These are your responsibilities 1. General Manage professional office administration and efficient operations of the Country Office in line with relevant CBM standards. Document and maintain updated administrative processes and procedures; initiate and lead regular reviews to ensure clarity, effectiveness and efficiency. Ensure that CBM is complying with in-country regulatory requirements such as registration and related annual reporting to relevant authorities (except financial regulatory requirements such as statutory accounts, audit, tax filing, social security contributions, etc., which are the responsibility of the Country Finance Manager). Effectively line-manage the administrative staff based on performance. Handle logistics and visa applications for visitors and expatriate co-workers. Provide support to the Country Director specific to the operational requirements of his/her position, such as schedule management, minute taking, report writing. Ensure office and property/facility management, including office cleanliness, organizing and overseeing maintenance and repair works on CBM premises or on CBM assets; facilitating and following up on Accessibility and Inclusion audits. Put in place and maintain relevant insurance contracts. Organize security of the premises, keep up-to-date contact with Security Company and oversee the security guards work. Support the timely procurement of goods and services to address the needs of the Country Office; act as a member of a vendor/supplier selection committee. Ensure oversight and management of Country Office IT systems and maintenance, access to Navision (where relevant), SharePoint and other relevant Programmes. Collaborate closely with the Country Finance and Regional HR Manager to ensure cross-functional policies, procedures and practice are harmonized and streamlined where relevant. Model and promote CBM’s values, culture and inclusive practices and promote disability and gender equality with colleagues. 1.2 HR Administration Support the Regional HR Manager in ensuring on-time delivery of HR services and accuracy of information. Provide timely and consistent HR data for the Country office to facilitate the preparation and dissemination of HR reports. Submit HR recruitment / contracting requests for approval in line with the Authority Structure Support the Regional HR Manager with administrative and logistical aspects of expatriate co-worker assignments, such as arranging house leases, security, vehicle, etc. Facilitate the in-country recruitment and candidate selection process. Ensure employment contracts are in place and inform the Country Director in a timely manner of contract end-dates. Coordinate the process of induction & briefing for new staff in the Country Offices. Coordinate the effective implementation of the annual performance management process by line managers in line with agreed timelines Ensure all staff have up-to-date and signed job descriptions in place. 1.3 Additional Duties: In addition to the responsibilities outlined in section I above, the incumbent will upon instruction by the line-manager and the Country Director, perform ad hoc activities, which either are by their nature related to his normal duties or evolve from operational requirements. Specifically, the activity will facilitate the transition towards a policy development paradigm driven by multiple stakeholders. This approach to policymaking will strengthen the capacities of Ghana’s main agricultural policy system actors and institutions and support them to engage stakeholders traditionally excluded from decision-making, including academia, financial institutions, the judiciary, Civil Society Organizations (CSOs) non-governmental organizations (NGOs), and private sector representatives from the national, regional, and local levels. This approach is underpinned by Policy LINK’s overarching theory of change focused on increasing human and social capital, engaging policy system actors in collaborative processes, and developing mechanisms for collaborative governance and dynamic learning systems and platforms to sustain collective action. The Policy LINK Activity has established the main office in Accra and a subnational office in Tamale to support efforts in the USAID Feed the Future Zone of Influence (ZOI) regions – 17 districts in Northern, North East, Upper East and Upper West regions. Position Objectives The Regional Senior Manager will be the principal point of contact between Accra and the assigned geographic locations and oversee the subnational office operations. General Description of the Programme: GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey. GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household. GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services. Job purpose: The Senior Supply Officer works in close collaboration with the GOAL Logistics Teams in Syria and Turkey, the Procurement and Program Teams in Antakya. He/she will be under the supervision of the GOAL Supply Manager to efficiently organize the supply chain of humanitarian aid for GOAL Syria program. Purpose / Project Description: Mercy Corps and its consortium partners are implementing a five-year USAID/Bureau of Humanitarian Assistance (BHA)-funded program entitled USAID Nawiri in Turkana and Samburu Counties of Kenya focused on nutrition resilience. The program aims to sustainably reduce persistent acute malnutrition in the two counties over a five-year period using a multi-sectoral program approach that integrates resilient livelihoods, access to improved water, health