Overview: IRC in Denver’s Economic Empowerment Program seeks to support clients’ immediate needs for economic stability, while ensuring that near-term demands do not overshadow longer-term economic health. The Employment Specialist assists clients in setting employment and career goals, coaches them toward those goals, assists in securing jobs that will advance their efforts to achieve economic self-reliance, and helps connect clients to supports to pursue career pathways. The Employment Specialist supports a caseload of individuals that includes new arrivals seeking initial employment or re-employment and may also serve longer-term clients in need of assistance with re-employment and/or job upgrading. The Employment Specialist engages clients in employment assessments and employment service planning and collaborates with colleagues across teams to identify clients’ work needs, as well as the skills, expertise, and assets they bring, and assesses alignment with employers’ workforce needs. The Employment Specialist facilitates client participation in all phases of job search and placement, including applications, the hiring process and post-placement follow up. They maintain ongoing relationships with both clients and employers, assisting in troubleshooting when challenges arise, promoting opportunities for job upgrades and advancement, and advocating for fair treatment of clients by their employers when warranted. SayPro Financial Stability Specialist
Job Overview: Reporting to the Asset Building Coordinator, the Financial Stability Specialist ( Asset Building Specialist )will work together with the larger Economic Wellbeing Team through an integrated approach to help refugees to thrive financially in the U.S. This person will be responsible for providing support for recruiting and working with refugee clients to build net worth through the provision of Individual Development Accounts (IDA) and home down payment assistance (DPA). The Asset Building Specialist will help refugees and new Americans acquire assets through assisting in delivering asset-specific training and technical support, establishing savings accounts, reaching savings goals, and purchasing assets. This is a full time, regular term position. Major Responsibilities: Conduct client outreach for the IDA and home buyer programs, particularly in the community’s recent arrival refugee population (those who have been in the U.S. less than 5 years) Together with the Asset Building Coordinator strategize on outreach methods and activities to provide asset building opportunities to all eligible members of the community (including those not presently served by IRC and that are secondary migrants to Utah) Assist in maintaining client case files and in obtaining documentation from clients to enable program participation and success Under the direction of the Asset Building Coordinator provide client services and assist in determining eligibility, creating and providing trainings, and providing technical assistance to those working to build their assets Work to become a certified financial coach and implement the coaching model in work with clients Support IRC’s Economic Wellbeing team in delivering financial coaching, workshops, and training to IDA and DPA participants. Job Overview: The Community Engagement Specialist supports the successful integration of refugees, asylees, and other immigrants by leading programming that harnesses the power of welcoming communities. They collaborate with IRC staff to determine needs, coordinate community outreach, build effective relationships, and connect clients with community-based resources. SayPro Transitional Housing Specialist
Job Overview: In April 2022, the IRC in Boise launched Monarch Landing, a transitional housing project with the capacity to house families while IRC seeks families’ long-term housing. Families stay in Monarch Landing for anywhere from 30 days to 8 months. Monarch Landing includes private residences, common areas accessible to all residents, service areas and recreational opportunities. Reporting to the Housing Manager, the Transitional Housing Specialist will be stationed at the Monarch Landing Reception desk, and be responsible for coordinating volunteer services in Monarch Landing, training and monitoring work performed by volunteers recruited and onboarded by the Volunteer Coordinator; connecting residents of the building to the proper reporting pathways for requests including maintenance needs and donations; and keeping the Housing Manager informed of developments during their shift. The Transitional Housing Specialist will work closely with IRC Housing Team members, volunteers, and the maintenance and cleaning employees of the building owners, Fortify. JOB BRIEF
The Program Specialist (PS) provides overall support to all the USIP Sudan and South Sudan Program, by providing program/project management implementation, monitoring and evaluation, and day-to-day programmatic and administrative support for the program. Develops and updates informational material, conducts research, maintains program databases, and supports budget and contract management activities. This position is based in Washington D.C. and reports to the Senior Program Officer (SPO).
TARGET SALARY RANGE
Grade 10- $68,000 – $70,000
The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.
RESPONSIBILITIES
Program Management and Support:
- Supports program management work to ensure a complex suite of projects in Sudan and South Sudan are planned and implemented successfully and on time.
- Support and lead, where applicable, the drafting and timely planning and execution of program strategy and plans.
- Coordinating in-country project implementation and partner engagement on select small projects.
- Assists in the overall program and project development, management, monitoring evaluation, and learning.
- Support and lead, where applicable, monitoring and evaluation efforts of the program.
- In collaboration with the team, develops, edits, and updates concept notes, proposals, program and project reports, and informational items for internal USIP staff members and external audiences (e.g., progress reports, web content, project pages, special reports, fact sheets, etc.).
- Conducts program-related research and writing as needed by the SPO.
- Assists the program staff in setting up administrative procedures for projects by designing or optimizing filing systems, tracking systems, mailing lists, etc.
- Schedules meetings and activities and follows up on action items to ensure their completion.
- Assists and guides with tasks and work of program team, including HQ-based staff and staff based in Sudan and South Sudan as requested.
- Updates program policies and procedures for compliance.
Procurement, Finance, Budget, and Travel Support:
- Generates routine budget and financial reports, and analyzes the program budget (e.g., monitors expenditures, schedules payments, and reviews budget reports) in order to develop recommendations for the SPO and program leadership on budget-related matters.
- Helps reconcile the budget of the program by ensuring obligations are expended, processing travel vouchers and reimbursements, and tracking the budget using financial software.
- Coordinates and optimizes contract management and execution support, including drafting contracts and budgets, and processing and tracking requisitions, receipts, and invoices. This is done in collaboration with HQ-based staff.
- Provides technical advice to program staff on contract-related requirements.
- Ensures administrative travel processes for domestic and international travel.
Events and Publications Support:
- Manage the development and execution of event and publication strategies in collaboration with the team and under the guidance of the program leadership.
- Coordinates all logistical arrangements for program events, including reserving rooms, developing invitations, monitoring RSVPs, ordering food and supplies, arranging room set-up, and serving as the main point of contact for attendees.
- Develops promotional and informative descriptions of events for internal USIP staff members and external guests.
- Coordinates domestic and international travel and overnight accommodations for event participants.
Knowledge Management:
- Responsible for building and maintaining project databases with after-action reporting, quarterly and final reporting, tracking of programmatic decision-making, correspondence with U.S. Government partners, and ensuring the capture of institutional knowledge and lessons learned within the database.
- Ensures that program databases, files, and contacts are organized and maintained.

