     COOPI is looking for a Head of Programmes in Sudan COOPI responds to the needs of the most vulnerable populations in Sudan since 2004, including refugees, Internally Displaced People, Returnees and vulnerable communities through an integrated WASH, Food Security and Livelihoods and Shelter approach. Key target groups include women and children, especially female- and child-headed households and unaccompanied minors, as well as the elderly and people living with disabilities. COOPI mainstreams Disaster Risk Reduction, Climate Action, Gender and Protection, and focuses both on life-saving interventions as well as building long-term resilience through community-based programming. COOPI works in Khartoum, Gedaref, Kassala and North Darfur States. Purpose of the role The position ensures that COOPI’s projects bring a significant contribution to meeting immediate humanitarian needs. In particular, the Head of Program: is responsible for the management of COOPI Programme portfolio in Sudan and its coordination including planning, budgeting, project staff management, and compliance to COOPI’ procedures;  guarantees the correct project implementation and the donors’ procedures respect and cooperates with the Head of Mission in the definition of the Country Strategy, partnerships and programme development processes. Monitoring, Evaluation and Learning (MEAL) contributes to the design and update of MEAL system at country, program and project levels together with MEAL Coordinator, project managers and under overall supervision of HoM; supports roll out of MEAL systems and ensure correct use of MEAL tools;  ensures beneficiaries’ feedback and complaints are promptly and respectfully collected and addressed; follows up MEAL coordinator and project managers to ensure project communication and visibility plans are implemented as per the donors’ and COOPI guidelines. Institutional relations contributes to relations management of institutional donors and potential new ones; contributes to represents COOPI through relations with institutions, I/NGOs, local and international organizations, and partners; ensures COOPI is strongly represented in relevant clusters at national and state levels. New opportunities identification  verifies and proposes to the Head of Mission the intervention priorities to consolidate new opportunities of involvement in Sudan; cooperates in the identification of new project opportunities; participates to the elaboration of strategies (geographical and/or sectorial) as well as in proposal development processes. HoF promotes knowledge of PIN financial and operational procedures across the whole CP team and is responsible for compliance to PIN guidelines, donors´ rules as well as local legal requirements. HoF has overall responsibility for sufficient capacities and a clear division of tasks and responsibilities within the finance team, providing all necessary capacity building of CP finance team. HoF is one of the key members of the CP management team and contributes to strategic decision-making and operations. HoF supports the CD´s decision making by preparing different scenarios in light of the current development in CP from the financial perspective and is responsible for management of financial risks. Main Responsibilities Responsibility for overall country program economy (preparation of operational budget and its regular update, proper budgeting, cash flow and cost efficiency monitoring, etc.) assists the Country Director in management of the country programme, participates in the senior management meetings, and pro-actively takes part in the decision-making process; promotes team spirit, a culture of respect, personal responsibility, transparency and openness. ensures PIN procedures, policies and guidelines related to finance and operations are known and respected (Navision, ELO approval, Cost Allocation Policy, etc.); acts as a team manager and is responsible for adherence to Human Resources (HR) procedures and for capacity development. ensures compliance with internal procedures, donors´ rules and Country specific regulations and legal framework. is responsible for annual country programme budget, operations (shared) costs management, financial tools management, budgeting, reporting and cash flow. In cooperation with the Country Director and Global Head of Programmes, developing a long-term strategy for programmes on the mission in Ukraine and leading its implementation. Identifying new sources of funding, leading needs assessments (initiating and conducting assessments for new projects), designing programmes, developing proposals and negotiating partnerships. Programme quality assurance: defining the common approach and standards of projects’ implementation and monitoring their coherent application across programmes; ensuring the lessons learnt and recommendations from the MEAL department are incorporated into new/ongoing programmes. Programme Implementation & Coordination: control over the timely and effective implementation of activities as well as use of budget and other resources enabling synergies in the programme. Setting up planning tools for projects to be able to monitor overall implementation of strategy and projects (deadlines, budget, indicators). Taking part in the launch and planning of new projects across departments. Managing programme documentation and assuring its accuracy.   • SayPro Head of Management & Financial Control (“Controller”)

     CONTEXT VIRUNGA NATIONAL PARK (ViNP), a UNESCO World Heritage Site, is the oldest park in Africa. It stretches over 7.800km2, is home to some of the last mountain gorillas and is considered as one of the most biodiverse places in the world. Virunga Foundation (VF), an NGO incorporated under British law, has been granted the management of Virunga National Park in partnership with the Congolese Institute for the Conservation of Nature (ICCN). VF has launched a vast social and economic development program to anchor its conservation efforts within the broader context of a just, and green economic transition for the local communities (5 million people, 70% of whom live below the poverty line as defined by the World Bank) in the Province of North Kivu. In addition to the conservation of the Park, VF has established 4 development priorities: electricity, entrepreneurship, agriculture and tourism. ELECTRICITY VIRUNGA ENERGIES ("VE"), wholly owned by VF, is the company responsible for the electrification of the Province of North Kivu. At present, VE operates 3 hydropower plants for a total of ~ 30 MW and transmits and distributes electricity in the regions of Rutshuru, Lubero, Mutwanga and the city of Goma. The company is in advanced discussions with financial backers to increase electricity generation and significantly extend its distribution network. It is estimated that each MW distributed locally creates between 800 and 1,000 additional jobs, of which, on average, 10% are occupied by former members of armed groups, establishing a direct link between electrification and the development of peace in a region affected by insecurity for several decades. ENTREPRENEURSHIP The entrepreneurship program aims to support (micro) enterprises in their development and remove the barriers that (small) entrepreneurs face. The program is divided into two main activities: 1. the granting of innovative loans (the reimbursement of a loan is based on the the electricity consumption of the entrepreneur); 2. the management of 2 industrial zones of ~5 Ha each, intended to accommodate companies with an industrial project. AGRICULTURE The agriculture program supports farmers in North Kivu to improve agricultural yields and supports agro-industrial processing activities that generate added economic value. To this end, VF supports in particular the following agricultural and fishing value chains: corn, potatoes, cocoa, coffee, papain, chia, palm fruits and fish from Lake Edouard. TOURISM Virunga promotes the development of international ecotourism, respectful of the environment and to the benefit of the local population (profits are reinvested - locally). At present, it is possible to visit of one of the most active volcanoes in the world (the last eruption of which was on May 22, 2021), the last mountain gorillas, the island of Tchegera and savannah animals in the plains of Rwindi (Lulimbi camp).
