  • SayPro DanChurchAid (DCA) is looking for a Programme Officer for the Libya programme

     DCA invites applications for a Programme Officer (PO) for the Libya programme. This is a non-family position based in Libya with travel to Tunis for donor and other liaison meetings as required. The PO reports to the Head of Information and Planning (HoIP) and line manages a Junior Programme Officer (JPO). The DCA Libya programme is a growing programme with wide-ranging activities including the clearance of explosive hazards, explosive ordnance risk education, NFI distribution and psychosocial support. The programme has offices across Libya from where projects are implemented, as well as a transit and donor liaison office in Tunis. The overall purpose of the job as PO for the Libya programme is monitoring the progress of projects and gathering data to report to donors and DCA HQ. Day-to-day, the PO will monitor that the projects are implemented according to the approved proposals and in compliance with the rules and regulations of donors and DCA. The PO will maintain clear records of all results from each project as they progress. In turn, the PO is responsible for leading the production of internal reports and assisting in the production of annual strategy documents. The PO will also be required to work with the Country Director (CD), Head of Information and Planning (HoIP), and a Junior Programme Officer, in producing case studies and other visibility media. The PO will assist the Senior Management Team (SMT) in the development of programme strategy, with input into planning for future projects, research into opportunities for programme expansion into new fields, including contribution to proposal writing. There are some additional DCA internal compliance duties which will involve the PO acting as a focal point for them and occasionally travelling overseas for workshops. Key responsibilities of the PO include: Taking the lead in reporting to donors. Monitoring project results and maintain records of each project to aid donor reporting. Keeping operational staff up to date on donor targets and DCA compliance to make sure these are considered in planning and operations. Representing DCA at meetings with donors, HQ, and working groups as required or requested by the HoIP and CD. Line managing a Junior Programme Officer, including support on delegating tasks and make sure to provide feedback when needed. Ensuring that cooperation agreements for project implementation, documentation and follow-up of project activities by partners are in order. Monitoring progress of and, if necessary, work with the CD and HoIP to revise project activities and work plans. Facilitating external monitoring and evaluation, including visits and dissemination of results among relevant stakeholders. Coordinating regular field monitoring visits to implementing partners by field officers, security permitting. Following up on expenditure of any partner projects with the Head of Finance & Administration (HoFA ). Leading on Monitoring, Evaluation and Learning (MEAL) and coordinating the collection of data from all projects. Being the custodian of all raw data/metrics for the different component parts of the projects. Maintaining records of internal DCA training within the programme. Representing the programme as required in internal compliance meetings on the request of the CD or HoIP. Leading on the drafting of annual strategy plans. Acting as a focal point for various DCA internal initiatives and helping manage the programme’s compliance with those, including leading on Diversity, Inclusion and Belonging policy Additional responsibilities include: Developing and maintaining effective working relationship with other members of the programme to ensure maximum impact for beneficiary communities. Contributing to a culture of excellence, collaboration, continuous improvement and performance optimization across all projects. We are looking for the following qualifications and experience: A first degree in international relations, development, social science or a related discipline, preferably with a master’s level qualification. A minimum of 2 years experience of humanitarian work. Fluency in written and spoken English is required, including a highly developed narrative writing style in the English language. Demonstrated experience in, or knowledge of, grants management, fundraising and coordination. Strong analytical skills and capacity. Experience of developing and keeping project logframes up to date Experience of working in a remote management model is an added advantage. Preferably you will have experience of working in a hostile environment and have a flexible approach, with the ability to adapt to rapidly changing situations. You will need to be used to, or prepared for, living and working in an environment where there are often restrictions on movement and limited opportunities for external leisure and social activities. You will need exceptional cultural sensitivity and highly developed skills in dealing with men and women in a conservative society. Ability to work independently and under pressure. Previous line management experience would be an advantage, but training can be provided for those new to management. Prior work experience from the Middle East or North Africa is an advantage. Context: Under the overall supervision of the Emergency and Stabilization Programme Coordinator and the direct supervision of the Senior Programme Coordinator (Operations), in technical coordination with the Migration Health Division (MHD) at Regional Level and Headquarters (HQ), the Senior Migration Health Programme Manager (Emergency Response) will be responsible for the overall development, leadership, management, coordination and strategic guidance of the International Organization for Migration’s (IOM) Emergency Health Programming in Ukraine. Core Functions / Responsibilities: Lead, coordinate and supervise the overall management and administration of IOM’s Emergency Health Program within the framework of IOM’s response and recovery approach to the crisis inside Ukraine. Provide strategic and technical advice and guidance for emergency health programming and