    Position Description

    EnCompass LLC is seeking a Chief of Party (COP, Guatemala) candidate for an upcoming five-year activity for the USAID-Guatemala GBV Prevention and Response Project focused on reducing the negative social and economic impacts of Gender Based Violence (GBV) in targeted areas of Guatemala. The proposed Guatemala GBV Prevention and Response Project aims to support women, children, adolescents, and other vulnerable groups impacted by GBV and intrafamily violence in targeted communities with high rates of violence and out-migration to the United States.

    The Chief of Party (COP) will serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and client country partners to exchange information and develop professional relationships. The COP will provide technical leadership for and supervision of consultants and staff engaged in this activity; be responsible for risk management, ensure quality control and timeliness of all deliverables; and, prepare work plans, financial, logistical, and other documents.

    Position Duties and Responsibilities

    Essential functions:

    Administration/Management:

    • Serve as the main point of contact for the activity, providing vision, direction, leadership, and management for the contract
    • Provide technical, operational, and managerial oversight to all aspects of the Activity to ensure all activities and deliverables are executed with quality and timeliness
    • Establish and maintain highly collaborative working relationships with the USAID Mission in Guatemala, USAID/Washington, and the Bureau for Latin America and the Caribbean as required, along with relevant in-country stakeholders; serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and country/regional partners to exchange information and develop professional relationships
    • Create a collaborative, high participatory work environment that allows staff and activities to adhere to risk-management systems and respond quickly to complex, high-risk changing environments.
    • Manage the team throughout the country, ensure technical capacity of staff; provide technical assistance and backstopping when required
    • Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws
    • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
    • Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets

    Technical:

    • Responsible for the overall technical direction of the activity, ensuring compliance with risk management systems, quality and timeliness of all deliverables
    • Responsible for liaising with the private sector and government institutions at the local and national level, working closely with local and international partners
    • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening in support of a country’s journey to self-reliance, as defined by USAID

    Other:

    • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative and risk-management support to other team members as needed
    • Responsible for ensuring protocols and mechanisms are in place staff safety while conducting program activities and overseeing privacy and confidentiality protocols for program implementation

    Position Requirements

    Qualifications

    Academic Qualifications

    • Minimum of a graduate degree (Master’s or higher what about postgraduate?) in political science, gender, international development, or a related field
    • Previous Chief of Party/ Deputy Chief of Party experience in USAID programs, in complex/high-risk environment strongly required..
    • Minimum of 7 years of experience in leadership positions involving direction over relevant gender, governance, or economic growth strengthening activities either inside or outside the U.S

    Experience and Skills

    • Minimum 10 years of relevant experience in particularly GBV gender-based violence, conflict resolution, protection, women’s empowerment, and implementing cross-cutting programs.
    • Experience managing large (approximately $30M or more), complex, high-risk programs, with a grants under contract component
    • Experience leading programming in complex and high-risk environments ( at least 5 years in a developing country context, with conflict areas preferred)
    • Experience working in LAC region, Guatemala preferably (local and regional candidates will be prioritized)
    • An understanding of USAID gender and GBV programming, particularly in the LAC region
    • Excellent communication skills in English and Spanish (written and verbal): Ability to communicate diplomatically and clearly
    • Direct experience in designing, managing and implementation of cross-cutting programs related to gender, GBV, and development or related areas
    • Direct experience designing, managing and implementing programs related to gender equity and GBV issues across multiple international development sectors, such as agriculture, food security, health, education, economic growth, civic participation, rule of law, global climate change and natural resources management. I
    • Familiarity with key topics in women’s economic empowerment, including the application of Women’s Entrepreneurship and Economic Empowerment (WEEE) Act and opportunities under the Women’s Global Development and Prosperity Initiative (W-GDP).
    • Experience providing guidance to USAID on managing complex programming and environments preferred.

