     Job Title: Advisor II– Health Supply Chain Management Location: Baltimore, MD/Remote Telecommuting Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. In FY20, CRS' activities in over 100 countries assisted local partners in reaching more than 140 million project participants. CRS and its partners served over 90 million people within the health sector through over 150 projects implemented in 44 countries. These projects address one or more of the following service areas: emergency health services, child health, child protection, early childhood development, health systems strengthening, malaria, nutrition, safe motherhood, tuberculosis, and HIV. The position holder will be part of the STAR Health team in GSCM. You will a dvise Regions and CRS' Country Programs (CPs) on the implementation of CRS' health products SCM, including but not limited to ensuring CP-level alignment to WHO, donors', CRS' and relevant governments' standards, regulations, policies, and procedures on the management of health products logistics. You will also develop guidance and procedures to support the Region in the design of health SCM operations with proposal development or review, , including quantification and budgeting, in establishing cyclical SCM planning, in-country logistics planning optimization, and performance management. In addition, the Health SCM Advisor will collaborate with the System and Performance unit of the GSCM on the development of digital health solution and serve as an SME for the health SCM solution development the CRS relevant technical assistance, partner support initiative and the last-mile data visibility project. Responsibilities:  Foster and support the deployment of SCM policies / procedures as follows: With the support of KML, serve as the SME to develop the technical components required on the policies and procedures related Health supply chain grants. Serve as SME/technical or deployment advisor on all relevant policy / procedure roll outs   Cultivate Heath SCM innovation and transformation as follows: In collaboration with the S&P team, identify metrics to measure the performance of the health supply chains grants. Work with GSCM and Regional Advisors to build the capacity of CP, regional and global staff to use these metrics for decision-making.   Serve as the SME to support in collaboration with the S&P team, initiatives in the digital health deployment in SCM, including but not limited to developing initiatives to improve LMIS data quality in Regions and CPs with Health SCM: Support the organization of the HMIS/LMIS comparison exercises across different grants. And identify appropriate interventions to address the identified weaknesses.   Promote the professionalization and excellence of field-level Health SCM Teams including the strengthening of local partners  Basic Qualifications: Advanced degree in supply chain, public health, or related discipline. Additional SCM Certification is highly desired. At least five (5) years of international health products warehousing, transportation, and logistics experience in a large corporate or government organization or the humanitarian sector, including experience living and working overseas. Relevant hands-on experience in managing or advising on the transportation, storage, and distribution of health products, particularly in developing countries with specific expertise in assessing policies, systems, and structures in public and/or private health sector relevant for managing effective and efficient access to pharmaceuticals, lab commodities, and other health products, particularly for malaria. Proven understanding of AIDS, TB, and malaria medical products market dynamics and existing global supply challenges and international health products procurement and supply management practices, applicable national and international laws, and recognized standards. Experience in quantification and forecasting, distribution planning of health product needs, and managing large complex electronic data sets in public health programs. Experience in business development, project design, and proposal development in the Health Supply chain, including technical writing. Experience in using an electronic LMIS system and familiarity with national systems like DHIS2. Preferred Qualifications: Experience in implementation of Global Funds grants at national or international level. Familiarity with national disease programs and Ministries of Health in priority countries. Experience in people centric supply chain design and optimizing public health supply chain investments Experience in Health Product Market shaping Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles. Experience designing and delivering professional learning initiatives and associated job tools and resources through formal and nonformal methods is highly desirable. Experience in organizational KML; capturing, documenting, and best practices in learning. Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is highly preferred. Language Requirements: Fluency in English with strong oral and written communication skills and strong analytical skills. Professional proficiency in French highly desired. Working ability in Spanish and Arabic is a plus. Job Summary: The Supply Chain Management Advisor, ASIA is responsible for both Oracle Cloud Enterprise Resource Planning (ERP) System Implementation and Supply Chain Management. Oracle Cloud Enterprise Resource Planning (ERP) (90%) CRS is implementing an Oracle Cloud Enterprise Resource Planning system, called &ldquo;Insight&rdquo; within the agency. The web-based, real-time system will help to give more visibility and controls of daily operations. The Global Supply Chain Management (GSCM) Unit is working closely with the Project Insight team, which leads the overall project and IT management of the roll-out, to implement Insight where it&rsquo;s needed and to support and train CRS supply chain staff who will use the software. We are looking for a SCM Advisor to help us manage the Supply Chain aspects of our ERP system implementation. The SCM Advisor will be instrumental in the preparation, implementation, and support of Insight.   • SayPro Consultant to develop the Standard of Operations for Sexual and Gender based Violence Case Management in Yemen

     Background: Peace Track Initiative (PTI) was founded by Yemeni women inside and outside Yemen who came together in 2015 to support the peace process in Yemen. It was incorporated in Canada as nonprofit incorporation in 2017, hosted at the Human Rights Research and Education Centre, at Ottawa University, and is hosted at To Be Foundation for Rights and Freedom in Aden, Yemen. PTI&rsquo;s working areas include promoting inclusion of women and marginalized groups in the peace and political processes, as well as promoting the protection of women's rights, and amplifying feminist knowledge and leadership. PTI operations are guided by the CEDAW, UNSCR 1325 resolution, and its subsequent resolutions on Women, Peace, and Security, as well as international human rights frameworks. Peace Track Initiative along with Elbarlament and To Be Foundation for Rights and Freedoms have been awarded funds by the European Union for the project &ldquo;Towards enhancing the resilience of women human rights defenders in Yemen to advocate for women&rsquo;s and children&rsquo;s rights&rdquo; in Yemen. Description of the Project: The project aims at contributing to enhancing the resilience of women human rights defenders (HRDs) in Yemen to defend human rights, in particular women's and children's rights. To reach this goal, we will work on two parallel lines, namely enhancing female HRDs&rsquo; protection and improving their capacity to counter human rights violations and engage in advocacy to achieve more accountability. The overall objective of the project is to contribute to enhancing the resilience of women HRDs in Yemen to defend human rights, in particular women's and children's rights. In order to reach this goal, the project follows two parallel but interrelated strands of work that can be subsumed under two specific objectives. Catering to the immediate needs of the project&rsquo;s target group (women HRDs), the first specific objective is to enhance the protection of Yemeni women HRDs. The second specific objective is to improve women HRDs&rsquo; capacity to counter human rights violations and abuses in particular with regards to women's and children's rights, as well as engage in advocacy for enhanced accountability. Project outputs: One of the outputs of the project includes developing a standard of operation (SoPs) for case management of Sexual and Gender-based Violence in Yemen (SGBV). This terms of reference is seeking the soliciting of service to develop the SoPs on SGBV. Purpose of the SGBV Case Management Standard of Operation: The purpose of this activity is to review and update the SGBV case management and standard operations for organizations working in Yemen. Methodology The consultant will develop the SGBV case management standard of operation based on best practices and lessons learned in Lebanon and/or other countries, and in line with Yemen context, in a participatory manner with women-led organizations in Yemen and relevant agencies working on SGBV protection programmes. The consultant will review SoPs in similar context countries and will review Yemen&rsquo;s situation in addressing SGBV including any existing practices followed by organizations currently, including the Peace Track Initiative. The consultant will collect feedback from PTI, To Be Foundation for Rights and Freedoms, Elbarlement, women-led organizations, women survivors of SGBV, relevant national counterparts/duty bearers, and UN and INGOs working in Yemen. The consultant will also organize a workshop to further facilitate the collection of feedback. Once finalized, the consultant will present it to PTI, To Be Foundation, Elbaralment, and selected right holders to be familiarised with it and will train them on using it through using different scenarios of case management. The SoPs must provide a description of guiding principles, procedures, roles, and responsibilities for actors involved in the prevention of and response to SGBV in Yemen within the existing national frameworks. They should be developed to guide the implementation of the prevention and response interventions to support individual SGBV survivors and communities. The SOPs should provide basic information on what services are available and how services are delivered, including how partners coordinate with each other to provide quality and holistic care to SGBV survivors. The content of the SOPs should be driven from best practices from the region and countries of similar context and global guidelines on SGBV in emergencies and in the national legal framework, including: