The IRC in Northern California (NorCal) is composed of four offices in Sacramento, San Jose, Oakland, and Turlock/ Modesto. The NorCal office supports a diverse group of clients including refugees, asylees, asylum seekers, trafficking survivors, and immigrations from a range of backgrounds. The NorCal office programs are focused on refugee resettlement, economic empowerment, health and wellness, immigration services, anti-trafficking support, and more.

Job Overview: The Sacramento Senior Site Director will oversee programmatic and operational activities in the Sacramento office which covers services primarily in Sacramento county, but which have grown to support 31 counties across NorCal. The Sacramento Senior Site Director represents the IRC in the local communities under his or her oversight and is part of the NorCal leadership team. In collaboration with NorCal leadership, this position is responsible to lead the strategic direction of the Sacramento office, drive program growth and quality, ensure financial management and compliance, contribute to local and wider NorCal business development, and manage a team large, diverse team of staff.

Major Responsibilities:

Leadership:

  • Directly responsible for the program outcomes of the Sacramento office in alignment with the IRC organizational strategic goals (Strategy100), with Nor Cal Strategic Action Plan (SAP) and within Sacramento strategic goals.
  • Participate in NorCal Leadership regional coordination and cohesion
  • Work with NorCal Leadership to set and drive achievements on the vision for the Sacramento office
  • Implement activities aimed at reaching IRC SAP for IRC Sacramento
  • Develop local processes to achieve strategic goals

Programmatic Oversight:

  • Design and oversee programs in response to client needs
  • Oversee and monitor program performance in order to achieve excellence in programming at all levels. Work with staff to achieve outcomes.
  • Directly responsible to contribute to business development discussions and support grant writing with Nor Cal Development Team
  • Review and approve program reports to funders or to IRC HQ requests.
  • Support development and use of client feedback systems as well as data collection to inform future program design and direction
  • Meet with clients regularly and as needed when incidents and grievances arise.

Human Resources:

  • Directly supervise a team of 6-8 staff who provide or oversee program and operational functions within Sacramento office
  • Oversee recruitment, onboarding and performance of office wide staff, volunteers and interns
  • Facilitate regular staff meetings, hold team meetings and provide direct supervision 1:1 meetings
  • Provide training and oversight on IRC policies and protocols including IRC Code of Conduct, Safeguarding, and other key priorities
  • Promote and maintain a culture which embodies equity, inclusion, and diversity within its teams
  • Work with staff and Nor Cal/ IRC HR to resolve issues when there is an identified performance situation
  • Promote a cohesive and positive office environment through creating opportunities for collaboration and team-building as well as demonstrating a commitment to staff wellness, duty of care, and positive support systems

Community Leadership and Engagement

  • Maintain and develop strategic relationships with local community (police, politicians, community and faith-based organizations, social services)
  • Develop and maintain partnerships in the community with local funders (private foundations, businesses, local donors and public institutions such as county boards, city stakeholders and statewide stakeholders
  • Represent IRC Sacramento in Quarterly Consultations with local stakeholders
  • Engage in local refugee forum activities or designate someone in the office to hold this position
  • Support NorCal Development team with implementation of local fundraising activities
  • Work with NorCal Development team on grant writing for future funding opportunities and on all reporting for revenue streams
  • Cultivate local donor relationships
  • Work with NorCal Leadership to engage with local media

Finance and additional operational support

  • Contribute to NorCal annual Operating Budget development and to regular reforecasts
  • Review monthly Revenue and Expense reports for local office (BvAs)
  • Monitor and manage local programmatic budgets and directly responsible for decisions regarding expenses for the sites to ensure fiscal integrity and fiscal responsibility
  • Responsible for facilities, IT and security management for local office
  • Other related duties as assigned

Key Working Relationships:

Position Reports to: The NorCal Executive Director

Position directly supervises: Program management and Program coordinators, with dotted lines to Operational team

Other Internal and/or external contacts: Interfaces with various internal functions from IRC NorCal and IRC HQ. Represents the IRC with local external partners, community organizations, employers, funders, etc. Serves as the daily supervisor indirectly for the Immigration staff.

Job Requirements:

  • 4 year college degree required. Graduate degree in management, international relations or social work preferred
  • 5+ years of program management experience, preferably in Social Services, Non-profit or refugee services sectors.
  • A minimum of 5 years supervisory experience
  • Demonstrated success working and communicating effectively in a multi-cultural environment
  • Experience in refugee serving programming highly preferred
  • Proven ability to contribute both independently and as a key team member
  • Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively
  • Fluency in written and spoken English
  • Fluency in additional languages preferred
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); database experience strongly preferred
  • Valid driver’s license, reliable vehicle with current insurance

Working Environment:

Standard work environment. Expectation to travel within local community for partner meetings and events. Expectation to occasionally travel and participate in meetings throughout the state.