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall supervision of the Emergency and Stabilization Programme Coordinator and the direct supervision of the Senior Programme Coordinator (Operations), in technical coordination with the Migration Health Division (MHD) at Regional Level and Headquarters (HQ), the Senior Migration Health Programme Manager (Emergency Response) will be responsible for the overall development, leadership, management, coordination and strategic guidance of the International Organization for Migration’s (IOM) Emergency Health Programming in Ukraine. The Senior Migration Health Programme Manager (Emergency Response) will provide overall programmatic and financial management, coordination, strategic guidance and technical oversight to IOM’s emergency health operations; establish and ensure coordination with Ministry of Health, World Health Organization (WHO) and health sector partners including Technical Working Groups; liaise and collaborate with other IOM sectors, particularly IOM Ukraine’s Regional MHD Hub, oversee and supervise IOM’s emergency health teams and lead project and program development through the emergency and transition phases in Ukraine. Core Functions / Responsibilities: Lead, coordinate and supervise the overall management and administration of IOM’s Emergency Health Program within the framework of IOM’s response and recovery approach to the crisis inside Ukraine. Provide strategic and technical advice and guidance for emergency health programming and health system recovery and strengthening activities including for instance, outbreak preparedness and response using IOM’s Health, Border and Mobility Management approach, access to primary and secondary health care and referrals, including routine and mass immunization, Sexual and Reproductive Health and Rights, Non-Communicable Diseases and community health programmes, and capacity building initiatives for staff and partners. Develop, prepare, implement and manage health projects and programs in coordination with the Program Support Unit, program units and regional and HQ units as necessary ensuring that they are: consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies; coherent, relevant, and feasible, and take into account good practices in the area of migration health; developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs). Establish, strengthen and work to expand partnerships with the Ministry of Health, WHO CO,United Nations Children's Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations High Commissioner for Refugees (UNHCR) and other relevant Non-Governmental Organizations (NGOs) and parties, including local NGOs/ Civil Society Organizations (CSOs) in order to develop a displacement and migrant health agenda at country level (including through the development of memorandums of understanding at country level, representation of IOM at strategic and technical meetings, and so on). Lead the liaison with the Ministry of Health, including various national programmes on IOMemergency, recovery and health system strengthening programming, and lead the development of partnerships, policy guidance, and relevant technical assistance to government stakeholders on migration health. Guide IOM in engaging and coordinating with the national level Health Cluster, and relevant national level sub cluster working groups such as Sexual and Reproductive Health and Rights, Non-Communicable Diseases, etc as well as cluster coordination in the field. Lead any sub cluster working groups assigned to IOM, such as the Displacement and Health working group; and take a leading role in linking the health cluster with other IOM-led cluster activities. Ensure close collaboration with IOM's other thematic areas in the country, such as Water, Sanitation and Hygiene (WASH), Protection, Camp Coordination and Camp Management (CCCM) and others, in order to integrate and mainstream health into project proposals, tools and strategies where relevant and possible. Maintain a high level of global and public health expertise and ensure that analysis and sharing of health data of significant relevance stemming from IOM programmes in emergency health are maintained. Identify emerging issues to ensure that emergency health programmes are based on scientific evidence. Analyze and regularly share critical developments, technical updates, project updates, achievements and best practices with MHD Regional and Global offices and other internal and external stakeholders and contribute to thematic policy development and global reports. Oversee the project and resource deployment, activation, implementation, reporting and evaluation of the health-related programs including monitoring of multiple budget expenditure/ financial status and ensuring that key performance indicators are met in a timely manner. Assess the progress and performance of health projects to increase effectiveness and ensure stability, and take action as required. Ensure the reflection and integration of new modalities and methods for evaluation, including the development of evaluation protocols. Support and advise the government on initiatives to align national migration health strategies and priorities with global health goals, regional trends and existing policy frameworks set by relevant health authorities, in coordination with thematic specialists in the region, as well as the senior staff of the Migration Health Division in IOM HQs. Plan and carry out resource mobilization efforts in collaboration and coordination with the program support unit. Perform such other duties as may be assigned. Required Qualifications and Experience: Education Master’s degree in, Health Sciences, Public Health, or a related field from an accredited academic institution with seven years of relevant professional experience; or University degree in Medicine or any of the above fields with nine years of relevant professional experience.     About the mission:

    PIN has been working in Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance (in-kind, voucher and cash based), WASH, Shelter, and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $53 million, engaging over 400 fulltime staff members across Northern Syria and cross-border response hubs in neighbouring countries.

    About the role:

    With guidance and supervision from the Programme Quality Director (PQD), the Grants Manager will be responsible for the overall coordination of all proposal development and reporting across PIN’s Syria response. S/he will lead the grants unit (comprised of 2 Grants Officer) in developing quality reporting and proposal products, and ensuring information sharing and archiving to facilitate capturing of lessons learned.

    Duties and Responsibilities:

    Reporting & Grants Management

    • Ensure regular updating of reporting and compliance guidelines for key donors outlining requirements for programme implementation, procurement and distribution, information collection and storage, and reporting;
    • Act as overall supervisor and quality assurance for collection, compilation, review, quality control and editing of both quantitative and qualitative donor, internal and cluster reporting, with support from the Grants Officer/s;
    • Ensure that all reports are in-line with the relevant donor requirement in terms of structure and content, including mainstreaming of protection, gender, ‘do no harm’ and conflict sensitivity;
    • Supervise the Grants Officer/s to maintain an internal tracking database of donor, internal and cluster reporting timelines, and ensure that the grants unit coordinates with Programme Managers, and the MEAL team/s to ensure that all appropriate data collection and compilation take place on schedule;
    • Organize and lead the project kick-off and closure meetings, as well as the mid-term grant reviews as applicable;
    • Overseeing capacity building of field teams in reporting, donor compliance and project development.