health system recovery and strengthening activities including for instance, outbreak preparedness and response using IOM’s Health, Border and Mobility Management approach, access to primary and secondary health care and referrals, including routine and mass immunization, Sexual and Reproductive Health and Rights, Non-Communicable Diseases and community health programmes, and capacity building initiatives for staff and partners. Lead any sub cluster working groups assigned to IOM, such as the Displacement and Health working group; and take a leading role in linking the health cluster with other IOM-led cluster activities. Ensure close collaboration with IOM's other thematic areas in the country, such as Water, Sanitation and Hygiene (WASH), Protection, Camp Coordination and Camp Management (CCCM) and others, in order to integrate and mainstream health into project proposals, tools and strategies where relevant and possible. Oversee Livelihoods and HLP units in the Northeast in coordination with programmes teams. Conduct technical workshops supporting wider mission advocacy efforts on DS, ensuring that national and sub-national priorities messages are aligned, the issues are addressed, and IOM initiatives are well documented and produced for wider internal and external communications. Substantively support context and conflict-sensitive analysis at the country level to strengthen the evidence-base for stabilization, transition, and recovery, in coordination with relevant programmes. Work with Programme Support Unit (PSU) on donor engagement and resource mobilization for transition and recovery initiatives. Provide quality inputs to PSU for programme development and reporting purposes and prepare concept notes and project proposals. Carry out technical missions as needed to the different displacement-affected areas of the country. Organize high-level missions on transition and recovery initiatives including durable solutions and community stabilization. Promote and coordinate durable solutions initiatives with the relevant humanitarian clusters, development coordination initiatives, and forums to ensure that durable solutions elements are incorporated in their efforts. Required Qualifications and Experience: Education Master’s degree in Humanitarian Studies, Migration Studies, Social Science, Political Science, Communication, Economics, Business Administration from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience. The Programme Funding Manager is responsible for coordinating the development and delivery of funding applications which support the delivery of Programme Funding Strategy. They will manage a pipeline and proactively develop and coordinate the development of high-quality restricted funding applications. The role will support the Head of Programme Funding in developing and rolling out of systems, processes, and tools for efficient and effective management of institutional funding. Duties will include but not limited to: Conduct a comprehensive donor mapping exercise to identify priority institutional and large international Trust & Foundations focal donors for SB Support the PF Team to identify, research and advise on funding opportunities and coordinate cross-organisational teams to respond to them Ensure all leads are eligible to approach by SB and that they are aligned to our strategic framework and funding priorities Ensure that any implication of risk is taken into consideration at all stages of planning/developing any funding applications Gather intelligence about upcoming funding opportunities; develop and share opportunity-specific information and analysis with PF Team and wider groups Identify funding opportunities for ongoing underfunded projects and communicate with relevant teams Plan, coordinate and deliver a functioning pipeline of funding opportunities for institutional and large trust and foundation donors that supports the funding strategy to meet income goals Have overall responsibility for developing high-quality funding proposals for SB’s institutional and large international trusts and foundation donors Lead and coordinate the funding application processes for any SB’s under funded projects Work closely with colleagues in the Programmes Delivery, Programme Quality teams and Finance teams who lead project design and budgeting, to contribute to the assessment, research, and design of institutional funding concept notes and proposals in response to donor funding opportunities Work in close collaboration with consortium partners during proposal development and contract negotiation stages Support the development of internal proposal review and approval procedures, to make sure the high quality of submission of proposals and ensure existing policies and procedures are strictly followed Support the development and rollout of PF team systems, processes and tools to improve coordination, quality and compliance of institutional funding applications Support the Head of Programme Funding in developing and rolling out organisations wide systems and processes for securing and managing large institutional funding opportunities Consistently review and feedback on the functionality of systems and processes to PF team Develop and manage the organisation’s pipeline of prospects, that have clearly defined targets, outcomes and values Record data on in internal tools including all contact information and deadlines for each successful application and any new funding opportunities Ensure Programme Portfolio overview is kept up to date accurately capturing all information about funding applications, Produce reports to the IPD SLT on the performance and progress of institutional fundraising against agreed targets and objectives Other responsibilities: Identify, communicate, and address gaps in proposal compliance requirements Represent SB in donor meetings, networking meetings and other forums as agreed with Head of Programme Funding Actively contribute to the development of Institutional Funding Strategy for SB Any other duties that may be reasonably expected to be delivered as part of this role              How to apply       If you are interested, please use the link below to apply Jobs - ShelterBox
