     COOPI is looking for a Head of Programmes in Sudan COOPI responds to the needs of the most vulnerable populations in Sudan since 2004, including refugees, Internally Displaced People, Returnees and vulnerable communities through an integrated WASH, Food Security and Livelihoods and Shelter approach. Monitoring, Evaluation and Learning (MEAL) contributes to the design and update of MEAL system at country, program and project levels together with MEAL Coordinator, project managers and under overall supervision of HoM; supports roll out of MEAL systems and ensure correct use of MEAL tools;  ensures beneficiaries’ feedback and complaints are promptly and respectfully collected and addressed; follows up MEAL coordinator and project managers to ensure project communication and visibility plans are implemented as per the donors’ and COOPI guidelines. Institutional relations contributes to relations management of institutional donors and potential new ones; contributes to represents COOPI through relations with institutions, I/NGOs, local and international organizations, and partners; ensures COOPI is strongly represented in relevant clusters at national and state levels. New opportunities identification  verifies and proposes to the Head of Mission the intervention priorities to consolidate new opportunities of involvement in Sudan; cooperates in the identification of new project opportunities; participates to the elaboration of strategies (geographical and/or sectorial) as well as in proposal development processes. Country office management contributes to the smooth country office management; contribute to the quality assurance of program implementation across the project development and implementation cycle and guarantees Country Regulation and the respect of the organization’s procedures. Staff management ensure the development of overall staff competence through leadership, training and coaching of technical and management key program/MEAL staff; is responsible for the staff performance evaluation together with the Head of Mission. Requirements Essentials  University degree relevant subject (International Development and/or Humanitarian Assistance, Project Management);  A minimum of 7 years progressively responsible experience in program management, leadership, and design in humanitarian and development contexts; Demonstrated experience and skill in proposal development, budget development, program implementation, monitoring and evaluation;  Experience in working with different Donors (ECHO, UNICEF, FAO, OCHA, WFP, AICS, European Union, UNHCR, UNDP, USAID etc.); Strong familiarity with the Humanitarian Cluster system; Sound knowledge of humanitarian standard and background (ex.     JOB BRIEF

    The Program Specialist (PS) provides overall support to all the USIP Sudan and South Sudan Program, by providing program/project management implementation, monitoring and evaluation, and day-to-day programmatic and administrative support for the program. Develops and updates informational material, conducts research, maintains program databases, and supports budget and contract management activities. This position is based in Washington D.C. and reports to the Senior Program Officer (SPO).

    TARGET SALARY RANGE

    Grade 10- $68,000 – $70,000

    The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

    RESPONSIBILITIES

    Program Management and Support:

    • Supports program management work to ensure a complex suite of projects in Sudan and South Sudan are planned and implemented successfully and on time.
    • Support and lead, where applicable, the drafting and timely planning and execution of program strategy and plans.
    • Coordinating in-country project implementation and partner engagement on select small projects.
    • Assists in the overall program and project development, management, monitoring evaluation, and learning.
    • Support and lead, where applicable, monitoring and evaluation efforts of the program.
    • In collaboration with the team, develops, edits, and updates concept notes, proposals, program and project reports, and informational items for internal USIP staff members and external audiences (e.g., progress reports, web content, project pages, special reports, fact sheets, etc.).
    • Conducts program-related research and writing as needed by the SPO.
    • Assists the program staff in setting up administrative procedures for projects by designing or optimizing filing systems, tracking systems, mailing lists, etc.
    • Schedules meetings and activities and follows up on action items to ensure their completion.
    • Assists and guides with tasks and work of program team, including HQ-based staff and staff based in Sudan and South Sudan as requested.
    • Updates program policies and procedures for compliance.

    Procurement, Finance, Budget, and Travel Support:

    • Generates routine budget and financial reports, and analyzes the program budget (e.g., monitors expenditures, schedules payments, and reviews budget reports) in order to develop recommendations for the SPO and program leadership on budget-related matters.
    • Helps reconcile the budget of the program by ensuring obligations are expended, processing travel vouchers and reimbursements, and tracking the budget using financial software.
    • Coordinates and optimizes contract management and execution support, including drafting contracts and budgets, and processing and tracking requisitions, receipts, and invoices. This is done in collaboration with HQ-based staff.
    • Provides technical advice to program staff on contract-related requirements.
    • Ensures administrative travel processes for domestic and international travel.

    Events and Publications Support:

    • Manage the development and execution of event and publication strategies in collaboration with the team and under the guidance of the program leadership.
    • Coordinates all logistical arrangements for program events, including reserving rooms, developing invitations, monitoring RSVPs, ordering food and supplies, arranging room set-up, and serving as the main point of contact for attendees.
    • Develops promotional and informative descriptions of events for internal USIP staff members and external guests.
    • Coordinates domestic and international travel and overnight accommodations for event participants.

    Knowledge Management:

    • Responsible for building and maintaining project databases with after-action reporting, quarterly and final reporting, tracking of programmatic decision-making, correspondence with U.S. Government partners, and ensuring the capture of institutional knowledge and lessons learned within the database.
    • Ensures that program databases, files, and contacts are organized and maintained.

    QUALIFICATIONS

    • A Bachelor’s degree with four (4) of experience in peace/conflict, international relations, or related fields is required.
    • A Master’s degree with three (3) years of experience in peace/conflict, international relations, business administration, or related field is preferred.
    • The ability to anticipate program needs and challenges and, more importantly, develop options for addressing those needs and challenges is required.
    • Project planning and management, proposal writing, monitoring and evaluation, reporting, and writing skills are required.
    • Excellent written and oral communications skills are required.
    • The ability to travel to Africa is required.
    • Written and spoken proficiency in Arabic is required.
    • Knowledge of East African history, culture, and politics, especially Sudan and South Sudan is preferred.
    • Field experience is preferred.
    • Ability to work as a team player.
    • Experience with budgets and cost management.
    • Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel are required. Strong computer skills in database usage are preferred.
    • Strong time management skills with the ability to prioritize work and meet deadlines.

