Roles and Key Responsibilities Strategy Management Develop regional supply chain annual objectives. Ensure the application of agreed-upon regional/GSCM annual objectives to CP objectives as relevant. Support the implementation of those objectives regionally. Recommend to the DRD-Ops related budget line entries. Contribute to strategy development and alignment regionally . General Description of the Programme: GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey. GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household. GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services. Job purpose: The Senior Supply Officer works in close collaboration with the GOAL Logistics Teams in Syria and Turkey, the Procurement and Program Teams in Antakya. He/she will be under the supervision of the GOAL Supply Manager to efficiently organize the supply chain of humanitarian aid for GOAL Syria program. Maintain and ensure the quality report especially the Procurement Tracker is updated and accurately on a monthly basis Ensure successful achievement on a monthly basis of the two Supply Chain key performance indicators (KPIs) as part of the country’s overall KPI and successful achievement of meeting the target of savings from sourcing activities. This will include raising issues through the Risk Management Report mechanism Provide orientation, coaching, and ongoing training for staff and partners (if required) to ensure all are aware of Save the Children procurement and Supply Chain policies and procedures Internal & External Business Partnering and Reporting Proactively collaborate with Programs and other functions/departments to ensure that Supply Chain deliver the key values in a timely and effective manner Coordinate / with Myanmar Sri Lanka Thailand cluster (MST) and Asia Regional Office (ARO) related to Supply Chain matters and attend webinars/trainings as required by MST/ARO Responsible for Key Performance Indicators (KPIs) for country office submission and ensure high quality reports are delivered in timely and accurate manner Ensure that all Supply Chain Operation risks are regularly evaluated and that key risks are comprehensively mitigated. Actively participate in the Project Kick-Off, Program Meetings, Awards Review Meeting or related meetings that is related to Supply Chain to ensure that all information are taken for further planning and related key issues are constructively addressed. Asset Management Ensure a proper tracking of all Save the Children assets especially an Asset Register and General Programming Equipment Register for the National Office Ensure all assets are managed according to Save the Children policy (tagged, registered, issued, disposed of correctly, etc.) Perform a yearly physical check of assets and provide the updated asset register to Finance quarterly Ensure assets are insured and safe to use Warehousing and Stock Management Ensure valid documentation of all processes are follow by Save the Children standard policy and protocol Ensure effective stock keeping system is in place for all warehouses and perform periodic spot-checks on the stock particularly mid-year stock check including provide stock check report as required by Save the Children’s policy and protocol. Ensure that the stock has been properly managed and reporting in the Total Inventory Management system (TIM) Provide related trainings to Supply Chain staffs in regards to policy changes related Warehousing and Stock Management including basic training for system use. Ensure sub-office stock managed by the Supply Chain focal point is timely and accurately Transport & Fleet Management Ensure modes of transport used by staff are safe; such as rented vehicles have minimum safety standards, airlines with good aviation record are used and align with fleet management policy. Monitoring fleet related matters including sourcing activities – for rental that Vehicle Checklist has been maintained and quarterly updated to ensure Safety for staff Provide related training/updates to Supply Chain staff if there is policy/protocol change.
