  • SayPro Cash Programme Management —

    SayPro

     

    Under the supervision of the People in Need’s Head of Emergency Response, the Cash Programme Manager will provide strategic direction and vision for the cash program and will be responsible for project management of the cash program of the refugee crisis response focused on multi-purpose cash assistance to refugees and host communities. S/he will ensure the program’s comprehensive development and high-quality implementation. S/he will also provide technical support and capacity development to the PIN program team including field staff. S/he will ensure PIN is represented at relevant cash coordination platforms, and meetings and collaborative relationships are established with all key actors.

    Main responsibilities:

    • Manage and implement all activities throughout relevant project cycles to ensure efficient and effective implementation of cash interventions in line with PIN and key humanitarian program quality principles and standards, donor requirements, and good practices.
    • Ensure the project team and partner staff uses the appropriate systems and tools to ensure relevance, efficiency, and quality of programming.
    • Develop implementation plans setting out future activities and track progress of cash-based project implementation as well as on the utilization of project resources.
    • Manage the project team, share technical know-how, provide technical expertise and guidance to project staff as appropriate and build their capacity in technical aspects of cash programming (e.g. deliver trainings and workshops, provide on the job couching etc.), manage team dynamics and staff well-being. Contribute to the recruitment process of project staff.
    • Manage the budget and assist in the development of cash-flow projections and budget forecasting.
    • Ensure all project activities, procurement and spending are in compliance with both People in Need and donor rules and regulations.
    • In cooperation with MEAL team, develop and regularly update the MEAL plan, ensure the cash activities learning and lessons learned informed by findings of needs assessment, surveys, and monitoring activities.
    • In cooperation with the Emergency Coordinator, pro-actively coordinate with all project partners, local stakeholders, other NGOs active in the area, government authorities, and media.
    • Participate and contribute in the Cash technical Working Group and cluster meetings and reporting, represent PIN at cash coordination platforms and events.
    • Ensure timely and quality donor reporting and external communication.
    • Help identify, assess and strengthen partnerships relevant to cash programming.

    People in Need (PIN) has been working in Moldova since 2003, providing development support to the local population in three focus areas: agriculture and economy, social protection and inclusion, and civil society empowerment and engagement. Since the conflict in Ukraine escalated in February and brought the consequent displacement into neighbouring countries, PIN started providing humanitarian assistance focusing on protection and cash transfers to host population. PIN has been implementing large scale EU funded cash intervention reaching up to 40,000 people even prior to the refugee influx and is now scaling up to extend the support to families hosting refugees. Protection assistance focuses on psycho-social support for refugees and hosting population and support local civil society organisations who are working with refugees. PIN emergency programme portfolio in Moldova is currently funded by DG ECHO, WFP and PIN Public Appeal collection.

    Position Overview

    Requirements

    • Minimum 3 years of relevant professional experience in humanitarian programming and project management;
    • Knowledge of international humanitarian and Cash and Voucher Assistance standards;
    • Strong coordination and communication skills and ability to lead trainings and meetings;
    • A proven record of effective project and people management;
    • Experience engaging with partner organizations;
    • Proven experience with contribution to technical components of project proposals;
    • Fluency in spoken and written English, and preferably knowledge of Russian

  • SayPro Health Programme Management —

    Programme Implementation and Monitoring

    • Provide strategic guidance and strong leadership to the health team across Ukraine, and partner focal points to ensure the delivery of program targets and technically sound decision-making processes.
    • Coach and mentor the health team to develop decision-making skills, and empower them to apply those skills.
    • Ensure that effective monitoring and performance management systems are in place for achieving agreed program activity targets, budget allocations, and financial expenditures, and ensure that value for money can be effectively demonstrated to the donor and communities, and activities and expenditures are compliant with donor requirements.
    • Maintain efficient and effective operating systems that are compliant with all Save the Children Minimum Operating Standards across the consortium, including safety and security management and child safeguarding
    • Lead the preparation, review and regular revision of the detailed implementation plan, risk mitigation plan, and procurement plan taking into account agreed milestones, log frame, and budget
    • Monitor project progress through field visits and meetings with project staff across the country, including communities, partners, all levels of civil-military government, and other key stakeholders
    • Identify areas and opportunities for integration, working closely with WASH, Nutrition, Child Protection
    • Lead on revisions of core implementation documents (milestones, log frame, budget, DIP)
    • Ensure that key risks are identified at the start of the project(s) and reviewed and mitigated throughout the project cycle
    • Ensure that security reports are immediately reported to the Safety & Security Team when known
    • Develop a detailed process for the mapping and direct service delivery in higher-risk areas to ensure clear protocols and reviews of locations are done in coordination with the Safety and Security Team.

    Budget Management

    • Ensure the effective and donor-compliant management of the project budget through close collaboration with partner focal points and the Finance department
    • Prepare and implement monthly pipeline analyses and monthly spending targets
    • Identify potential variances of expenses versus budget, and recommend appropriate adjustments
    • Justify spending variances </> 10% in quarterly donor reports

    Reporting and Documentation

    • Play a leading role in the finalization of donor narrative and financial reports, the submission of budget revisions, and other donor-required documentation
    • Support MEAL in the writing of donor progress reports and document case studies of successes, challenges, lessons learned, and other project-related feedback
    • Coordinate with the Media and Communications team for the publication of best practices and lessons learned for a variety of external stakeholders and audiences

    Human Resource Management

    • Ensure that the program is appropriately staffed across Ukraine, including the appropriate combination of expertise across technical and operational areas
    • Ensure that all direct reports have updated job descriptions, work plans, objectives, development goals, and clear lines of communication and reporting
    • Support the capacity building of staff in English report writing, budget utilization; indicator tracking; and the preparation of detailed implementation plans
    • Develop HR a capacity-building work plan for each member of the team, empowering the health program manager to take responsibility for building the team and themselves. Including a succession planning objective and career development plans in the team HR goals and objectives

    Partnerships

    • Ensure that any Memorandums of Understanding, licenses, or agreements are secured with relevant line ministries and the government promptly. Work with the SMT to ensure these relationships are strengthened and developed.
    • Ensure that appropriate capacity-strengthening initiatives are afforded to partners as part of ongoing project implementation
    • Take the lead on partner sub-award agreements, with support from the SCI Ukraine Partnership team
    • Ensure the partnerships under the health team are maintained and remain relevant and beneficial to the needs of the country
    • Identify new partnerships to strengthen the reach of Save the Children in Ukraine

    Other

    • Coordinate effectively with other NGOs, CSO, and UN agencies that are working on Health
    • Maintain oversight of Save the Children Ukraine’s pharmaceutical supplies in the country
    • Promote and push for the awareness and utilization of Child Safeguarding reporting mechanisms
    • Liaise with the PDQ department to input into funding proposals to ensure health is integrated into the overall portfolio

    Support the Health Technical Adviser to ensure that all activities are reported to relevant Cluster(s)