  • SayPro Information Management Officer, Rooted in Trust Sudan

     ABOUT THE PROJECT Internews is working at the frontline of the COVID-19 infodemic to ensure communities have access to timely, accurate, and responsive information, so that people can make well-informed health choices. Through the Rooted in Trust 2.0 (RiT) project, Internews aims to combat COVID-19 rumors and misinformation in 10 countries: Afghanistan, Lebanon, Brazil, Colombia, Mali, DRC, Zimbabwe, Iraq, Sudan and South Sudan. We work to create impact at the local level and inform approaches to rumor management at the global level. In Sudan, Internews' RiT project tracks COVID-19 related rumors and misinformation among conflict-affected communities, including on social media platforms, and through face-to-face discussions with community members. This regular feedback collection aims to inform and influence risk communication efforts by humanitarian and public health actors, and to support local media in disseminating accurate and actionable information that responds to communities' COVID-19 information needs. The project is supported by a Global Technical Advisory team made up of media, humanitarian, data science and information management experts. In Phase 1 of the project, we collected more than 19 thousand rumors in 14 languages and supported more than 30 local trusted information providers. In this critical phase of the pandemic, we will build on these efforts to listen and respond to the information challenges faced by vulnerable groups in humanitarian contexts, encouraging open dialogue between citizens and scientists and stronger and more collaborative partnerships between information providers (such as local media) and humanitarian and health sources. ABOUT THE OPPORTUNITY The Information Management Officer will be responsible to ensure optimal information management across the Internews network at local and country levels. The Information Management Officer will focus on collating qualitative information like social media interactions, questions from audiences on radio and TV shows, concerns and questions as collected by CSOs and national NGOs, and where relevant, feedback collection by other humanitarian actors, and then ensuring it is cleaned, collated an organized in a consistent and continuous way in support of local and regional content production and informed decision-making among humanitarian and health actors. LOGISTICS This is a remote-based position. Preference will be given to candidates with demonstrable knowledge of the Sudanese context. Candidates based anywhere in the world will be considered.      COOPI is looking for a Project Manager in Sudan COOPI has been present in Sudan since 2004 providing humanitarian assistance to the affected population in North Darfur for a long time has been the scene of armed clashes and particularly hit by periods of severe natural disasters. Recently COOPI expanded the area of intervention to East of Sudan responding to floods and Refugees from Tigray Emergencies and Khartoum region. COOPI responds to the needs of the most vulnerable populations in Sudan since 2004, including refugees, Internally Displaced People, Returnees, and vulnerable communities through integrated WASH, Food Security, Livelihoods, and Shelter programs. COOPI mainstreams Disaster Risk Reduction, Climate Action, Gender, and Protection, and focuses both on life-saving interventions as well as building long-term resilience through community-based programming. Currently, COOPI is implementing the country project portfolio through three Area PMUs: El Fasher (West), Kassala and Gedaref (East) and Khartoum. To allow the management of these activities and to ensure access to basic services for the hosting population and refugees, different interventions are going to be carried out, in the field of Water-Integrated Water Resources Management, Food S-livestock, Conflict Mitigation and Dispute Resolution, and Protection. Description of the role The PM is responsible for the implementation of the related project planning, control, and quality, and management technics required to implement the same project (LF, chronogram, deadlines, indicators, and results). (S)He will supervise and coordinate all project activities and stakeholders, review monitoring, interim/terminal reports, and financial plans, support the recruitment staff and undertake field missions. (S)he will also ensure full implementation of the project according to donor and COOPI requirements. In coordination with the desk officer, he/she will ensure the correct management of resources in order to achieve the strategic objectives. He/she will ensure the regional and national strategy, maintaining quality and relevance of the carried out actions, always under the organization’s mandate. The CD, through his/her leadership, will motivate the team, anticipating and managing possible conflicts. He/She will encourage innovative focus and will supervise the coordination team. Likewise, he/she will be defining the training strategy and professional development of his/her team, above all off the national one. The CD is responsible for the security of his/her team, he/she will promote, encourage and supervise the implementation of the charter of principles of Action against Hunger, as well as of its ethics code and anti-fraud politics. He/She will represent Action against Hunger before donors, authorities, international organizations, other NGOs, private sector and whichever institution of interest. The CD is in charge of ensuring the financial viability of the mission in coordination with HQ and of ensuring an efficient management of available resources of the Mission. He/She will direct the implementation of the fundraising strategy of public and private funds, designed in coordination with HQ. Likewise, he/she will be responsible of promoting technical innovative focus and fostering best practices and their replicability. The CD is responsible of achieving the annual objectives of the mission. Do you meet the profile required criteria? Knowledge of key donors of the sector; Strong networking and representational skills; Emergency Response coordination; Strategic and operational planning; Team management and leadership; Desirable: Knowledge of AAH technical areas of work (WaSH, FSL, Nut, DRR); Security management in sensitive contexts Minimum 3 years in International NGO management/coordination (Country Director level); Valuable: Experience in the Sudan or with Action Against Hunger (AAH) network Experience in identification, negotiation and management of development and emergency response projects. Command of issues related to the humanitarian system and International cooperation. Previous Experience as Country Director in similar contexts and organizations; High skills of representation and negotiation with donors and stakeholders High skills in constructing a medium-term strategy, defining and following the operation planning and response to emergency situations; Adaptability to political and cultural contexts and capacity of managing stress and working under pressure.