    Proposal Development Coordination

    • With support from PQD, lead the Grants Unit and Senior Management Team (SMT) in the development of concept notes, proposals and situation analyses – coordinating the development process with all relevant departments (programmes, MEAL, finance, logistics, HR), including designing logical frameworks, setting realistic and measureable targets, and developing narrative proposals & budgets;
    • With support from PQD, lead the preparation and submission of the project modifications and extensions as applicable;
    • Ensure a proper contract management through coordinating the contract review and approval process from the CP perspective.

    Information sharing /communication/data collection;

    • Ensure comprehensive grant files, donor guidelines and resources are maintained, up to dated, archived and are available for use;
    • In coordination with the PQD, lead quarterly review processes for all grants to assess progress against plans, lessons learned, and identify core action points for implementation;
    • Liaise closely with the MEL Coordinator to ensure all data and assessments support the donor reporting requirements and the proposal development process;
    • Be a designated focal point for donor communication as requested.

    Suitable candidates for this position should possess:

    • At least 3-years’ experience of working within a humanitarian and/or development organization;
    • Demonstrated experience in leading the coordination of successful large-scale proposals to key institutional donors, including ECHO/EC, USAID, FCDO (UK Aid), Swiss Development Cooperation (SDC), UN OCHA, etc.;
    • Demonstrated experience in leading quarterly, semi-annual, interim and final reporting to the core donors outlined above;
    • Strong grasp of programme cycle management and quality standards in humanitarian programming;
    • Experience of working in complex and volatile contexts (familiarity with the humanitarian context in Syria is an advantage);
    • Strong organizational, critical analysis and problem-solving skills;
    • Ability to work effectively with key IT processes and software packages (including MS Work, Excel and Teams);
    • Excellent communication and coordination skills, including fluent spoken and written English, with strong report writing and editing skills.

    • This position is based in Erbil. The accommodation is in a PIN Guesthouse with individual guestrooms and shared bathroom, living room and kitchen. All sites have internet;
    • Security situation in Erbil is generally good with a potential for a good social life with restaurants, bars and gyms and a large expat community;
    • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and PIN’s policies, procedures, and values at all times and in all in-country venues.

    Assessment
    • Conduct the initial joint health and WASH rapid assessment for deployment and ensure the site selection is consistent with the international standards for WASH and infection prevention and control (IPC)
    • Provide technical oversight ensuring the provision of WASH adequate for the setting
    • Implement water and sanitation, and relevant (IPC) expertise in rapid needs assessments and analysis at existing and new health care structures
    • Translate the needs into program priorities and identify emergency interventions
    • Provide capacity-building support for conducting rapid needs assessments and their analysis that is to be linked to activity plans and budgets.
    • Support the assessment of the in-country resources and capacities including staffing, material and financial for response with relevant staff and agencies

    Program Design
    • Select from appropriate technologies and design water systems including source selection (ground water, surface water), abstraction, storage, treatment, and distribution for new systems and/or the rehabilitation of old water systems
    • Select and design the most appropriate form of sanitation system including excreta disposal, vector control, solid waste disposal, drainage, taking full account of local conditions, resources, customs, and cultural norms
    • Select and design a hygiene promotion program that is suitable for the local context and would be widely accepted by beneficiaries, in collaboration with other actors
    • Design appropriate, phased, technical interventions to ensure timely, safe, and high-quality health care delivery at existing facilities and staff accommodation, including contingency preparation for potential infectious disease outbreaks as directed
    • Ensure that issues of protection, gender, infection control, climatic conditions, environmental protection, security, access, safe operation, and maintenance are factored into the response design
    • Ensure minimum standards both qualitative and quantitative are considered and any departures documented
    • Assist in the development of letters of intent, concept papers, budgets, and proposals as directed

    Response Management and Implementation
    • Manage Emergency WASH interventions in a prioritized manner in co-ordination with International Medical Corps core sectors and other agencies, both governmental and non-governmental, and the WASH Cluster
    • Work closely with the Human Resources team for hiring and building the capacity of the WASH team
    • Ensure gender and protection are considered throughout the project cycle with women being enabled to influence decision-making around WASH challenges
    • Ensure Emergency WASH program implementation is linked to health, gender, child protection, and nutrition
    • Implement the appropriate supervisory, monitoring, and evaluation systems for Emergency WASH interventions
    • Work closely with program support functions (logistics and finance departments) for Emergency WASH program supplies and activities planning

    Information and Co-ordination
    • Provide regular updates and technical guidance to the team on progress, priorities, and challenges – verbally and in writing
    • Represent International Medical Corps to governmental, non-governmental groups and WASH Cluster as needed and assigned
    • Support the program team in obtaining the required government permissions and positively engage with institutional and private donors and HQ
