routes between Cucuta and Bucaramanga and in Arauca and Casanare (Yopal). Venezuelans are walking along this route aiming at reaching one of Colombia’s major cities or a third country. They are very vulnerable at this stage and SI respond, together with PUI and LWF, access to basic services along the route. The Colombian mission is currently limited in size with two bases of operation in Bucaramanga and Yopal and sub-base in Pamplona. The base has grown up to more than 109 national staffs and 11 international staff. ABOUT THE JOB General objectives General management of the grant and partnership department, including donor contract management and reporting, proposal developments and participation to the development of the global partnership strategy and its implementation. Support and reinforcement of teams on donor compliance Support the CO in the external communication for various audiences. The Grant coordinator is managing a RCO. Specific required skills/experience Minimum 5 years of experience managing humanitarian grants with project management experience preferred; Experience developing proposals with rigorous requirements and tight deadlines; Ability to work independently and meet deadlines with minimal supervision. Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment and across various time zones Strong initiatives and improvisation capacities Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members Good stress management Prior experience in Latin America an asset Fluent English and Spanish (written, spoken and read) are mandatory SI WILL OFFER YOU A salaried post: According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2 640 euros gross per month) and a monthly Per Diem of 750 USD SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités). To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.** Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS: Expats will be housed in a GH in BOGOTA. Living conditions in Bogotá are excellent in one of the best capital of Latin America. The country proposes several destinations for weekends. SECURITY The security context is stable in this part of Colombia. Besides usual criminal risks (existing in the country generally), the social context is tense with some of the local communities that feel pressured by arrival of Venezuelans and those who help them. This balance and necessary dialogue is a key to understand the context dynamics and adapt the response to Venezuelans needs but also to local communities’ perceptions and vulnerabilities. The context of living in Bogota is good although criminality is increasing. The programs being multisectoral and implemented with several partners (PUI - Health, LWF - protection and local organizations), the coordination is key. In other countries of intervention where the coordinator will be deployed, the criminality is to be taken very seriously and higher restrictions in terms of movements, lodging and No Go areas are in place. SI is also very strong in terms of external coordination and is co-lead of the coordination of the humanitarian response on the route through the Caminantes Working Group and is at the forefront of negotiations with local, departmental and national authorities in the area of intervention.