GBV In Emergencies Guidelines, (IASC, 2005) Caring for Child Survivors of Sexual Violence in Emergencies (UNICEF/IRC, 2012) Ethical and Safety Guidelines on documenting and researching sexual violence in conflict (WHO, 2008) Handbook for Coordinating GBV in Emergencies (GBV AoR 2010) Practical Guidance for Child Protection Case Management Services In the Emergency Response in Yemen. National laws and strategies in Yemen on women, children, and youth and the NDC outcomes related to protection. The Yemen National Action Plan for Women, Peace, and Security. The SoPs should define how the term Sexual and Gender-based Violence is used in equivalence of Gender-based Violence (GBV) &lsquo;an umbrella term for any harmful act that is perpetrated against a person&rsquo;s will, and that is based on socially ascribed (gender) differences between males and females. The SoPs should also highlight the gaps in preventative and responsive services in Yemen to guide the national authorities and donors to improve the SGBV response. Time frame: The development of the SoPs shall be conducted in 15 full working days to be delivered within a period of four months. Deadline The Consultant is expected to submit the first draft of SoPs by 15th December 2022 and final draft by 15th January 2023. Main deliverables: Final Draft of the SGBV standard operation contextualised to Yemen. One workshop with relevant stakeholders to validate the SoPs. 10 Key informant interviews with national and international SGBV experts working in Yemen and 4 focus groups (one with the project team and partner organizations, one with the UN/INGOs, one with the right holders, and one with duty bearers). Presentation and participation in the launching event, ensuring a self assessment is administered to measure awareness of participants. Final narrative report highlighting challenges and recommendations encountered during developing the SoPs, and including quotes, photos, and feedback from participants. Requirements and Qualifications: Postgraduate education in gender, law, public health, social sciences, or related field. Minimum 10 years&rsquo; experience working on GBV with demonstrable experience working to strengthen case management systems, including the development of standard operating procedures, referrals mechanisms, policy documents, and/or case management tools. Demonstrable understanding of survivor-centred principles and trauma-informed approaches to in GBV service delivery. Minimum 5 years&rsquo; experience working with civil society organizations delivering GBV services. Demonstrable experience in research and analytical work. Experience working on GBV in the Middle East and North Africa required. Experience in Yemen is preferred. Fluent in Arabic and English, both written and spoken is essential.      ABOUT THE PROJECT Internews is working at the frontline of the COVID-19 infodemic to ensure communities have access to timely, accurate, and responsive information, so that people can make well-informed health choices. Through the Rooted in Trust 2.0 (RiT) project, Internews aims to combat COVID-19 rumors and misinformation in 10 countries: Afghanistan, Lebanon, Brazil, Colombia, Mali, DRC, Zimbabwe, Iraq, Sudan and South Sudan. We work to create impact at the local level and inform approaches to rumor management at the global level. In Sudan, Internews' RiT project tracks COVID-19 related rumors and misinformation among conflict-affected communities, including on social media platforms, and through face-to-face discussions with community members. This regular feedback collection aims to inform and influence risk communication efforts by humanitarian and public health actors, and to support local media in disseminating accurate and actionable information that responds to communities' COVID-19 information needs. The project is supported by a Global Technical Advisory team made up of media, humanitarian, data science and information management experts. In Phase 1 of the project, we collected more than 19 thousand rumors in 14 languages and supported more than 30 local trusted information providers. In this critical phase of the pandemic, we will build on these efforts to listen and respond to the information challenges faced by vulnerable groups in humanitarian contexts, encouraging open dialogue between citizens and scientists and stronger and more collaborative partnerships between information providers (such as local media) and humanitarian and health sources. ABOUT THE OPPORTUNITY The Information Management Officer will be responsible to ensure optimal information management across the Internews network at local and country levels. The Information Management Officer will focus on collating qualitative information like social media interactions, questions from audiences on radio and TV shows, concerns and questions as collected by CSOs and national NGOs, and where relevant, feedback collection by other humanitarian actors, and then ensuring it is cleaned, collated an organized in a consistent and continuous way in support of local and regional content production and informed decision-making among humanitarian and health actors. About the role: Reporting to the Head of Support Services, the Logistics Manager will ensure system design, implementation, adherence and continuous improvement within the Logistics department in line with MAG policies, good practice and donor guidelines.
