  1. Tasks to be performed by the contractor

The objective of the consultancy is to support the AfCFTA Secretariat Directorate of Trade in Services, Investment, Intellectual Property Rights and Digital Trade in Accra, Ghana, by providing targeted, intensive support and coordination of phase II negotiations on investment policy.

The consultant will:

  • Facilitate and provide technical and secretarial support to the Member States during negotiations on investment;
  • Ensure the provision of supporting documentation for the meetings of the various levels of the negotiating organs and post-meeting minutes;
  • Manage the provision of appropriate conference facilities and support services for meetings of the various levels of the negotiating organs regarding investment;
  • Support the timely production and dissemination of minutes of all meetings at all levels of the AfCFTA negotiating organs regarding investment;
  • Maintain and disseminate an up-to-date schedule of all current and future meetings of all levels of the AfCFTA negotiating organs;
  • Support and follow-up on secretarial measures advancing the implementation of the investment protocol;
  • Prepare topic briefs and short papers on request of the AfCFTA Secretariat in support of the negotiations and the upcoming implementation;
  • Produce minutes and reports of meetings related to investment;
  • Develop and manage a capacity building and technical assistance plan/program for the AfCFTA negotiations and implementation, including managing the different partners, offers and requests for technical assistance or capacity building related to the AfCFTA negotiations;
  • Produce the required periodic reports of the activities of the AfCFTA Secretariat concerning the investment protocol activities and ensure that agreed deadlines for these reports are strictly adhered to;
  • Maintain regular contact with the GIZ Support Programme to the AfCFTA team.

Deliverables

The consultant will provide the following deliverables:

  • Minutes and reports of expert group meetings as well as all other levels of the AfCFTA negotiating organs;
  • Work plan for capacity building and quarterly updates of the work plan;
  • Periodic reports on investment activities with the AfCFTA Secretariat;
  • Quarterly reports on support activities provided by the consultant.

Period of assignment: From 01.10.2022 until 30.09.2023.
