The Humanitarian Affairs Officer (Cash) reports to the Chief of Section – Cash Coordination. Responsibilities Responsibilities: Within delegated authority, the Humanitarian Affairs Officer (Cash) will be responsible for the following duties: • Serves as a senior policy officer; advise on overall policy direction on cash coordination, and in particular how it relates to inter-cluster coordination; and, more generally, reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights). • Prepares policy position papers for review, provides advice on strengthening coordination mechanisms, in particular those related to cash and voucher assistance. • Monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a “watch list” of countries with potential for humanitarian crisis, including those of relevance to cash coordination. • Leads and/or participates in large, complex projects, to include assessment or other missions related to coordination arrangements. • Assists member states in capacity-building for handling emergency situations; develops country-specific indicators for countries of concern in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information. • Initiates and coordinates activities related to cash and inter-cluster coordination; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to governments. • Analyzes and assists in introducing new technologies related to cash and cash coordination. • Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies. • Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines.f etc. related to cash and cash coordination. • Partners with other humanitarian agencies to plan and evaluate cash coordination arrangements; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc with regard to cash and cash coordination issues; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc. • Serves as the primary focal point on cash and cash coordination; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters. • Participates in planning and preparation of section budget and work program. • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers. • Performs other duties as required. Education Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. At least three years of international field experience, preferably in humanitarian settings is required. At least two years of experience of working on cash and cash coordination issues is required, preferably from at least two different contexts. Relevant professional experience within the UN common system is required. Experience in inter-agency coordination at the global and field level is desirable. Languages French and English are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required and working level (knowledge) of French is required.      The Humanitarian Information Team (HIT) comprises information officers (IOs), geographic information officers, and graphic designers who support the collection, dissemination, and communication of humanitarian information on behalf of USAID. On average, the HIT produces more than 500 standard information products each year, including public fact sheets, internal situation reports, maps, talking points, memoranda, and cables, as well as the annual report. Responsibilities The HIT Manager is responsible for ensuring that HIT staff gathers, disseminates, and presents humanitarian information appropriately for public and internal government audiences and that the team effectively meets the USAID client’s needs. KEY ACCOUNTABILITIES Direct supervision—including recruitment, hiring, and performance management—of HIT information officers, ensuring staff adheres to company policies and relevant government rules and regulations Direct supervision of and collaboration with HIT deputy management Determination of staff and resource allocations, including proactively seeking ways to increase the efficiency of the team and ensure all deadlines are met with client staff in USAID as needed Oversight of and contribution to the production of high-quality, professional humanitarian communication products in accordance with client priorities and strategic objectives. Experience must include three years of staff supervision, determining strategic objectives for a group, or other management experience; at least one year of cumulative overseas field experience in emergency or crisis environments; and experience navigating multi-stakeholder organizations. Must have excellent leadership, writing, editing, and communication skills. Experience working with  Government entities is preferred, but not required. Demonstrated knowledge of international humanitarian relief and assistance. Ability to meet deadlines and multitask; have strong attention to detail, and work well with others in a fast-paced environment. Must demonstrate the ability to manage a high-functioning team and work with a variety of personnel and officials at all levels of authority on sensitive and classified topics.

  • SayPro Ukraine Crisis Response – Humanitarian Finance Management, Moldova —

    As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

    We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

    Key areas for impact, influence and responsibility

    As Humanitarian Finance Manager you will –

    • Support exclusively the Humanitarian portfolio in developing and assessing donor funded project proposals and developing new products and funding
    • Provide accurate, timely, financial information that allows the humanitarian programme to operate effectively and in alignment with HelpAge financial goals
    • Ensure best financial practice across the humanitarian programme, identify and resolve any financial management problems and ensure compliance with organisational policies and procedures
    • Manage Project Accountants for restricted funded projects
    • In collaboration with the Global finance team ensure appropriate resources are budgeted for full cost recovery, prefinancing and co-funding is closely monitored and managed and claims against the projects are promptly submitted and followed with the donors
    • In collaboration with the Global finance team, assess implementing partner capacity. Support implementing partners remotely and through visits in improving areas highlighted in partner assessments, partners audits or identified during project implementation

    You will be someone with:

    • A part or full qualification with one of the major accounting bodies
    • Track record of providing strategic financial support to senior management teams
    • Strong hands-on experience in working with humanitarian teams and implementing partners in complex international settings
    • Strong hands-on experience in dealing with Emergency Programme and humanitarian contexts
    • Experience in developing budget proposals, managing donor contracts, preparing and reviewing donor financial reports, coordinating project and partners audits
    • Proven ability to support non-finance staff and managers in reviewing financial information, with coaching and capacity building skills

    Role OverviewThe purpose of the role is to coordinate and manage the Ukrainian crisis emergency response program implementation in line with ActionAid’s human rights-based approach and humanitarian signature and ActionAid Spain (Alianza) business systems.The HM provides vision, leadership, management, and effective representation for the organization in the assigned response country/es in line with the established policies, principles, and operating practices, as well as good management practice.The HM requires strong and proven experiences in coordinating humanitarian response programs in collaboration with local partners, humanitarian fundraising, effective and timely donor contract management skills as well as the ability to provide oversight of program needs and effectively link with ActionAid stakeholders for the response.The role reports to the Regional Senior Emergency Manager (RSEM) and is accountable to the relevant IHART Global Roving Advisor and Humanitarian Director of AA International.Emergency Response Programme (ERP) Coordination in Poland• Ensure the implementation of the agreed ‘Operational Emergency Response Plan’ mainstreaming
