  • SayPro Field Coordinator. Chernivtsi. Ukraine

     The Field Coordinator in Chernivtsi office will support the emergency management system and the response, implementation, and adaptation of MDM operations in South and Western part of Ukraine (Chernivtsi region for now) to cope with the current emergency. In addition, he/she will lead the identification, design, implementation and adaptation of projects and programmes, in close liaison with other members of the coordination team and the logistics/finance department and act as main security focal point for his/her area of intervention. GEOGRAPHICAL SCOPE OF INTERVENTION: The successful candidate will be based in Chernivtsi, Ukraine, with possibility to move to other locations due to security reasons ORGANIZATION CHART The Field Coordinator is reporting to, and under the direct responsibility of Ukraine General Coordinator FUNCTIONS Lead the different phases of programmes/projects and adaptation, based on the context/risk analysis and in line with the initial findings of needs/risk assessments and available resources. Ensure the program and project resources are planned, allocated and utilized effectively and transparently and in full accordance with local laws and donor requirements. Collaborate with the team to critically review and analyse systems in place to ensure ongoing budget monitoring, financial management and expense control and compliance Manage the base team and ensure each position has clearly defined and achievable objectives. Collect relevant information for the subsequent in-depth analysis of the humanitarian situation through key informants (international NGOs, local, UN, Donors, authorities, etc.) and understand the trends and evolution of the crisis, as well as knowing barriers / red lines or limitations in our potential interventions / actions. Maintain strategic vision and identify intervention opportunities and possible adaptation of our projects, including resources and risks analysis. Ensure ongoing budget monitoring, financial management and expense control and compliance for the projects in charged. Analyse possible gaps in the humanitarian response where MdM could contribute to improve the situation. Identification of possible actions and work modalities that could potentially be carried out, based on the needs and gaps identified. Contribute to a continuous in-depth analysis of the security situation, design, update and implementation of security management measures in his/her area of intervention . Act as main security focal point for his/her area of intervention, under the supervision of the General Coordinator and with the support of logistics/security team. Supports the management of context information using different tools or instruments: situation diagnostics, stakeholders mapping, sitreps and other tools may be needed. Maintain an adequate level of reporting internal and external and ensure the projects resources are planned, allocated and utilized effectively and transparently and in full accordance with local laws and donor requirements Facilitate communication among staff and with HQ as required.   • SayPro Safety and Security Coordination – Ukraine

     Job Summary: The humanitarian needs in Ukraine are quickly escalating due to significant instability and vulnerability of the Ukrainian population. In response to the crisis, FHI 360 will implement an integrated program that provides life-saving and sustainable activities under health and protection that will meet the critical needs of internally displaced persons and affected communities. Responsible for the safety and security structure of FHI 360’s humanitarian response efforts in Ukraine, the Safety and Security Coordinator is responsible for the overall management and implementation of the organization’s security policies and standard operating procedures. The incumbent advises the senior management team on all security related issues related to implementing programming that ensures that FHI 360 staff and assets, office premises, and beneficiaries are secure. Conducts training on site for staff and facilitates development and implementation of country security management plans. Based in Vinnytsia or Dnipro, these duty stations are designated as extreme risk and pose a heightened risk or direct threat to personal safety. However, FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. Applicants should research these locations and the associated risks before applying. The position is envisioned for an initial 11-month period, with the possibility of extension. For international staff based in Ukraine, FHI 360 provides a competitive salary, danger pay, premium pay allowance, accommodation, relocation, and regular R&R rotations which includes a roundtrip ticket to designated relief point (or equivalent amount to preferred destination), and a 500 USD lump sum payment. Accountabilities: Produce, roll out and maintain updated security management standard operating procedures for field staff, ensuring compliance to the organization’s global safety and security standards. Conduct threat analyses and risk assessments of the environment and provide recommendations for context specific security management requirements to management. Oversee the field offices in developing and tending to the day- to-day conduct of office security program, ensuring adequate responses to security incidents both natural and manufactured. Provide technical security advice in consultation with the Global Security on the existing and any new potential offices including site selection and establishment of effective physical and procedural security measures. Lead physical security, fire safety, and office evacuation drills periodically. Conduct hotel assessments in liaison with travel office for a safety and security approval process. Establish a network with other key security players for information sharing and joint lobbying on security matters where possible. Attend security meetings such as INSO, OSAC, UNDSS, INGO forum, etc. Conduct onsite training for staff in the field of safety including personal safety, emergency evacuations, travel safety, relocation and evacuation. Work with logistics staff in seeking security clearance for asset movements to operational areas. Supervise and regularly appraise security contractors and Guard Companies (as required) per agreement ensuring that all company policies and practices related to these are adhered to. Provide advance security briefings to staff and visitors, ensure plans for tracking arrival, departure and accommodation. Conduct periodic briefing to Coordinators/Managers and all staff keeping them up-dated on security developments and/or risks that may affect the organization’s operations and make recommendations to minimize risks. Evaluate emergency/staff incidents involving staff and assets to Global Security and recommend response actions. Maintain and/or create a travel management system to track the location and contact information for all visiting staff and consultants. Plan for both security and medical evacuation for all locations and develop contingency planning including roles, relocation of staff, collection points, routes, etc. May provide trainings and support (as required) to local partners. You will assist the Senior Management Team in country to ensure that MAG’s approach to community participation in mine action is integrated into the planning and implementation of programme activities**.** You will also undertake the management, training, assessment and monitoring of Community Liaison (CL) staff and activities in the field and recommend improvements to the Technical Operations Manager (TOM), Country Director (CD), or other MAG managers as appropriate. The postholder will be responsible for the gathering and dissemination of relevant and accurate information to enable informed decision making, maximisation of impact and the achievement of MAG’s vision, mission and key aims. About you: You will have demonstrable experience working overseas in community and/or educational development activities, in emergencies and within a growing programme start-up environment. You will need significant experience of participatory research techniques in a working context and of conducting needs or risk assessments in order to design and implement appropriate interventions. You will also be experienced in the monitoring and evaluation of development projects and in the design and delivery of formal or informal training and transfer of skills to others. The postholder will have experience working independently for extended periods of time in “stand-alone” environments with minimal supervision. To be successful in this role, you will need strong information and people management skills, relevant numeracy and IT skills and good spoken and written English skills. Excellent communication and interpersonal skills and the ability to establish relationships with local authorities and people from a military, development and community background are required. You will also have sound understanding of rural livelihood and international development issues and excellent organizational skills with the ability to coordinate activities and projects. In addition, you will be able to establish effective working relationships at all levels and to represent and promote MAG. The Community Liaison Manager will be sensitive to cultural differences, able to work in a wide variety of cultural contexts and have humanitarian and capacity building principles. You will need to be self-motivated, flexible, and have a strong interest in and commitment to MAG’s humanitarian mandate. You will be able to demonstrate initiative, be determined, and offer an enthusiastic and flexible approach to work.     Community Organized Relief Effort (CORE) CORE is seeking an experienced and highly motivated Grants Manager to support Ukrainian refugee response programming as a component of a holistic package of support to refugees.

