The PO is responsible for designing and implementing a strategy for IRI's programs in her/his countries of assignment, which will include Nigeria, Cameroon, and Benin among others. S/he also identifies program partners and develops and maintains close relationships with them and with funders. The PO is also involved in new business development efforts. Position Requirements: Undergraduate degree in political science, international relations or related field. Three to five years’ professional experience in democratic governance and politics, preferably working directly with political parties, civil society organizations/NGOs or legislative bodies, or equivalent combination. Working knowledge of the politics, economics, history and culture of sub-Saharan Africa. Specific knowledge of West Africa preferred. Strong written and oral communication and presentation skills. Demonstrated experience working with US Government funded projects and familiarity with USG regulations and processes. Experience with program management, implementation and basic accounting necessary to draft and oversee a budget. Demonstrated management experience including ability to motivate and manage staff. Demonstrated ability to effectively direct or participate in complex negotiations with bilateral and/or multilateral government agencies, other funders or relevant audiences. Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals. Ability to travel to new and challenging environments. French language proficiency a plus. Primary Functions & Responsibilities: Monitors, analyzes and reports on political and related developments in West African countries to provide regional and country analysis and information. Anticipates potential problems and trouble shoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions. Oversees implementation of specific grant(s) and associated grant activities under the supervision of the Program Manager and in collaboration with the West Africa Field Office teams. Maintains an understanding of funder and IRI policies and procedures related to grant compliance and oversight. Understands assigned grant’s substantive, financial and compliance requirements. Monitors and ensures proper tracking of budget estimates and program expenditures to ensure that IRI projects remain within budget allocations. Oversees and participates in all monitoring and evaluation efforts for grants assigned. Leads efforts to evaluate and uses information related to the approved grant work plan. Writes/collaborates with the West Africa Field Office teams, and edits/adds information to ensure high quality quarterly, semi-annual, final, and other relevant reports for funders. Contributes to the substantive design of new programs and contributes to the development of new program ideas. Assists with assessing new funding opportunities and serve as proposal manager (as assigned) for new bid opportunities. Establishes, maintains, and develops strong working relationships with relevant stakeholders in DC and abroad. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. Job Summary: You will provide technical advice, guidance, and support to programs in 11 countries in the West Africa Region, including Burkina Faso, Cote d’Ivoire, Ghana, Guinea, Liberia, Mali, Niger, Senegal (Gambia, Guinea Bissau), and Sierra Leone. You will support implementation of CRS’ Global Gender Strategy, which renews CRS’ commitment to putting gender at the core of programming and ensuring equitable participation and benefit of women and men, girls, and boys for enhancing program quality. Your responsibilities will range from supporting program design and implementation issues in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to providing technical support to country teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to effective, adaptive and innovative programming in the region. All projects in the West Africa region have a gender component including, in particular, large integrated programs funded by donors such as USAID, USDA and various foundations. You will possess strong expertise and experience in gender programming, knowledge of industr y standards and best practices, and strong capacity in technical writing (in English and French) for products such as proposals and technical studies. You will work closely with your counterpart Technical Advisors (TAs) in other sectors to ensure cross-sectoral integration of activities and to jointly advance WARO’s strategic priorities. You will also collaborate closely with members of the Agency gender team. Training CRS staff in gender will also be a focus of your role. Roles and Key Responsibilities: Provide technical leadership and strategic assistance to WARO country programs in the design, implementation and monitoring of gender activities to ensure alignment with regional and Agency strategic priorities. Provide technical solutions to regional and CP teams, remotely and on-site, for strategic planning and ensure the application of Agency and industry best practices and standards. Facilitate learning for evidence-based gender programming across WARO. Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and contributing to research and internal reports. Share guidance in the use of relevant agency policies and key conceptual frameworks in the development of regional programs and project proposals. Engage in project start-up, monitoring, analysis, course-corrections and evaluations to ensure high quality, impactful program implementation. Support funding acquisition by providing technical/design leadership, leveraging existing learning, identifying and cultivating strategic opportunities, and assisting country teams in the development of winning proposals.      Aga Khan Foundation The Aga Khan Foundation (AKF) is an agency of the Aga Khan Development Network (AKDN), a group of private, non-denominational development agencies that share a mission to improve the living conditions and opportunities of marginalized communities in target countries across Africa and Asia. AKF was established by His Highness the Aga Khan in Switzerland in 1967 and began working in East Africa in 1974. In Uganda, AKF operates a multi-sectoral portfolio that includes programming in Education, Economic Inclusion, Civil Society, Health, and Early Childhood Development predominantly in the Central and West Nile Regions. AKF is committed to ensuring that girls and boys, women and men, are equipped with the knowledge, skills, attitudes, and values to help them interact effectively with the world and be contributing members of a pluralistic society. Background AKF in partnership with World university Services Canada (WUSC), has been delivering the Adolescent Girls’ Education in Crisis Initiative, a four-year project focused on enabling adolescent girls and young women in Moyo and Obongi to pursue diverse educational and learning pathways. Critical to achieving this is the need to reduce socio-cultural barriers that inhibit of prohibit AGFY from accessing gender equitable, quality education (including SGBV and Gender Equity issues). To contribute to this, AGENCI adapts both formal and non-formal education interventions. In relation to this call, AGENCI intends to collaborate with explicit digital innovators with opportunities for AGFY and communities to deliver solutions that increase participation of AGFY in non-formal education. Therefore AKF is seeking partners that have existing, evidence-based innovations and/or solutions to support out of school learning for adolescent girls and boys that can be tested and assessed for relevance in Moyo and Obongi. It is expected for AKF to work with identified partners to test the solution in approximately five community sites, gather data and evidence of change, and, if successful, develop a proposal for broader implementation across Moyo and Obongi. Scope of Work Partners will be expected to: Co-design the testing phase of the evidence-based innovation and/or solution identifying communities and finalising timelines Lead the delivery of the innovation and/or solution in the agreed number of sites in Moyo and Obongi including AKF, WUSC, and Windle teams as agreed during the co-design phase Leverage existing M&E frameworks, tools, and structures to develop the evidence needed to determine the relevance and impact of the innovation and/or solution through the test Finalise a report clearly articulating what worked well, gaps, overall impact, and any required potential adaptations needed to increase impact, sustainability, and scale.
