USAID Bureau for Resilience and Food Security (RFS) Evidence Aggregation for Programmatic Approaches (REAPER II) Activity – Chief of Party (Contingent) Background NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally. NORC is seeking a Chief of Party (COP) for the anticipated USAID Bureau for Resilience and Food Security (RFS) Evidence Aggregation for Programmatic Approaches (REAPER II) Activity. The activity will support RFS in strengthening programming effectiveness by aggregating and synthesizing the existing evidence base for resilience and food security programmatic approaches, and creating a range of knowledge products and measures of evidence utilization. The estimated size of the award is USD $10-25M over a 5-year implementation period. Under the supervision of the Deputy Office Director of USAID/Uganda’s Office of Health and HIV/AIDS (OHH) or designee, the Senior GHSA Advisorwill provide staff management and senior technical expertise to ensure the well‐coordinated and effective implementation of the USG GHSA portfolio in Uganda. The Senior GHSA Advisor will manage a complex multi‐sectoral portfolio, providing administrative, technical, and representational leadership within the United Stated Government Inter-agency space. The Senior GHSA Advisorwill work closely with senior-level experts with USAID/Washington, USAID/East Africa, and the USG Interagency in Uganda as key stakeholders to oversee USAID GHSA investments in Uganda. SayPro Safety and Security Coordination – Ukraine
Job Summary: The humanitarian needs in Ukraine are quickly escalating due to significant instability and vulnerability of the Ukrainian population. In response to the crisis, FHI 360 will implement an integrated program that provides life-saving and sustainable activities under health and protection that will meet the critical needs of internally displaced persons and affected communities. Responsible for the safety and security structure of FHI 360’s humanitarian response efforts in Ukraine, the Safety and Security Coordinator is responsible for the overall management and implementation of the organization’s security policies and standard operating procedures. The incumbent advises the senior management team on all security related issues related to implementing programming that ensures that FHI 360 staff and assets, office premises, and beneficiaries are secure. Conducts training on site for staff and facilitates development and implementation of country security management plans. Based in Vinnytsia or Dnipro, these duty stations are designated as extreme risk and pose a heightened risk or direct threat to personal safety. However, FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. Applicants should research these locations and the associated risks before applying. The position is envisioned for an initial 11-month period, with the possibility of extension. For international staff based in Ukraine, FHI 360 provides a competitive salary, danger pay, premium pay allowance, accommodation, relocation, and regular R&R rotations which includes a roundtrip ticket to designated relief point (or equivalent amount to preferred destination), and a 500 USD lump sum payment. Accountabilities: Produce, roll out and maintain updated security management standard operating procedures for field staff, ensuring compliance to the organization’s global safety and security standards. Attend security meetings such as INSO, OSAC, UNDSS, INGO forum, etc. Conduct onsite training for staff in the field of safety including personal safety, emergency evacuations, travel safety, relocation and evacuation. Work with logistics staff in seeking security clearance for asset movements to operational areas. Supervise and regularly appraise security contractors and Guard Companies (as required) per agreement ensuring that all company policies and practices related to these are adhered to. Provide advance security briefings to staff and visitors, ensure plans for tracking arrival, departure and accommodation. Conduct periodic briefing to Coordinators/Managers and all staff keeping them up-dated on security developments and/or risks that may affect the organization’s operations and make recommendations to minimize risks. Evaluate emergency/staff incidents involving staff and assets to Global Security and recommend response actions. Maintain and/or create a travel management system to track the location and contact information for all visiting staff and consultants. Plan for both security and medical evacuation for all locations and develop contingency planning including roles, relocation of staff, collection points, routes, etc. May provide trainings and support (as required) to local partners.
