     General Description of the Programme: GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey. GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. Job purpose: The MIS Officer will support design and implementation of information systems intended to facilitate the flow of programme-related data for improved information management, reporting and progress tracking purposes Duties, objectives and competencies Main responsibilities: Reporting, Analysis and Information Dissemination Ensure regular and consistent updating of programme beneficiary and assistance delivery via appropriate reporting software/platform Generate summary statistics, and rapid and initial analysis and findings from Programme databases, M&E datasets and/or other sources of data to support data requests from Programmes and Grants teams Verify beneficiary reporting figures for quarterly and final donor reports, ensuring that reported figures best match with sources of information Design maps using GIS applications.      The Danish Refugee Council (DRC) is a leading protection agency with a mandate is to promote and protect durable solutions to conflict and displacement affected populations on the basis of humanitarian principles and human rights.      Reporting Line The Grant Officer reports to the Director of Operations. S/he also works in close coordination with the Strategic Planning and Technical Director on specific topics under his/her responsibility. Primary Location S/he is based in RET Americas Bureau located in Panama City, with frequent missions to the field. General Responsibilities Oversee the compliance and requirement of implementing grants funded by USAID/BHA and quality reporting in time. Identify areas where support and improvement are required and ensure follow up mechanism is in the place to meet and maintain the standard and operational efficiency of specific grants. Develop performance measures, evaluating applicants, monitoring grant spending and performance compliance, preparing analyses and reports, and working with Staff and Field teams and community groups, and organizations throughout the lifetime of the grant. Support summarizing USAID/BHA compliance requirements of grants issued by RET and communicating these requirements to Staff and Field teams. Support in prepare modification requests to the USAID/BHA awards in Venezuela. Provide mentoring, monitoring and supervision for Staff and Field teams during implementation and support grant closeout processes in line with RET and donor regulations. Make frequent field visits to ensure Staff and field-based staff have adequate support to meet and maintain compliance requirement. Specific Responsibilities Understand the terms of the USAID grants, specifically the expected results of the project, and ensure compliance with the requirements. Responsible to monitor and review compliances of all applicable regulations, status and rules of USAID and maintain minimum operating standard in regard to grant management operation. Support to senior to prepare different periodical and analytical report for respective Grants. Contribute actively to internal discussions on programmatic strategy and activity ideas. Contribute lessons learned to help shape best practice observed in country offices and analysis of tools and systems shortcoming Support the line Managers to design and implement appropriate monitoring and supervision mechanisms for grants management purpose. Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among other team members. Proactively identify compliance risks throughout the portfolio and advise programs, operations and finance teams. Conducts briefing sessions on donor requirements and templates with staff and partners, in coordination with relevant staff and field-based staff, when necessary. Prepare Monthly Grants Financial Monitoring reports and highlight any spending abnormalities (over/under spending). Co-Facilitate Grants Review Meetings, record and share action points agreed during the meeting. Follow up with relevant focal points on pending issues and action points related to grants and project closure Follow up on the preparation and submission of internal and external reporting (programs and finance), ensuring high-quality, well-written and timely reports meeting donor and RET requirements. Ensure quality information management related to grants by overseeing the regular maintenance of reporting calendars. Contribute to identification of new funding opportunities for multi-country initiatives, and provide support to development of funding proposals, working collaboratively with Staff and field-based staff. Work with the relevant COs to ensure Grant Opening Meetings are arranged and all mandatory documents are in place (internal log frame, internal budget, procurement plan, work-plan and M&E matrix). Working with communications staff to collect lessons learned from RET work and draft case studies from programs. Secondary Responsibilities Participate in the elaboration of USAID proposals to ensure the programme and financial coherence and an effective logistic and security approaches, analysis and plans; If requested by the Director of Operations, participate to coordination meetings with the authorities, donors and/or partners; Complete any additional task, as requested by the Director of Operations. In addition, like all RET Staff Comply with internal policies, ensuring that activities and their performance comply with what is established in RET's Code of Conduct, PSEA and other policies; Work as a team member to achieve RET’s goals; Manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted; Propose, constructively, alternative solutions to problems that arise in the work area. Ability to use Work Plan, Procurement Plan and Budget as a tool in project/program planning and follow-up. Attention to detail, a good understanding of processes, and the ability to follow instructions. Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure; Staff capacity-building experience; Willingness to travel to field offices and work in difficult environment according to travel requirements. The PO reports to the Head of Information and Planning (HoIP) and line manages a Junior Programme Officer (JPO). The DCA Libya programme is a growing programme with wide-ranging activities including the clearance of explosive hazards, explosive ordnance risk education, NFI distribution and psychosocial support. The programme has offices across Libya from where projects are implemented, as well as a transit and donor liaison office in Tunis. The overall purpose of the job as PO for the Libya programme is monitoring the progress of projects and gathering data to report to donors and DCA HQ. Day-to-day, the PO will monitor that the projects are implemented according to the approved proposals and in compliance with the rules and regulations of donors and DCA. The PO will maintain clear records of all results from each project as they progress. In turn, the PO is responsible for leading the production of internal reports and assisting in the production of annual strategy documents. The PO will also be required to work with the Country Director (CD), Head of Information and Planning (HoIP), and a Junior Programme Officer, in producing case studies and other visibility media. The PO will assist the Senior Management Team (SMT) in the development of programme strategy, with input into planning for future projects, research into opportunities for programme expansion into new fields, including contribution to proposal writing. There are some additional DCA internal compliance duties which will involve the PO acting as a focal point for them and occasionally travelling overseas for workshops. Key responsibilities of the PO include: Taking the lead in reporting to donors. Monitoring project results and maintain records of each project to aid donor reporting. Keeping operational staff up to date on donor targets and DCA compliance to make sure these are considered in planning and operations. Representing DCA at meetings with donors, HQ, and working groups as required or requested by the HoIP and CD. Line managing a Junior Programme Officer, including support on delegating tasks and make sure to provide feedback when needed. Ensuring that cooperation agreements for project implementation, documentation and follow-up of project activities by partners are in order. Monitoring progress of and, if necessary, work with the CD and HoIP to revise project activities and work plans. Facilitating external monitoring and evaluation, including visits and dissemination of results among relevant stakeholders. Coordinating regular field monitoring visits to implementing partners by field officers, security permitting. Following up on expenditure of any partner projects with the Head of Finance & Administration (HoFA ). Leading on Monitoring, Evaluation and Learning (MEAL) and coordinating the collection of data from all projects. Being the custodian of all raw data/metrics for the different component parts of the projects. Maintaining records of internal DCA training within the programme. Representing the programme as required in internal compliance meetings on the request of the CD or HoIP. Leading on the drafting of annual strategy plans. Acting as a focal point for various DCA internal initiatives and helping manage the programme’s compliance with those, including leading on Diversity, Inclusion and Belonging policy Additional responsibilities include: Developing and maintaining effective working relationship with other members of the programme to ensure maximum impact for beneficiary communities. We are looking for the following qualifications and experience: A first degree in international relations, development, social science or a related discipline, preferably with a master’s level qualification. A minimum of 2 years experience of humanitarian work. Fluency in written and spoken English is required, including a highly developed narrative writing style in the English language. Demonstrated experience in, or knowledge of, grants management, fundraising and coordination. Strong analytical skills and capacity. Experience of developing and keeping project logframes up to date Experience of working in a remote management model is an added advantage. Preferably you will have experience of working in a hostile environment and have a flexible approach, with the ability to adapt to rapidly changing situations. You will need to be used to, or prepared for, living and working in an environment where there are often restrictions on movement and limited opportunities for external leisure and social activities. You will need exceptional cultural sensitivity and highly developed skills in dealing with men and women in a conservative society. Ability to work independently and under pressure. Previous line management experience would be an advantage, but training can be provided for those new to management. Prior work experience from the Middle East or North Africa is an advantage.