    Responsibilities:

    • Lead the management of donor grants to support CORE’s Ukraine response operations in Poland and in Ukraine (and Romania?)
    • Develop a grants management framework for the mission to ensure adherence to reporting and financial deadlines
    • Manage relationships with donor focal points and advocate for CORE’s programmatic expansion
    • Liaise with CORE HQ on proper grants management procedures and protocols
    • Support the development and smooth implementation of a subaward mechanism to provide funding and in-kind resources to CORE’s local partners in Poland and Ukraine (and Romania?)
    • Develop and implement accountability measures to ensure local partners’ proper use of CORE funding in cases of remote management and humanitarian access restrictions

    Qualifications:

    • Fluent in English; Ukrainian/Russian/Polish skills a significant advantage
    • At least 5 years experience managing grants for an international NGO

    As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

    We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

    Key areas for impact, influence and responsibility

    As Humanitarian Finance Manager you will –

    • Support exclusively the Humanitarian portfolio in developing and assessing donor funded project proposals and developing new products and funding
    • Provide accurate, timely, financial information that allows the humanitarian programme to operate effectively and in alignment with HelpAge financial goals
    • Ensure best financial practice across the humanitarian programme, identify and resolve any financial management problems and ensure compliance with organisational policies and procedures
    • Manage Project Accountants for restricted funded projects
    • In collaboration with the Global finance team ensure appropriate resources are budgeted for full cost recovery, prefinancing and co-funding is closely monitored and managed and claims against the projects are promptly submitted and followed with the donors
    • In collaboration with the Global finance team, assess implementing partner capacity. Support implementing partners remotely and through visits in improving areas highlighted in partner assessments, partners audits or identified during project implementation

    Let’s talk about you

    You will be someone with:

    • A part or full qualification with one of the major accounting bodies
    • Track record of providing strategic financial support to senior management teams
    • Strong hands-on experience in working with humanitarian teams and implementing partners in complex international settings
    • Strong hands-on experience in dealing with Emergency Programme and humanitarian contexts
    • Experience in developing budget proposals, managing donor contracts, preparing and reviewing donor financial reports, coordinating project and partners audits
    • Proven ability to support non-finance staff and managers in reviewing financial information, with coaching and capacity building skills
    • Ability to work at strategic level in terms of funding, identifying gaps and risks and providing appropriate solutions
    • Strong written and spoken English

    Desirable:

    • Fluency in Russian
    • Experience of working with older people or other at-risk groups
