JOB BRIEF
The Technical Lead, Social Cohesion is a key member of the USIP Africa Center’s Sudan Team. The Social Cohesion Technical lead will provide input into the design, implementation and monitoring of activities related to the Program Component: Improve Social Cohesion Across Groups and Geographies and Strengthen Civil Society, Democracy, and Peacebuilding Champions. The Social Cohesion Technical lead will report to the Country Representative and will be based in Khartoum, Sudan.
This is a Personal Services Contractor position.
RESPONSIBILITIES
Program Development and Strategy:
• Collaboration with USIP staff on conceptualization and design of the strategy and objectives for social cohesion and countering violent extremism (CVE) program component
• Contribute to the strategic vision of USIP’s work in Sudan, inputting into processes and policies, and provide ideas, initiatives, and information for the social cohesion portfolio
• Monitor local and regional political developments and regularly brief USIP and partner staff on their potential programmatic impact related to the social cohesion portfolio
• Manage business development activities as needed
Program Implementation and Oversight:
• Lead and manage the preparation of project reports and submit timely reports ensuring relevancy, quality and appropriateness of content and presentation.
• Provide program backstopping and management on high- visibility projects related to social cohesion and CVE
• Monitor the achievement of results by periodically reviewing the development context, indicator data, and other indicators of portfolio progress under the direction of the Monitoring and Evaluation Officer.
• Identify problem areas and recommend corrective measures
Representation and Strategic Partnership:
• Communicate and coordinate the social cohesion program activities in close collaboration with other USIP staff and partners, including the U.S. Department of State and other USG colleagues
• Develop and maintain collaborative relationships to ensure close coordination with other in-country staff, assist with identification of potential local partners and opportunities, and achieve maximum synergy across project
• Articulate program strategy, as well as communicate and coordinate social cohesion activities between USIP and its partners
QUALFICATIONS
• Bachelor’s degree required, preferably with a focus on foreign policy, diplomacy, or political science; Master’s degree preferred.
• A minimum of six (6) years of program management or design experience in Sudan, part of which is preferably with an international organization.
• Knowledge of programming principles, concepts, practices, methods, and techniques of development assistance, generally with regards to social cohesion, CVE, peacebuilding, and democracy and governance activities
• Demonstrated ability in designing programs to prevent and counter violent extremism including conflict sensitivity plans, conflict sensitive implementation and conflict sensitive communications.
• Business development experience including a successful track record in management of donor relations, proposal management and writing
• Excellent communication and relationship building skills and familiarity with managing different communication styles between Sudanese and international stakeholders.
• Excellent communication skills, including the ability to mobilize peers, and write effectively in a variety of formats for a variety of audiences.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Oral and written fluency in English and Arabic required.
• Legal residency in Sudan is required.