QUALIFICATIONS
- A Bachelor’s degree with four (4) of experience in peace/conflict, international relations, or related fields is required.
- A Master’s degree with three (3) years of experience in peace/conflict, international relations, business administration, or related field is preferred.
- The ability to anticipate program needs and challenges and, more importantly, develop options for addressing those needs and challenges is required.
- Project planning and management, proposal writing, monitoring and evaluation, reporting, and writing skills are required.
- Excellent written and oral communications skills are required.
- The ability to travel to Africa is required.
- Written and spoken proficiency in Arabic is required.
- Knowledge of East African history, culture, and politics, especially Sudan and South Sudan is preferred.
- Field experience is preferred.

- Experience with budgets and cost management.

SayPro Financial Stability Specialist
Job Overview: Reporting to the Asset Building Coordinator, the Financial Stability Specialist ( Asset Building Specialist )will work together with the larger Economic Wellbeing Team through an integrated approach to help refugees to thrive financially in the U.S. This person will be responsible for providing support for recruiting and working with refugee clients to build net worth through the provision of Individual Development Accounts (IDA) and home down payment assistance (DPA). The Asset Building Specialist will help refugees and new Americans acquire assets through assisting in delivering asset-specific training and technical support, establishing savings accounts, reaching savings goals, and purchasing assets. This is a full time, regular term position.
Major Responsibilities:
- Conduct client outreach for the IDA and home buyer programs, particularly in the community’s recent arrival refugee population (those who have been in the U.S. less than 5 years)
- Together with the Asset Building Coordinator strategize on outreach methods and activities to provide asset building opportunities to all eligible members of the community (including those not presently served by IRC and that are secondary migrants to Utah)
- Assist in maintaining client case files and in obtaining documentation from clients to enable program participation and success
- Under the direction of the Asset Building Coordinator provide client services and assist in determining eligibility, creating and providing trainings, and providing technical assistance to those working to build their assets
- Work to become a certified financial coach and implement the coaching model in work with clients
- Support IRC’s Economic Wellbeing team in delivering financial coaching, workshops, and training to IDA and DPA participants.
- Coordinate with IRC’s Economic Wellbeing Team to ensure asset building participants access all services that will enable them to progress financially
- Comply with all IRC policies, procedures and protocols including adherence to the IRC Way and Child Safeguarding.
- Participates in all program meetings and staff development activities.
- Other related duties as assigned.
JOB REQUIREMENTS: Education:
· Undergraduate degree, or equivalent experience, in Business, Small Business Development, Finance, Entrepreneurship, Education, or related field preferred.
Work Experience:
· Knowledge and experience with financial topics, including budgeting, cash management, savings, investment, banking, and credit building;
- Prior experience in IDA management or HUD housing assistance highly desirable;
- Familiarity with or association with refugee communities in Salt Lake City highly desirable.
- Experience with client counseling, case management or coaching preferred.
Demonstrated Skills & Competencies:
· Strong organizational skills including: multi-tasking, prioritizing, planning, and effective time management;