and sanitation services, and strengthening enabling systems for nutrition from household to national level. USAID Nawiri dedicated the first two years (Phase 1) to implementing an action research agenda to inform the program design to achieve the program’s goal in the remaining three years (Phase 2). The program is currently embarking on an ambitious implementation plan to layer and integrate a series of interventions that address both immediate and systemic drivers of acute malnutrition, while addressing the effects of extreme drought and the global food crisis in implementation areas. Throughout all stages, the program is working closely with government, community, and private sector partners. USAID Nawiri's implementation started in the midst of one of the most severe drought crises in 40 years, causing catastrophic humanitarian needs in the Horn of Africa. The program is implementing an emergency response (Drought Emergency Response - DER) that includes cash transfers to ultra-poor households in Turkana and Samburu Counties. At the same time, the program is launching activities designed to support and strengthen resilient livelihood systems and sustainable livelihood pathways. A resilient livelihood draft strategy was designed based on research and analysis including Household Economic analysis (HEA), Cost Of Diet (COD) Study and other food and labor markets studies. These highlighted how livelihood strategies not only need to be specifically tailored to livelihood zones and contexts but need to be intentional about how they contribute to nutrition outcomes beyond increased income, production and general market systems strengthening. They need to consider social behavioral change strategies that increase willingness and ability to pay for nutritious diets and associated nutrition services (water/health/education/natural resources), and ensure production, income strengthening, livelihood diversification and market connections. Resilient Livelihoods interventions must then support households to maintain a sufficient level of cash flow achieved with the cash transfers in this emergency phase that stimulates demand for nutritious food items and associated commodities, and that the market continues to be able to respond with sufficient supply. The program is recruiting a consultant for 3 months, with possible extension if needed, to work with the Resilient Livelihoods teams to assess and refine a coherent strategy for supporting and strengthening resilient livelihood systems and sustainable livelihoods pathways that contribute to sustainable reductions in persistent acute malnutrition and broader goals of nutrition security. This strategy must be informed by evidence and learning, tailored to context, and translated into a detailed implementation plan, inclusive of results chains, population segmentation and detailed targeting plan. It should also inform a learning agenda to frame and focus adaptive learning. This person will ensure that the strategy and resulting plan are grounded in principles and practices of poverty economics (including graduation) and market systems development that address the economic feasibility, value for money, and sustainability of different livelihood approaches to shocks and stresses. S/he should have excellent knowledge of macro and micro-economics, market systems applied to agriculture and food and how to strengthen them in arid land contexts. Minimum of 5+ years of experience providing increasingly proficient technical support in the relevant field of expertise that includes: ○ Demonstrating strong theoretical and applied knowledge of the field of expertise (adolescent development, Positive Youth Development, child protection programming). ○ Using integrated approaches and applying systems thinking. ○ Preparing writing and analysis on proposal development. ○ Supporting or leading all aspects of large and complex proposals and managing integrated proposal teams. Practical experience living and working in one of the countries in which Mercy Corps implements programming. This includes ○ A combination of successful temporary duration assignments, longer-term assignments (two or more weeks), and/or living in the country for an extended period. ○ A number of emergency response assignments or other crisis response work that demonstrates the ability to successfully adapt support and assistance methodologies to real-world complexities. ○ Managing and implementing successful programs in a country where Mercy Corps implements programs. Willingness and ability to travel frequently to Mercy Corps project sites and field locations, including traveling to insecure environments, is required. Experience with major donors such as USAID, DFID, the EC and relevant foundations and corporations is required. Fluency in English is required; proficiency in French language strongly preferred. Success Factors The successful candidate will combine expertise in adolescent and youth programming, from proposal development to program implementation, with strategic and creative thinking, and the know-how to build trusting relationships across cultures and geographies. S/he will also have strong written and verbal communication skills. Prioritizing, problem solving, and attention to detail and the big picture are essential. Living Conditions / Environmental Conditions This position may be based anywhere, and may require at least 25% travel (depending on evolving travel restrictions due to COVID-19). When traveling, s/he may be expected to work in remote settings, over weekends and/or evenings as required.
