SWEDO is a Swedish non-profit, non-political, non-religious development aid organization that was founded in 1991 in Stockholm, Sweden. Having continuously operated in Iraq ever since, SWEDO’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building. SWEDO also works on the development and capacity building activities aligned with human rights-based approach to achieve long term sustainable resilience.

SWEDO currently operates in Iraq, Syria, Jordan and Palestine with a wide range of partnership and grants including – among others – UNHCR, WFP, UNFPA, ILO, ECHO, Forum Civ, Swedish Institute and others.

In the past three years SWEDO experienced a rapid growth in new humanitarian and development sectors, such as supporting job creation and restoring Small and Medium Enterprises (SMEs) that were affected by the financial impact of COVID19, value chain in agri-food sectors impacted by climate change and promotion of women-led hub for the coordination of humanitarian information, community conflict resolution. Such growth led to economy management requirements and regular financial control.

The Economy Administrator/Controller (EC) will be a strategic position, and report to the Secretary General. The EC will lead and develop an internal team to support the following areas: finance, business planning and budgeting, human resources, international relations and contracts department. The Economy Administrator/Controller (EC) will play a critical role in partnering with the senior leadership team in strategic decision making and operations as SWEDO continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a well-respected, high-impact organization.

The position may involve some travel to the Middle East and the countries in which SWEDO operates, especially during audit periods. The position also means that certain working hours can be arranged on weekends or evenings depending on the work requirements.

Roles and Responsibilities

• Analyse and present financial reports in an accurate and timely manner; communicate monthly reports and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.

• Coordinate and lead the annual audit process, liaise with external auditors and the working committee of the board of directors; assess any changes necessary.

• Oversee and lead annual budgeting and planning process in conjunction with the SG and Treasurer; administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.

• Manage organizational cash flow and forecasting.

• Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.

• Update and implement all necessary financial business policies and accounting practices; improve the finance department’s overall policy and procedure manual.

• Effectively communicate and present all the financial matters from CMO and HQ to the board of directors.

• Book-keeping.

• Follow-up on audit reports from donors, followed up by a report submitted to the SG on recommendations from projects auditors and action points.

• Correct financial monthly reports prior to board meetings. Prepare presentations for the board meetings, participate in the working committee meetings and board meetings.

• Prepare and control internal budgets for all offices.

• Follow up on the invoicing system and invoicing timelines for SWEDO donors.

• Participate in meetings with donors and potential donors.

• Responsible for the accounting systems of the organization and upgrading it when needed to match donor and auditors’ requirements. Responsible for making sure that all financial and HR data are stored digitally on the accounting systems.

Required Qualifications and Skills:

• Education level: Minimum Bachelor’s Degree or Equivalent. Higher education with MSc or above from an international recognized University is a merit. Specialization in a field relevant to financial management and accounting.

• Minimum five (5) years of professional experience.

• A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making.

• Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.

• Professional knowledge of Swedish and English language and of at least of another language in use among Donor agencies.
